Task Order HI STP SR50(3) Hanapepe River Temp Bridge Updated on: 11/30/2016
QUESTION #1:
Plan sheet C2 roadway bypass profile shows road grade at -8.5%. Please confirm that a -8.5 % grade is to be used. If no then please specify the roadway grade %.
RESPONSE: See section 650.03. A preliminary roadway bypass plan and estimated quantities are provided in the plans for bidding purposes to show the area specified to be used for the roadway bypass. The contractor is responsible for providing the final design and construction of the roadway bypass.
QUESTION #2:
SCR section 650.03 Construction and Maintain Diversion (Roadway Bypass) does not specify the design speed limit. Please clarify the roadway bypass design speed limit.
RESPONSE: Provide a design for a 15 mph design speed.
QUESTION #3:
Plan sheet C2 roadway bypass profile shows elevation low spot at station 26+00. Please be informed that the roadway profile is considerable higher through this area therefore will prevent surface water runoff from the Makai and Mauka side of the highway. We require your assistance with providing drainage design parameters and point of discharge.
RESPONSE: See section 650.03. A preliminary roadway bypass plan and estimated quantities are provided in the plans for bidding purposes to show the area specified to be used for the roadway bypass. The contractor is responsible for providing the final design and construction of the roadway bypass.
QUESTION #4:
SCR 203.05(d) please clarify that Federal Highways or State of Hawaii Department of Transportation will be listed and sign waste manifest as the owner/generator for hazardous materials if present (i.e., asbestos containing material, lead containing material and petroleum containing material) from removal, demolition, and rehabilitation activities.
RESPONSE: For the purposes of bidding on this contract, it is assumed hazardous waste material will not be generated. Please refer to FAR 52.243-4 changes.
QUESTION #5:
SCR section 575.03 General Construction Requirements does not specify a sidewalk on the temporary bridge. Please clarify if temporary bridge requires a sidewalk. If yes then please specify sidewalk width.
RESPONSE: See section 573.03. Provide a two-way, two lane vehicular bridge with a minimum lane width of 10 feet and minimum clear width of 24 feet between bridge rails. Pedestrians will be directed to use the adjacent county bridge.
QUESTION #6:
Plan Sheet A7 typical section SR50 Roadway Bypass calls out 6" Aggregate base course. Please confirm that no Flexible pavement is required over the 6" aggregate base. If Asphalt Cement (AC) pavement is required then please provide typical section and new bid item for AC pavement.
RESPONSE: Confirmed.
QUESTION #7:
Please provide plan drawing CADD files.
RESPONSE: The government will provide this information upon award of the contract.
QUESTION #8:
SCR section 650.03 states "Comply with the requirements of all project permits, including but not limited to the 401/404 permit, 408 permit, and NPDES. Please provide a copy of permits and permit applications that we are to comply with.
RESPONSE: The project permit conditions have been captured in the contract specifications.
QUESTION #9:
SCR section 107 table 107-1 indicates that KIUC is to relocate street light power. Please clarify the location and duration of KIUC work.
RESPONSE: See Section 107.02. Coordinate with utility companies to limit impacts to existing facilities and facilitate temporary relocations, as needed.
QUESTION #10:
Plan sheet C1 shows an overhead utility line crossing the roadway bypass at approximate station 21+00. Please clarify who is responsible for relocating overhead utilities and pole that is within the work area. If work is by others than please clarify location and duration of work by others.
RESPONSE: See Section 107.02. Coordinate with utility companies to limit impacts to existing facilities and facilitate temporary relocations, as needed. The utility pole is owned by KIUC.
QUESTION #11:
Plan sheet C2 shows and overhead utility line crossing the roadway bypass at approximate station 26+87. Please clarify who is responsible for relocating this overhead utilities and pole that is within the work area. If work is by others than please clarify location and duration of work by others.

The contractor will provide the design for the tie-ins in accordance with section 650.
QUESTION #12:
SCR section 650.01 states "This work consists of designing and constructing a roadway bypass for future vehicular traffic across the temporary bridge". Please clarify if CFL has done a traffic study. If no then please clarify if a traffic study is required. If traffic study is required then please clarify that additional contract time will be given for this work to be completed.
RESPONSE: A traffic study is not required for this contract.
QUESTION #13:
As shown on plan sheets C1 and C2 at both ends of project work on Kaumualii highway and side streets will be required. Please clarify the lane closure work hours for on highway and side streets.
RESPONSE: See section 156.07(i)
QUESTION #14:
Please clarify if a traffic control detour using Hana road single lane bridge shown on plan sheet A5 will be allowed.
RESPONSE: The Hana Road single lane bridge will not be permitted as a detour route to load limitations.
QUESTION #15:
Plan sheet C2 note 2 states "Do not impact traffic on Iona Rd. and RTE. 50. Approach tie-in to be completed by others". Plan C2 profile shows a significant grade difference over Iona Rd. and RTE. 50. Please clarify whether scope includes Iona Rd and RTE. 50 tie-in.
RESPONSE: See plan sheet C2 note 2. Approach tie-in to be completed by others.
The contractor will provide the design for the tie-ins in accordance with section 650.
QUESTION #16:
Additional question on RFI 15 above If scope include Iona Rd and RTE.50 tie-in then please clarify if a mauka (north) connection of Iona Road to the highway is required or if the road can be closed and local traffic diverted to Hana Road.
RESPONSE: See plan sheet C2 note 2. Approach tie-in to be completed by others.
The contractor will provide the design for the tie-ins in accordance with section 650.
QUESTION #17:
Additional question on RFI 15 above The proposed by-pass road profile will require transition to the Kaumualii Highway in-bound lane near TMK: 1-9-7:34 and into Iona Road (Makai, south) in order to provide access to businesses and homes. The work is not indicated on the plans. Please confirm if it is acceptable to construct the temporary improvements in this area.
RESPONSE: See plan sheet C2 note 2. Approach tie-in to be completed by others.
The contractor will provide the design for the tie-ins in accordance with section 650.

QUESTION #18:
Existing Leve Wall – Please clarify on the distance and height that needs to be maintained for the new embankment structure from the existing levee wall in order to minimize surcharge onto existing levee since no as-build drawings are available for the levee wall.
RESPONSE: Please see section 575.03. It is the responsibility of the contractor to provide design and calculations showing that the proposed bridge foundations and substructure loads will not impact or damage the levee wall due to bridge loads or constructions equipment.
QUESTION #19:
PERMITS -Per RFP notes, the CO is obtaining various permits. Are there any construction means or methods that need to be followed in order to be in conformance with the permits?
RESPONSE: It is the responsibility of the contractor to determine the means and methods necessary to complete the work in accordance with the contract requirements. Specific government secured permit requirements are provided in the contract documents. For supplemental government secured permit requirements not provided in the contract, please refer to FAR 52.243-4 changes.
QUSTION #20:
PERMITS - Since USACE 404 & State DOH 401 WQC permits are in process, we don’t know the final conditions that need to be met. If there are differences between Contractor means and methods that are used but have potential effects not addressed or considered in the permits, will there be adjustments to project time or costs if they are not specifically prohibited.
RESPONSE: For government provided permits, specific permit requirements are provided in the contract documents. Please see section 107, 108, and 157 of the contract specification.
QUSTION #21:
PERMITS - Can you provide us the copy of the permit applications submitted to USACE and
DOH?
RESPONSE: Permits secured by the government will be provided when available. For government provided permits, specific permit requirements are provided in the contract documents. Please see section 107, 108, and 157 of the contract specification.
QUESTION #22:
Also, let us know on the responsibility of contractors in coordinating with permit agencies and the estimated time frame for obtaining Section 404 & 401 Permits.
RESPONSE: Please see section 107.01 and 108.01 (f) for government secured permits. The Contractor is responsible for obtaining other Federal, State, or local authorizations as required by law and dependent on contractor means and methods.
QUESTION #23:
Please confirm whether the time stipulated in the RFP Item 11, Schedule A includes the design, agency approvals and permitting.
RESPONSE: Please see section 108.01 of the contract specifications. The number of calendar days includes the day the Notice to Proceed is issued, the day of final acceptance, all weekends, holidays, periods of inclement weather, and all other days during which work may or may not be performed.
QUESTION #24:
Plan Sheet A7 - Plan sheet A7 typical section calls out "2' Concrete Barrier to be installed by others". Please confirm that Concrete Barrier or Guardrail work will be by others.
RESPONSE: Confirmed that roadside guardrail and barrier will be installed by others. Please see section 650.03 for project barrier and barricade requirements to deter pedestrian and vehicular traffic onto the temporary bridge.
QUESTION #25:
Plan Sheet A7- Plan sheet A7 typical sections does not show any surface coating such as Asphalt or Concrete over 6" Aggregate base course or bridge deck. Please clarify that surface coating is not required. If required then please provide surface coating material type and thickness.
RESPONSE: Confirmed.
QUESTION #26:
SCR Section 575.03 - SCR section 575.03 states "Locate the temporary structure on the mauka side of the existing bridge and at least 12.5 feet away from the existing bridge and abutments measured from outside edge of existing structure to the outside edge of outermost element of the temporary bridge." Plan sheet A7 typical section shows a 28' typical bridge section. Per the specification and plan the distance required is 26.5 feet. Please be informed that this does not match the roadway bypass alignment distance between the exist bridge shown on plan sheet C1 and C2 at the exist bridge abutments station 21+65 is approximately
21.6 ft. and station 25+24 is approximately 24.8 ft. We will use the alignment shown on plan sheet C1 and C2 for pricing. If this is incorrect then please clarify.

QUESTION #27:
Plan Sheet C1 - On plan sheet C1 there is an existing CRM wall at approximate station 22+36.
We need CFL assistance to provide design parameters for abutment design because there are no drawings of the existing CRM wall. We are assuming 8 ft. between the existing CRM wall and new abutment. If this is incorrect then please clarify RESPONSE: Please see section 575.01 of the contract specifications. The contractor is responsible for designing, furnishing and constructing a temporary bridge structure including foundation work, abutments, piers, wingwalls, retaining walls, cofferdams, barrier, and other bridge appurtenances required for construction of a roadway bypass.
QUESTION #28:
Plan Sheet A6 - Please provide DOT exist bridge load rating / capacity for Hanapepe Bridge and County Hana Road Bridge for determining size of equipment and material loads.
RESPONSE: Please see section 104.05 of the contract specifications regarding load restrictions.
The County Road bridge is posted at 10 tons. The Hanapepe Bridge is not posted.
QUESTION #29:
Plan Sheet C1 and C2 - Plan sheets C1 and C2 existing contour lines is very difficult to read.
Please provide a clearer topo drawing or Cadd DTM surface file for existing contour elevations.
RESPONSE: See section 152.04 of the contract specifications.
QUESTION #30:
SCR Section 575.04(h) - SCR section 575.04(h) states "Utilities will be relocated to the temporary bridge during future construction of the permanent bridge. Relocation of the utilities is not part of this contract." Therefore not including future utility design accommodations for roadway bypass bridge abutment, wall, and embankment design. If this is incorrect then please clarify.
RESPONSE: Please see section 575.04(h) of the contract requirements. Utilities will be relocated to the temporary bridge during future construction of the permanent bridge. Add a dead load of 150 pound per linear foot on both sides of the bridge for anticipated utility relocations.
QUESTION #31:
Plan Sheet C2 - On plan sheet C2 there is an existing Levee wall at approximate station 25+45.
We need CFL assistance to provide design parameters for abutment design because there are no drawings of the existing Levee wall. We are assuming to start new abutment where the furthermost abutment corner is at the toe of the levee berm slope. If this is incorrect then please clarify.
RESPONSE: Please see section 575.03. It is the responsibility of the contractor to provide design and calculations showing that the proposed bridge foundations and substructure loads will not impact or damage the levee wall due to bridge loads or constructions equipment.
QUESTION #32:
During the Site Visit, it was mentioned that the temporary bridge would become the property of the Owner.
Will the residual value of the bridge be factored into the proposal for contractor selection?
RESPONSE: It’s the responsibility of the contractor to identify unit prices to be adequately compensated for the contract work requirements. Please see section 575.01 of the contract specifications. The temporary bridge will become the property of the Hawaii Department of Transportation at project acceptance.
