HI STP SR50(2) Bridge No. 7E Kaumualii Highway

Question #1:

(Bridge 7E) When is the existing Fiber Optic line scheduled to be relocated by others as shown on sheets T11 & T12? What is the anticipated duration of the relocation?

RESPONSE: See section 107.02 of the contract specifications. Coordinate with utility owners to expedite the relocation or adjustment of their utilities to minimize interruption of service and duplication of work.

Question #2:

(Bridge 7E) Will vibration monitoring be required during pile driving activities? Will a vibration monitoring plan need to be submitted and approved prior to the start of pile driving activities?

RESPONSE: There are no critical structures within 500 feet of the 7E bridge. No vibration monitoring will be required.

Question #3:

(Bridge 7E) Will additional schedule days be granted if work must be stopped due to the presence of endangered Hawaiian waterbirds or Migratory Birds Treaty Act species?

RESPONSE: In the event contract work must be stopped, as ordered by the CO, due to the presence endangered Hawaiian waterbirds or Migratory Birds Treaty Act species, contract time will be adjusted.

Question #4:

(Bridge 7E) Will additional schedule days be granted if work must be stopped due to storm events or flood conditions?

RESPONSE: Please refer to subsection 108.01 Commencement, Prosecution, and Completion of Work for contractor responsibility of estimating inclement weather. Additionally refer to CFR 852.236-91(e) for unusually severe weather.

Question #5:

(Bridge 7E) The 404 & 401 permits provided in the Task Order documents show that both permits will expire on March 18, 2017. Please confirm that extensions will be filed to ensure that the permits remain active throughout the scheduled project duration.

RESPONSE: Confirmed

Question #6:

Mulching using the Dry Method requires the use of straw mulch, which is not readily available in Hawaii.

Please confirm if Mulching using the hydraulic method is acceptable.

RESPONSE: Please see section 713.05 of the FP-14.

Question #7:

Specification Section 551.07 (pg 121), requires dynamic pile testing to be conducted during driving of one test pile at each abutment. Please confirm that the 2 EA test piles located under the culvert walls are the only test piles that will require PDA testing.

RESPONSE: See Section 551.07 of the contract specifications. Conduct dynamic pile testing during driving of one test pile at each abutment in the location as specified on the plans using a Pile Driving Analyzer (PDA) following procedures in ASTM D-4945.

Question #8:

Is there an available water source near the project/staging area?

RESPONSE: The government did not secure a water source for this project. It is the contractors responsibility to provide materials meeting the contract requirements.

Please clarify size of hydraulic excavator

RESPONSE: Please see section 622.02 of the contract requirements.

Question #9:

Are there any restrictions on the amount of trees that will need to be removed within the Temporary Construction Easement?

RESPONSE: There are no contract restrictions for tree removal with the Temporary Construction Easements.

Question #10:

Does the sandwich isle communications line run within the existing box culvert structure, or below it? If it runs below, what is the depth of the line?

RESPONSE: The existing SIC line was installed via trenchless method below the stream bed. Contractor needs to coordinate with SIC on actual location.

Question #11:

How soon after NTP will the Sandwich Isle Communications line be relocated?

RESPONSE: SIC was notified of this project by HDOT. Contractor will need to contact SIC to coordinate the relocation.

Question #12:

Please provide a plan and profile of the new location of the Sandwich Isle Communications line, after it has been relocated by others.

RESPONSE: SIC is responsible for the design and relocation of their line. Contractor will need to coordinate with SIC for the proposed location of line to facilitate construction of the project and obtain as-built information.

Question #13:

Please confirm that the cost for Sandwich Isle Communications line relocation will not be paid by the Contractor.

RESPONSE: Confirmed

Question #14:

Specification 154.03 requires the contractor to provide for transportation of government verification cylinders to HDOT Materials Testing and Research Branch. We would like to clarify whether this research branch is on Kauai or Oahu. Please give address for the HDOT Materials Testing and Research Branch.

RESPONSE:

Hawaii DOT Materials and Research Testing Branch Attn: Gerald Pang 2530 Likelike Highway Honolulu, HI 96819

Question #15:

Specification section 157.05(x) notes that the Contractor’s work includes obtaining of the NPDES for storm water discharge before construction activities commence. However, section 107.01 notes one has already been obtained by the government. Please confirm an NDPES permit does not need to be obtained by the contractor unless needed for contractors own industrial activity for mobile asphalt or concrete plants, or for dewatering as described in section 107.e.

RESPONSE: Please see section 107.01. The government has secured an NPDES Permit. The contractor will be required to obtain a separate NPDES permit associated with industrial activity for any mobile asphalt and concrete plants that provide material for the project.

Question #16:

Contractor is requesting additional time to complete design and evaluation of options for the temporary bypass road and the temporary stream diversion due to the constraints of the stated limits of the construction easement.

RESPONSE: There is currently no intention for the government to re-establish the bid opening date.

Question #17:

Please provide a copy of USACE 404 & DOH 401 WQC Permits.

RESPONSE: The project permit conditions have been captured in the contract specifications. The permits will be provided as they are secured.

Question #18:

Are geotextile and a 1’6” layer of bedding and backfill aggregate required beneath wing wall footings, similar to the box culvert walls?

RESPONSE: Please see plan sheet S7.5 for geotextile, and bedding and backfill placement locations. The bedding material does not have to be placed under the wingwall foundation.
