CA FTNP MOJA 10(1)

10/28/15 Question 1:

What are the Liquidated Damages for the above mentioned project? I wasn’t able to find them in the section it stated.

Response: Please refer to FP-03, Table 108-1 Charge for Liquidated Damages for Each Day Work is Not Substantially Completed.

Question 2:

What type of Contractors License is required for this project?

Response: A contractor’s license is not required to bid on the project. However, contractors must meet responsibility factors listed in FAR 9.1.

11/03/15 Question 3:

Page A-5 1st paragraph indicates the award will be by adding the price for all options to the total price for Schedule B. The bid schedule summary on page A-21 has the options added to Schedule A and schedule B. Is this either A plus options or B plus options and schedule A and B will not be both awarded. Please clarify the basis of the proposals for award. Please clarify how schedule A and B are awarded.

Response: Schedule B includes all work under Schedule A. The basis for award is Schedule B plus all options. The Government reserves the right to only award Schedule A should sufficient funds not be available to award Schedule B.

Question 4:

Schedule A Summary Tabulation Sheet has the work broken into mile by mile segments. Please confirm the mileage is 0.0 north and 56.98 south.

Response: That is correct. Mile 0.00 is on the North and mile 56.98 is on the South.

Question 5:

Sheet A-3 item 9 last section “For Physical Data” indicates a Hydraulic Report and Pavement and Material Report are available. We have not been able to get access to these.

Response: Both reports have been added to FBO.gov on 11/04/2015.

11/12/15 Question 6:

Do we have to turn in the Good Faith efforts with the bid or if awarded?

Response: Large businesses are required to submit their completed subcontracting plan with their bid.

Question 7:

And also will DBE, MBE and WBE advertisement be sufficient to meet the goals?

Response: The contractor will need to take the necessary steps to achieve the goals; DBE, MBE, and WBE advertisements would be one avenue, but not necessarily the only method/avenue the contractor should take in achieving them.

Question 8:

During our on site visit we noticed that throughout the entire project the existing roadway striping (Centerline, Shoulders etc etc) has been built up in some cases 3 to 4 layers thick and can be peeled from the road way surface fairly easily and thus likely adversely effect the adhesion of the new chip seal.

Currently the bid schedule does not have an item to accommodate obliteration of existing roadway markings. Given this issue is consistent throughout the entire project can you please tell us how FHWA intends to accommodate this issue?

Response: Please refer to:

409.06 Surface Preparation. On existing asphalt surfaces, ensure that the surface is dry.

Immediately before placing the layer, remove loose dirt, deleterious material, raised pavement markers, tabs, pavement striping (thermoplastic or tape), or other objectionable material that may be detrimental to the adhesion of the surface specified, by approved methods.

Any objectionable material that may be detrimental to the adhesion should be removed, by approved methods, according to the surface preparation for chip seal. Surface preparation is subsidiary to the 409 chip seal pay item.

11/13/15 Question 9:

Will the contractor be allowed to stockpile aggregate in other locations than identified in the plans (see Sheet A6) within the project limits?

Response: Please refer to:

105.04 Storing and Handling Material.

The Contractor may use existing roadways, disturbed pullouts and access roads within the limits of each of the Sites for staging and stockpiling materials. The Contractor may also use the following locations as staging, stockpile and waste locations;

· Kelbaker North Site

· Kelbaker South Site

· Kelso Cima Road Site

· Ivanpah Site

· Paved County mixing table pullouts (various, not shown on Site Map).

· Small area at Kelso-Cima Road (near railroad tracks).

Please also note, all stockpile locations must be approved by the CO prior to use.

11/17/15 Question 10:

How many working days are on this project?

Response: There are no working days specified. Please refer to Section 108.01 of the SCR’s for the contract completion dates.

11/18/15 Question 11:
