Volume I, Section G: Is it intended that Section G be in the appendix with no page limit (as implied on page 6)? Or is it part of the 38-page limit.
FHWA response is that Volume I must be no longer than 38 pages in length. The contents of any appendices/exhibits (located in
Section G) shall NOT count against the 38-page limit. If items are included in an appendix, which is not explicitly discussed, in the basic proposal, the proposal may not be reviewed.

9 07/08/2016 Instructions to Offerors
On page 13 of the instructions, there is a listed B.1. Then on next item listed, on page 14 is B.3, followed on the next page by B.4. I want to make sure that there is not a B.2 missing or that B.3 should be labeled B.2 and B.4 as B.3.
Not that the second part matters too much, but I am trying to avoid future confusion by the reviewers, by using the appropriate designations for the sections.
An amended version of the Instructions has been updated to delineate the changes with the correct numbering B.1, B.2 and B.3 instead of B.1, B.3 and B.4 on pages 13 to
14.

On page 6 of the submission instructions there is a list of recommended breakdown of the two volumes. For Volume II, the following categories are listed:
Part A – Cost/Price Information Part B – Subcontracts/Consultants
Part C – Other Financial/Organizational Information Part D –

Part E – Past Performance – Not to exceed four pages.
But on page 12, the following break down for Volume II is listed.
Part A – Cost/Price Information Part B – Other Financial/Organizational Information
Part C – Subcontracting Plan (not included for assistance agreement)
Part D – Past Performance – Not to exceed four pages.
Can you help clarify how we should be breaking our information down under Volume II, as outlined on page 6 or as outlined on page 12, or as listed and described in pages 12-
17.
Please refer to the amended Instructions to

I have a company that focuses on providing navigation supports to pedestrians with disabilities, and we’ve been discussing this recent ATTRI opportunity with some potential partners. In doing so, some questions have come up, and we were hoping we might be able to direct those questions to a program officer.
Would you be the appropriate person to whom we can direct these questions?
Yes, please direct questions on this BAA to dewhyte.mcpherson@dot.gov

What types of organizations are eligible to apply? Is this
BAA targeted to private sector software developers, consultant firms, public agencies (State DOTs, counties, cities, etc) and/or non-profits?
This Broad Agency Announcement is not restricted to any business types.
17 07/21/2016 General
The application requirements are very thorough and involved. We would like to request a time extension beyond the August 11, 2016 submittal date. Please let us know if this is possible.
Unfortunately, the FHWA cannot entertain a proposal due date extension.
18 07/25/2016 General Is there a budget limit?
The BAA does not have a budget limit.
However, the total amount of federal funding (federal share) that is available for each of the three application areas is $2.5 million for a total of $7.5 million.
19 07/25/2016 General Is the cost share 20% total cost or only direct costs.
The cost share is 20% of total cost for cooperative agreements and grants. If your proposal is selected as a contract award, the cost sharing requirements do not apply.

On page 5 of the RFP, item c states “Text shall be printed using A Times New Roman or Arial font no less than 12-point font.”
On page 6 at the bottom, the RFP states “The proposals shall be prepared in the following format: 8.5 X 11 inches, one and one-half line spacing or double-spacing, in at least
10-point font.” Please refer to answer 1 above.
21 07/27/2016 Instructions to Offerors
Could you clarify what, if any local matching funds are required as part of the ATTRI Application Development
BAA? I believe I had read about a 20 percent local match, but did not see this specified in the Instructions to Offerors.
Any clarification on this item would be appreciated. Please see answers 18 and 19 above.
22 07/27/2016 Instructions to Offerors
Do we need to submit both format of the volume II - cost proposal has outlined in the guidelines? Yes.
23 07/28/2016 Instructions to Offerors
Page 5 of the instructions calls for “Times New Roman or
Arial font, size no less than 12 point font” but page 6 calls for “one and one-half line spacing or double-spaced, in at least 10-point font.” What line spacing and font size should be used? Please refer to answer 1 above.
24 07/28/2016 General
Can “for-profit” organizations propose as the prime contractor with the expectation of receiving a contract award, as opposed to a grant or assistance agreement?
Yes. The FHWA will make a determination after reviewing the proposals on whether a contract or assistance agreement is appropriate, based on the degree of federal involvement and purpose.
25 07/28/2016 Instructions to Offerors
The instructions on page 6, volume II cost proposal, call for five (5) parts. However, page 12 lists only four (4) parts. Please clarify.
This will be updated to indicate the correct information.

Letters of support are neither required nor desired.
This is different from letters of commitments from subcontractors/consultants, which does not have a page limit.
27 07/28/2016 Instructions to Offerors
What is the anticipated duration of the project? In looking at Volume II, item A, it appears that the project duration can be multiple years. Is this correct? Is there a maximum number of years? Please refer to answer 6 above.
28 07/29/2016 Instructions to Offerors
Are we required to include a small business entity in the proposal if we exceed $700,000? In looking at Volume II, item C, it is not clear if we are required to include a small business entity. Or is this just in reference to including a plan if we include a small business entity?
Yes, if your proposal exceeds $700,000, you are required to submit a small business subcontracting plan.
29 07/29/2016 General
We would like to know about cost sharing? Is it a mandatory requirement?
We are a woman owned small business.
Cost sharing is required if your proposal is for assistance agreements, but not for contracts.
A procurement contract is proper when the principal purpose of the relationship is to acquire something for the direct benefit or use of the Federal Government or for the
Federal Government to provide to a third party. An assistance agreement, on the other hand, is appropriate when the principal purpose of the relationship is to transfer money, property, or anything of value to the other party to the agreement to accomplish a public purpose of support or stimulation.
Assistance agreements should be used when there is an important Federal purpose to be served and there are also local or other non-
Federal concerns that should share in shaping the project.

I’m not clear if you need to receive the print and CD copies by the August 11 due date, or if it’s acceptable to have them postmarked by that date. In other words, is it feasible for your reviewers if we send our email version by the due date and note that paper/CD copies are in the mail? Thanks for your confirmation.
The FHWA requests offerors submit each original proposal on August 11, 2016 in the form of a three-ring loose-leaf binder at the left margin with one CD and one separate electronic (email) copy

Carnegie Mellon University is planning to submit a proposal as the prime offeror. As part of the proposal, we intend to outsource work to two sub-contractors: IBM research and Booz Allen Hamilton.
Can you please confirm what needs to be submitted from each organization?
This is my current interpretation of the instructions:
Carnegie Mellon University needs to draft and submit:
(a) Master Subcontracting Plan
(b) Exhibit 6 Small Business Subcontracting Plan for IBM
(c) Exhibit 6 Small Business Subcontracting Plan for Booz
Allen
IBM and Booz Allen are not required to submit a subcontracting plan.
The small business subcontracting plan should be submitted by the prime contractor to include their subcontracting goals for all subcontracts per the instructions in the form.
