H. Management of excavated soils shall be as follows:

1. Clean soil or granular fill material from outside the Industrial Area may be taken to the soil stockpile area located just inside Arnold AFB Gate 2 (Red Hill).

2. Soil excavated from the Industrial Area of Arnold AFB may be reused in the original excavation without the requirement of laboratory analysis.

3. Soil excavated from the industrial area of Arnold AFB that cannot be reused in the original excavation shall require sampling and analysis to confirm that it is clean and free from contaminants (such as oil or solvents) prior to disposal at Arnold AFB. The Contractor shall be responsible for testing the soil by an accredited laboratory and shall submit results to the Government. Based on schedule and project funding, the analysis may be conducted by the Arnold AFB on-site laboratory. The analysis shall include results showing quantities of TCLP Volatile Organics (VOCs), TCLP Metals, and Extractable Petroleum Hydrocarbons (EPH) at a minimum. Additional analyses may be required depending on the location of the excavation and known or suspected presence of additional contaminants (consult with the Government). Analytical results shall be submitted to the Government to verify the soil is clean (non-contaminated). Verified clean soil excavated using the Hydrovac Method shall be sufficiently dried so that it contains no free liquids prior to disposal at the C&D Landfill. Verified clean soil excavated using the Hydrovac Method may be taken directly to the soil stockpile area (Red Hill) without the drying requirement. Coordinate with the Government.

4. Soil Sampling for Laboratory Analysis: If possible, collect soil samples to be submitted for laboratory analysis prior to excavation.

If this is not practical, soil may be sampled from the stockpile following excavation (note: having analytical results prior to excavation reduces double-handling of excavated materials). To collect and analyze soil, follow these guidelines:

a. Determine the volume of soil to be excavated.

b. For each 10 cubic yards of soil, collect one sample to be used for compositing. Samples should be collected at least one

DISTRIBUTION STATEMENT A

Approved for Public Release: Distribution Unlimited

IRA-25-1045

ANZY229035 Appendix B.1-7 foot below the ground surface, preferably about the median depth of the proposed excavation.

c. Submit composited samples for laboratory analysis for TCLP Metals, TCLP VOCs, and EPH, and any other contaminant as directed by the Government at the frequency indicated below.

For example, if the estimated volume of soil to be excavated is 60 cubic yards, then collect six samples to be composited to create one lab sample. For larger volumes of material, consult the Contract Monitor for instructions.

d. Soil Stockpile Management: If it is not possible to collect soil samples prior to excavation, then it shall be necessary to create stockpiles while the soil is being dewatered from the Hydrovac Method and/or waiting for analytical results. If it is necessary to create a stockpile for dewatering purposes, follow these requirements:

1) Find a level area in an out of the way location (such as an equipment lay down yard). Consult with the contract monitor to verify the acceptability of the location.

2) Lay down overlapping plastic sheeting to create a water barrier.

3) Create berms around the periphery of the plastic sheeting by overlapping the edges on top of straw bales or other solid objects.

4) Place the excavated soil in the bermed area, being careful not to overtop the berms.

5) Allow the material to dry and obtain analytical results prior to taking the material for final disposal at the Red Hill area or at the construction/demolition (C&D) Landfill.

I. Capture and recycle refrigerants from all appliances in accordance with 40 CFR 82, Subpart F. The refrigerant shall be removed by a certified technician as defined in 40 CFR 82.161 (or an apprentice directly under the supervision of a certified technician). Since the types of units being salvaged could be high or low pressure systems, the technician shall possess a “universal” certification. Provide proof of certification to the Government. The reclamation/recovery of all refrigerants shall occur prior
