About this file

This is a Request for Documented Quotations (DQ) issued by the State of Colorado, Department of Natural Resources, on behalf of the Colorado Division of Parks and Wildlife, seeking competitive quotations for mixed seed procurement. The solicitation requests four individual seed species to be bagged separately: 500 PLS pounds of Sandberg Bluegrass (Poa Secunda, variety "UP Colorado Plateau"), 250 PLS pounds of Prairie Junegrass (Kolaria Macrantha, variety "UP Sims Mesa"), 100 PLS pounds of Annual Sunflower (Helianthus annuus), and 22 PLS pounds of Aspen Fleabane (Erigeron Speciosus, variety "UP Dry Fork"). All seed must be cleaned to purity standards suitable for conventional seed drills, delivered on pallets to the CPW Seed Warehouse at 5297 Sawmill Mesa Road, Delta, Colorado 81416, and arrive prior to June 30, 2015. Vendors are required to schedule delivery appointments at least three working days in advance. Bids were due May 22, 2015 at 2:00 PM Mountain Daylight Time, with award expected the same day by 4:00 PM. Colorado Parks and Wildlife intends to make one award to one vendor for all items, and reserves the right to have an agency employee present during seed mixing with 48 hours' notice.

Bid prices must include all transportation costs to the destination warehouse, with the state bearing no shipping expenses. Bidders must identify certification class, variety, pure live seed (PLS) percentage, seed origin by county and state, and price per PLS pound using specified formulas for PLS calculation. Preference may be given for certified seed and seed sourced from the Colorado Plateau, Wyoming Basin, or Southern Rocky Mountain Ecoregions. All seed must comply with Colorado State Seed Laws and noxious weed seed restrictions. CPW reserves the right to test seed samples for germination and purity after delivery, with official tags indicating PLS ratings used for acceptance determination; seed with tags indicating lower PLS than offered will be rejected immediately. Payment will be processed after delivery receipt and acceptance by CPW Seed Warehouse staff. Vendors must be registered with Colorado Vendor Self Service (VSS) prior to bid opening, though non-registered vendors may be considered if adequate competition does not exist among registered vendors. A Purchase Order incorporating Colorado Purchase Order Terms and Conditions will be issued to the awarded bidder.
