About this file
This is a Request for Proposals (RFP) issued by the Delaware Department of Transportation (DelDOT) for professional services to operate the Sponsor-A-Highway Program. DelDOT seeks a qualified Maintenance Provider to furnish litter removal services along designated limited-access highways in Delaware, including I-95, I-495, I-295, SR 141, SR-1, Puncheon Run Connector, and US 301. The Maintenance Provider must supply all necessary personnel, equipment, supplies, and services for highway beautification and litter removal at a minimum frequency of 20 times per year (twice monthly April through November, once monthly December through March). The selected firm will be responsible for recruiting and managing sponsors, marketing the program, fabricating and installing sponsor signs (subject to DelDOT approval), maintaining administrative documentation, and conducting twice-monthly safety training. Proposals are due by Thursday, October 29, 2026, at 2:00 p.m. local time, submitted electronically through the Bonfire Procurement Portal. The contract term is three years with two possible one-year extensions, with extension approval based on performance review and DelDOT satisfaction. One agreement will be awarded from this solicitation.
The RFP does not specify a fixed contract price; rather, the Maintenance Provider is funded directly by sponsors who pay for litter removal services on their designated highway segments. All costs for marketing, sponsor recruitment, sign fabrication, installation, personnel, equipment, and supplies are the responsibility of the Maintenance Provider at no cost to DelDOT. The selected firm must maintain minimum insurance coverage including $1,000,000 per occurrence commercial general liability, $1,000,000 automotive liability combined single limit, and worker's compensation as required by Delaware law. Firms must be registered or apply for registration with DelDOT through SimpliGov prior to submission. The evaluation will be based on five criteria: prior experience in litter collection and Sponsor-A-Highway programs (50%), key staff qualifications (15%), resources and capability (15%), understanding of DelDOT roadways and Google Earth (10%), and submission completeness (10%). No site visits or bidder's conferences are mentioned in the RFP.
