RFP QUESTIONS AND ANSWERS PART 1 (Some questions have been eliminated because of redundancy)

In RFP section 1.3.7. Mentions ISO/IEC 2000 and CMMI-SVC certifications.

Can a team member bring the certifications for the team?

The prime contractor shall possess the required certification. The Government has waived the requirement for ISO/IEC 20000.

If we do not have CMMI certification, but we sub with a large company that has CMMI certification, will this suffice for this requirement? Please advise.

The prime contractor shall possess the required certifications.

In the absence of the prime offeror having being appraised and rated for Capability Maturity Model Integration Level 2 for Services (CMMI-SVC), will the government consider the major subcontractor or subcontractors' appraised and rated level 2 CMMI-SVC? Under Factor 1 :Technical, subfactor 3, paragraph 4, the government states that "with regard to the corporate qualifications, the term “offeror” includes the prime contractor, subcontractors, and/or teaming partners". We request the government to clarify on this.

Offeror refers to the prime contractor. The prime does not have to enter into teaming agreements or subcontract arrangements.

Since this is a small business set-aside, considering that not many firms will have Level 2 for CMMI-SVC, will the government consider relaxing the requirement to allow the small businesses to submit their proposal without Level 2 for CMMI-SVC?

No. The prime shall posses Level 2 for CMMI-SVC. ISC/IEC 20000 IS NOT required to be eligible to receive contract award.

L-5 Proposal Submission: Page 83 of the solicitation.

In the last paragraph, it states that "Each page shall contain the following legend at the bottom of each sheet; Source Selection Information – See FAR 2.101 and 3.104".

Does “page” here mean, each page of the all volumes -original and the redacted copies? If the answer is "yes", what legend should be inserted? We will appreciate if the government could clarify on this.

“See FAR 2.101 and 3.104". shall be inserted at the bottom of each page contained with in the technical proposal.

If the answer to question # 2 above is no, in lieu of Level 2 for Services (CMMI-SVC) will the government consider small businesses to have appraised and rated for Level 2 CMMI for development?

No

In Page 85, under page 85, Factor II- Past Performance, b.Recent and Relevant Contracts, it states that "Provide a comprehensive list of up to five recent and relevant contracts", but in page 91, Factor II- Past Performance, b.Recent and Relevant Contracts, it states "Provide a comprehensive list of up to ten recent and relevant contracts". There seems to be some discrepancy in this. We request the government to confirm the exact number of ten recent and relevant contracts that is needed.

The correct number is 5

In Page 91, subfactor 6, PROJECT MANAGEMENT PLAN, the government is requesting the offeror to provide a plan for managing the services under the SOW. Since the allowed page count for Volume I -Technical ( including subfactors) is only 30 pages, can the government consider excluding this project plan from the volume 1 -Technical page count? In other words, can the project plan be considered as a part of the "supporting document" and attached in the "Appendices" of the Volume I -Technical Proposal? Kindly confirm. Since the government is requesting the offeror to "include the proposed management structure for all those with responsibilities for this contract and an explanation of how that structure will work to ensure successful task performance and compliance with all requirements of this SOW. The offeror shall include discussion of the use of any subcontractors and management of those subcontractors in the management plan as applicable", we request the government to exclude the Project plan" from the page count of 30.

The Project Management Plan shall be excluded from the Technical Volume 30 page limitation. The Project Management Plan shall be submitted as part of the Technical Volume supporting documentation and shall not exceed 50 pages total.

Will the Government consider certifications listed in section 1.3.7 – ISO/IEC 2000 and CMMI Level 2 within 6 months of the award?

The offerror shall possess CMMI Level 2 at the time of proposal submission.

Would the government consider a current ISO 9001 certification in lieu the CMMI requirement for this solicitation?

ISO 9001 will not be used in lieu of CMMI Level 2.

Does the government have in mind any company that meets the ISO/IEC and CMMI certification?

The Government will consider for award those 8(a) contractors with the appropriate CMMI certification.

Does the “Offeror” refer to the prime and it’s subcontracts?

Offeror is the term for prospective contractors that submit’s proposals.

Will CMMI Level 2 for Services certification be acceptable if such certification is achieved shortly after proposal submission (e.g., within two weeks) and prior to decision or contract award?

No

RFP Section C, SOW, 1.3: “The Quality Control Plan shall be delivered to the Government before start of contract performance.” Can the offeror include a Quality Control Plan in the Technical Volume as supporting documentation?

Yes, the Quality Control Plan can be submitted as part of the Technical Volume as supporting documentation.

RFP Section C, SOW Part 4, II. Tasks under the Statement of Work, Task 19: “Vacant positions are filled with qualified staff within 15 days.” Does “15 days” refer to business days or calendar days?

15 Calendar days.

RFP Section H.2.11.2.1: “Cisco Certified Internetwork Expert (CCIE) is required.”

The CCIE certification has two exams: the written qualification exam AND the hands-on lab exam. Does the Government require that the Senior Communication Engineer pass both the written and hands-on lab exam?

The Government requires that the Senior Communications Engineer has passes both the written and hands-on lab exam.

RFP Section L.5: “The redacted proposal shall not contain ANY identifiable information which would allow the technical evaluation team to deduce the offeror’s identity.”

As part of a resume, a person normally lists the name of the company/agency/location that he/she worked at. Does this information have to be redacted from the resumes as well?

Yes

RFP Section L.5: “The transmittal letter shall have, as an attachment, a copy of the offeror’s current CMMI Level 2 Appraisal Certificate.” Should the transmittal letter be a part of Volume III – Price?

No. The Technical Volume

Does the Government intend for the offeror to submit one (1) original and two (2) copies of Volume III?

Yes

Can the government please clarify the number of past performances that are allowed in the past performance volume?

A comprehensive list of up to five recent and relevant contracts to
