CONTINUATION PAGE
A. Amendment to Section C.3, Work Areas:
Work Area 14, Marketing Materials, is amended to remove Center-specific recruitment DVDs.
B. Three questions that were listed in Amendment No. 0001 were inadvertently not answered. The unanswered questions and the answers are provided as follows:
Amendment No. 0001, Question 6. With regard to Key Personnel, you have allowed for four key people. Was it your intention to limit the contractor to these four? Our experience tells us for a project this size, we will need more than the Key Personnel you have outlined. Where would you like these costs included?
Answer: Offerors may propose additional personnel to the project. The costs associated with the additional personnel should be provided in the offeror’s cost/pricing chart that is provided in Section B of the solicitation.
Amendment No. 0001, Question 33. Do Parts I - V as outlined in L.7 Proposal Content need to be submitted as separate bound sections? Or may the parts be submitted as one proposal, divided by tabs and a part-specific transmittal letter?
Answer: Parts I through IV should be submitted in one bound section and Part V should be submitted in a separate bound section.
Amendment No. 0001, Question 42. Is it acceptable to add additional Labor Categories to Section B-Pricing?
Answer: It is acceptable to add additional labor categories to Section B-Pricing. When adding additional labor categories, offerors should also provide a description of the duties and the requisite experience and education associated with the labor category.
C. Answers to Questions that were submitted to the Department of Labor after December 3, 2008.
1. Question: Is there currently an incumbent contractor conducting this solicitation?
Answer: The incumbent contractor is McNeely Pigott and Fox Public Relations, LLC of Nashville, TN.
2. Question: Page C-2 – Work Area 1 – Targeted Partner Outreach – Would the nature of the work be just to research and make recommendations for potential partners for Job Corps? Would there be any requirement to help implement the partnerships at a national, regional, or center level?
Answer: Yes, the contractor may be asked to help implement the partnerships, e.g., conduct a direct mail campaign.
3. Question: Page C-2 – Work Area 2 – Workgroup/Conference Support – Is there any requirement for on-site staffing for the workgroups and/or conferences for registration, logistics, or workshop monitoring?
Answer: Yes, on site staffing will be necessary.
4. Question: Page C-2 – Work Area 2 – Workgroup/Conference Support – Is there an existing web-based registration system to be used or will the contractor be responsible for providing the technology/systems for online registration?
Answer: The contractor will be responsible for online registration.
5. Question: Page C-2 – Work Area 2 – Workgroup/Conference Support - In-person workgroup meetings will occur 1 time every 3 mos. For each workgroup (for up to 4 workgroups), travel will be required by at least one member of the contract staff. Does this mean that the travel could be/would be 4 trips per month by a contract staff person to support the workgroup meetings?
Answer: Yes, this is a possibility.
6. Question: Page C-2 – Work Area 2 – Workgroup/Conference Support - Will the government cover the cost for teleconference procedures and is there specific government-purchased software used to conduct teleconferences? If so, will the contractor be required to purchase that software or will work group participants be allowed to use the government’s software package?
Answer: DOL will provide teleconference call in number using a remote service.
7. Question: Page C-3 – Work Area 4 – Special Events – Is there any requirement for on-site staffing for the workgroups and/or conferences for registration, logistics, or workshop monitoring?
Answer: Yes, the contractor may be required to be on-site at special events.
8. Question: Page C-4 – Work Area 9 – Annual Leadership Summit – Is there any requirement for on-site staffing for the workgroups and/or conferences for registration, logistics, or workshop monitoring?
Answer: No, this is not required.
9. Question: Page C-4 – Work Area 9 – Annual Leadership Summit - Is there an existing web-based registration system to be used or will the contractor be responsible for providing the technology/systems for online registration?
Answer: The contractor will not be responsible for registration.
10. Question: Section B – Do we need to estimate all Other Direct Costs for all Tasks? Including:
· Annual Report Printing Costs? If yes, quantity and anticipated page count?
Answer: No costs.
· Hotel Charges for Work Area 2, 4, 7, 8, 9 and 16?
Answer: No direct hotel expenses.
· Outside speakers/workshop presenters honoraria/travel expenses?
Answer: yes.
· Quantity count on Marketing Materials in Work Area 14 – Job Corps Outreach Brochure; Recruitment Booklet; Center-specific Information Sheets/Inserts; Center-specific recruitment DVDs; Recruitment Posters; Parent’s Guide; Employer Outreach Brochure; CTS Posters; and BCL Postcard?
Answer: Up to 2 million pieces are produced each year. The numbers of each piece varies based on need. Work Area 14, Marketing Materials, is amended to remove Center-specific recruitment DVDs.
11. Question: Can bidders gain access to the Spanish-language web site (http://mifuturo.jobcorps.gov)?
Answer: Not right now because the site has been taken down for security reasons. The site is being vetted by DOL’s Office of Public Affairs.
12. Question: Where does Section K go in the proposal?
Answer: Section K should go into Part V, Cost/Price Proposal.
13. Question: Do you want the proposal in one or two binders (one for Part I – IV and a separate binder for Part V: Cost)?
Answer: Offerors should submit the proposal in two binders; one binder for Parts I-IV and one binder for Part V.
14. Question: Is this RFP for certified 8(a) companies only?
Answer: This procurement is a 100% small business set-aside.
15. Question: How many people are in the workgroups? The RFP indicates that there are 30 people on the advisory committee and 35 federal managers, but a total is not given for the workgroups.
Answer: Workgroups vary in number – could be between 10-30 people.
16. Question: Under Work Area 13, focus groups are to be held in month 15. Should we also plan to do some research early in year one on women and Latinos or has that research for those segments already been conducted?
Answer: Under Work Area 13, Research, please delete the sentence, “It is anticipated that focus groups will be conducted in month 15 of the contract.” Focus groups will be conducted at the discretion of the contractor.
17. Question: Does the government want the contractor to develop generic signage that can be used for all of the meetings and special events?
Answer: No
18. Question: Work area 2: How many people are in a workgroup?
Answer: The size of the workgroup is approximately 10 to 30 people.
19. Question: Work area 4: How many people are anticipated at each event?
Answer: The number of people attending special events varies.
20. Question: Work area 13: Why does the research (focus groups) for message development and branding start 15 months into the contract? Will there be focus groups conducted prior to the 15 months?
Answer: Under Work Area 13, Research, please delete the sentence, “It is anticipated that focus groups will be conducted in month 15 of the contract.”
Focus groups will be conducted at the discretion of the contractor.
21. Question: Work area 14: After the materials are printed by GPO, who will handle transporting the materials to the contractor?
Answer: GPO will deliver the materials to the contractor.
22. Question: Work areas 16: Will the regions be paying for things such as mass transits ads, magazines, and webinars?
Answer: The contractor will be paying for the ads, magazines, and webinars.
23. Question: Is this a new procurement? If not, can you disclose who the incumbent is?
Answer: The incumbent contractor is McNeely Pigott and Fox Public Relations, LLC of Nashville, TN.
24. Question: If this is a new procurement, can you disclose who developed the sample materials provided?
Answer: This is not a new procurement. The incumbent contractor is McNeely Pigott and Fox Public Relations, LLC of Nashville, TN.
25. Question: Is there an anticipated budget? If so, at what amount?
Answer: Offers should use their best business judgment in determining a price for this requirement.
26. Question: Is there an anticipated award date?
Answer: The Department of Labor does not yet have an anticipated award date.
27. Question: Are facilities for meetings provided by the DOL or are they part of ODC’s?
Answer: Meeting space will be paid for by another contractor.
28. Question: Are materials, AV Equipment, teleconferencing; food etc. relating to meetings provided by the DOL or are they part of ODC’s?
Answer: These items are paid for by another contractor.
29. Question: Who are the Job Corps current partners under the Targeted Partner Outreach?
Answer: Previous outreach partners have included foster care organizations, one-stop career centers and migrant farm workers.
30. Question: Should ODC’s include grant monies for non-profits or community based organizations?
Answer: ODCs shall not include grant monies for non-profits and community based organizations.
31. Question: How many regions should we anticipate having to support?
Answer: All six regions.
32. Question: Where is the Annual Leadership Summit held?
Answer: Washington, DC
33. Question: Of the two sets of 6 focus groups, do the two sets need to be conducted in different cities?
Answer: The Program Office will be relying on the expertise of the contractor to determine where the focus groups should be held.
34. Question: For the Latino audience, can we select English speaking Latinos?
Answer: Answer: The Program Office will be relying on the expertise of the contractor to determine this.
35. Question: For the Workgroup/Conference Support, will the contractor be required to reimburse travelers for per diem and other related expenses?
Answer: No, the contractor will not be required to reimburse travelers for per diem and other related expenses.
36. Question: The past, where and in what type of venue have most of the Workgroup meetings taken place?
Answer: Workgroup meetings may take place in any major city in the continental United States.
37. Question: How many people typically attend the Workgroup meetings?
Answer: Workgroup size varies - anywhere between 10-30 people.
38. Question: For the Workgroup meetings and applicable Special Events, will the contractor be required to manage registration of attendees? If so, is an online registration portal currently being used for meetings/events as such?
Answer: The contractor will be responsible for online registration.
38. Question: Will the contractor be required to provide any logistical support outside of the name badges, table tents and signage for the Annual Leadership Summit?
Answer: No
40. Question: For the Regional Office Support, what is the usual number of people that would attend the Workgroup meetings?
Answer: Workgroup size varies - anywhere between 10-30 people.
41. Question: Does each Workgroup that occurs (1) time also mean that the meeting will be a 1-day meeting? If not, how many days are the meetings?
Answer: 2-3 days
42. Question: What has been the average budget range for Workgroup meetings?
Answer: Offers are to use their best business judgment when preparing a cost/price estimate for the requirement.
43. Question: Work Area number 12 - Outreach and Recruitment Materials is very vague as to what it is discussing - It seems to be redundant with the more explicit Work Area number 14 - Marketing Materials. Is the Work Area number 12 actually referring to "Branding Outreach and Recruitment Materials"? Then it makes more sense.
Answer: Yes, Area 12 refers to branding as a work area.
44. Question: For the Workgroup meetings in both the National and Regional work areas, we are inferring that the RFP means that there are a total of 12 meetings per workgroup - 4 quarterly on-site meetings and a monthly teleconference.
Is that correct?
Answer: Yes, that is correct for the national area.
45. Question: Regarding the production of the collateral items throughout the programs. The RFP specifically states that the contractor is responsible for storage, distribution and shipment of the items. There is a mention of the programs creating over 2.4 million pieces a years, with 200,000 a month.
Is the contractor also responsible for the printing of the items?
Answer: No
46. Question: May we present the Proposal in a horizontal format?
Answer: The proposal may be in horizontal format.
47. Question: Work Area number 9, the Annual Leadership Summit has very little involvement other than the name tags, table tents, etc. from this RFP. Is there additional support not immediately apparent in this RFP?
Answer: No
48. Question: Does the final proposal (instructions L-4) “with at least 1” margins on all sides” include the identity header and footer disclaimer on the proposal?
Answer: No
49. Question: How frequently is the Female magazine produced? How often does the Female magazine require a “redesign” of the cover? Do the specs remain the same (size, color, number of pages) per each issue?
Answer: The female magazine is produced once a year. Re-design is every other year. Specs have remained the same but that may change. Offerors should prepare their proposal as if the specs will remain the same.
50. Question: Work Area 11: What is the average size of the direct mailings?
Answer: The Program Office relies on the expertise of the contractor to determine the size of the direct mailings.
51. Question: Does Job Corps provide under Work Areas 11 and 14 envelopes for mailing of materials?
Answer: The contractor will cover all mailing costs including envelopes.
52. Question: Is there a limit to the number of resumes to include of functional staff?
Answer: Resumes should only be provided for the Project Director, Project Manager, Account Supervisor and Art Director.
53. Question: Under Work Area 14 there is a mention of an inventory database. What platform is this database built on, and will the database convey with the project?
Answer: The excel database will convey with the project.
54. Question: Due to extensive clarification questions, and significant impact the answers to these questions will have on the design, writing, and cost-estimates, is there an opportunity to extend the deadline for submissions?
Answer: The closing date for this RFP remains January 5, 2008, 3:00 p.m. EST.
55. Question: Who is the incumbent contractor? Or, can you tell me the names of contractors who have performed work in the same work areas as described the RFP, even if only some (and not all) of the work areas have been performed?
Answer: The incumbent contractor is McNeely Pigott and Fox Public Relations, LLC
56. Question: Will the contractor be responsible for providing logistics support to the tasks outlined in Work Areas seven, eight, and nine?
Answer: No
57. Question: Will the contractor be responsible for translating information from English to Spanish in order for the information to be included on the Spanish-language website?
Answer: Yes
58. Question: Will the contractor be responsible for conducting focus groups with current, prospective, and former students in Spanish or will translation services be provided by the Department of Labor?
Answer: No, translation services will not be provided by DOL.
59. Question: Will the “female-oriented magazine” noted in Work Area 10 also need to be available online? If so, would this reside solely in a PDF format or would this need to be in an “interactive” HTML format?
Answer: The female magazine may be posted online in a PDF format.
60. Question: Under Work Area 11, will the contractor be responsible for tallying the results of the bounce-back card? If so, does Job Corps have a preferred format to receive this information? Also, can the bounce-back card be distributed and tallied electronically?
Answer: Question is not clear. The contractor should track “bounce-back” cards.
61. Question: Under Work Area 14, what is the contractor’s role in producing center-specific recruitment DVDs?
Answer: Work Area 14, Marketing Materials, is amended to remove Center-specific recruitment DVDs.
62. Question: Can you provide more detailed information on the distribution and storage requirements as stated in Work Area 14.
a. Do the 200,000 items per month include both the shipments to the regional offices, national and regional contractors, center operators and Job Corps Centers as well as support provided to the Job Corps Call Center?
Answer: Yes
b. What is the average number of items and quantity sent per shipment?
Answer: The current contractor sends out materials on a weekly basis based on the needs of the national and regional contractors, center operators and Job Corps Centers as well as the Job Corps Call Center. Distribution could be anywhere from 25 pieces to 500 to 75,000.
c. How many titles are kept in inventory and the average quantity for each title?
Answer: Please refer to the attachments to the RFP. The quantity in inventory really varies e.g, we printed 600,000 English-language recruitment brochures, the OA posters are much fewer than that. It depends on how quickly the field staff go through the materials and that really fluctuates.
d. How many total pallets of material are stored? What is the amount of square feet required for storage?
Answer: 1,000 square foot facility is needed.
e. Is postage a contractor expense and if so what should be budgeted? How are items generally shipped—USPS, UPS, FedEx, or some other method ground transpiration?
Answer: Postage is a contractor expense. The contractor should choose the most efficient and cost-effective method for shipping the materials.
f. Does the Job Corps have any requirements for inventory and distribution reporting?
Answer: Yes, the contractor should provide monthly updates to the COTR or upon request by the COTR.
63. Question: Please clarify the materials development and printing requirements in Work Area 14.
a. Does Work Area 14 involve materials development and design or only printing?
Answer: The contractor is responsible for development and design of marketing materials. Printing is done by GPO.
b. If these materials are to be revised or re-designed and produced by the contractor, will Job Corps provide the original files and templates to the Contractor‘s Art Director to work from?
Answer: yes
c. For the design, production, and duplication of the DVDs, will the Contractor need to provide the files and master demo DVDs for commercial duplication or for GPO?
Answer: Work Area 14, Marketing Materials, is amended to remove Center-specific recruitment DVDs.
d. Can Job Corps provide a list of the items to be designed and produced by the Contractor from the materials listed under Work Area 14? Are materials to be printed through GPO or commercially? Can Job Corps provide an estimated printing budget? If the materials are to be produced commercially, will Job Corps provide the quantities needed to produce each item?
Answer: GPO will print all materials. Decisions on the production of new materials will be made during the base year.
64. Question: Will all marketing materials need to be developed in both English and Spanish? Will translations into other languages be necessary?
Answer: Not all materials will be translated into Spanish. No, translation into other language is not deemed necessary at this time.
65. Question: Could you please list the current multimedia materials in which the Job Corps’ national brand is currently reflected? Would it be possible to receive copies of these?
Answer: The current multimedia materials in which the Job Corps national brand is reflected are attached to the solicitation in Section J.
66. Question: In total, how much travel is expected to be involved with this contract?
Answer: Offerors are to use their own judgment when proposing travel in response to the Statement of Work.
67. Question: Will the contractor be required to use the Government Printing Office for the production of all new materials? If not, will Job Corps need a minimum number of estimates in order to approve selection of a commercial printer?
Answer: All materials will be printed by GPO.
68. Question: Do all the parts of the RFP response need to be in separate volumes?
Answer: Parts I – IV of the proposal should be in one binder and Part V in a separate binder.
69. Question: Are “Letters of Commitment” necessary for existing employees?
Answer: Letters of Commitment are necessary for existing employees.
70. Question: The current number of personnel listed in Section B.2 does not match the level of personnel required for all work areas. Can we add labor categories at a more junior level?
Answer: Offerors may add labor categories to the labor categories listed in Section B.2.
71. Question: What is your expectation about the geographical representation of the Focus Groups?
Answer: The Program Office relies on the expertise of the contractor to determine geographical representation.
72. Question: In reference to Work Area 10, are you suggesting that we conduct additional Focus Groups for Work Area 10 or are you implying that the information gathered in Work Area 13 would be used as research in Work Area 10?
Answer: Yes, information gathered in Work Area 13 can be used for Work Area 10.
73. Question: How important is it to identify communication issues associated with employers? Given that the kinds of outreach materials needed to reach employer groups might be significantly different from those needed to reach others described in the RFP, would you consider expanding Work Area 13 to include 14 Focus Groups?
Answer: No, the RFP states that focus groups should be conducted with employers/influencers.
74. Question: Does the National Office anticipate that an OMB approval will be required for the Focus Groups?
Answer: No
75. Question: Could a timeline showing when specific work group tasks are to be completed be provided?
Answer: No
76. Question: Please clarify in Work Area 14 the interactions with the Job Corps Call Center
Answer: The contractor will provide marketing materials to the Call Center.
a. It is assumed this contract will provide distribution support to the Job Corps Call Center. How are orders for materials communicated or transferred between organizations?
Answer: The contractor provides materials to the Call Center; fulfillment is the responsibility of the Call Center.
b. How many orders per month are received by the Call Center?
Answer: It is estimated that 20,000 brochures per month are mailed out from the call center.
c. Are there any requirements for the Call Center to directly enter orders from the public into an order fulfillment system, and if so how many users would be anticipated?
Answer: Not relevant to preparing a proposal in response to this solicitation.
d. Are orders primarily single copy requests for a single item?
Answer: Yes. However, not relevant to preparing a proposal in response to this solicitation.
77. Should the Cost/Price Proposal be in a separate binder?
Answer: The Cost/Price proposal, Part V, should be in a separate binder.
78. Where in the proposal would you like Section K to be? And do you just need page K-2 (K.2 Signature Block), or do you need other information as well?
Answer: Section K should be provided in Part V, the cost/price proposal.
79. Are partial quotes accepted? Under what circumstances? And would a partial proposal be appropriate as a response to your RFP in this instance?
Answer: Partial quotes will not be accepted under any circumstances. Offerors must make their own business decisions about what is an appropriate response to the RFP, given what is required, particularly in Sections C, L and M.
80. Question: For the out years of the contract, should a budgeted line item be set for the production of a new DVD? How often has this been re-done? When was the last update made to it?
