About this file
This document is a statement of need from the Bureau of Economic Analysis seeking two data files containing sub-national construction industry activity information. The Bureau requires one file with the most current available data (2020) on the value put in place and work completed for construction projects registered in all U.S. county equivalents, including project type, ownership category, and other details. It also requires a second file containing multi-year (1997-2020) data on nonresidential building projects in U.S. counties, with breakdowns by project type and ownership category. The Bureau will use this data to supplement its computation and quality control of regional GDP and private fixed investment statistics, and to estimate sub-national output and value-added measures in its regional accounts. The period of performance is five years from the award date for both data files, with annual deliveries due by July 31 each option year. The contracting officer's representative is identified for oversight purposes.

Statement of Need for Data on Sub-national Activity in the U.S. Construction Industry
Section 1- Introduction/Background
The Bureau of Economic Analysis (BEA), as the nation’s accountant and one of the world’s leading statistical agencies, produces measures of the U.S. economy, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. In order to promote a better understating of local-area economies and respond to the growing needs of BEA’s data users, statistics, methodologies, and underlying source data are constantly evaluated and improved.
BEA requires data to include in the computation, evaluation, and quality control of sub-national economic statistics. This data contributes to the fulfillment of BEA’s need to acquire supplemental data to help ensure the economic measures produced by BEA are accurate, relevant, and timely.
Section 2 - Statement of Objectives
The objective of this procurement is to obtain two data files containing information about construction industry activity at the sub-national level in the United States. One file will contain the most current information available (2020) about the value put in place of construction projects registered in all U.S. county equivalents. The data file must contain information on the estimated total value of construction projects, as well as estimates of the amount of the work actually completed during the reporting period. The file must contain information on type of project (residential or nonresidential) and category of ownership (public or private) for each project. The file must also present this data in a manner consistent with historical data files previously obtained by BEA. The file must contain comprehensive information on construction projects registered in the 3,142 county equivalents in the U.S. The second file will contain multi-year (1997-2020) information about nonresidential building projects in U.S. county equivalents. The file should contain a breakout of project types, and also indicate category of ownership (public or private). The file must contain comprehensive information on construction projects registered in all 50 U.S. states and the District of Columbia.
This data will supplement the limited source data currently used in the computation of regional GDP and private fixed investment statistics. BEA plans to apply this data to the estimation of the sub-national output and value-added measures published in BEA’s regional accounts. The required data will be incorporated in measures of economic activity in the construction sector occurring in substate regions throughout the U.S. Construction sector activity is a closely-watched indicator of the overall health of the U.S. economy. The requested data are a crucial component of BEA’s strategic goals for improving the estimation and analysis of sub-national GDP statistics.
