About this file
This document is a Determination and Findings for Other Than Full and Open Competition (DnF for OTFOC) for a sole source procurement of one (1) Mitutoyo-brand coordinate measuring machine (CMM), Model CRYSTA-Apex V7106, Part Number 191-565.
The Army Research Laboratory (ARL) requires the specific Mitutoyo CMM due to its extreme tolerance requirements of temperature compensation and 0.0001 mm resolution, which is necessary for building precision parts and components for ARL's warhead programs. The required CMM is the exact equipment that ARL staff and their contractor, DE Technologies, are trained on and currently use. Procuring a different CMM model would require retraining and reverification, resulting in critical program delays. Market research determined that no other CMM meets ARL's stringent resolution requirements. The Mitutoyo CMM will be procured through their authorized regional reseller, Willrich Precision Instrument Company, Inc.

Willrich Precision Instrument Company, Inc 80 Broadway Cresskill, NJ, 07626 Cage Code: 9S016 Small Business
3. ESTIMATED TOTAL VALUE:
4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL
AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i):
_x__ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert
Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest
5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:
The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.
___ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:
_X__ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:
The Army Research Laboratory (ARL) Army Research Directorate (ARD) Terminal Effects (TE) Lethal Mechanisms Branch (LMB) requires the purchase of one (1) Mitutoyo-brand coordinate measuring machine (CMM), Model CRYSTA-Apex V7106. The required CMM meets the extreme tolerance requirements of temperature compensation and 0.000004" (0.0001-millimeter (mm)) resolution that is needed for building precision parts/components for integration into demonstration systems to support ARL LMB’s warhead programs. Most parts require greater than 0.001 mm tolerance resolution. Also, the required CMM is the exact equipment ARL TE LMB staff is presently trained on, and is the exact equipment used by the defense contractors ARL procures to make the precision parts. ARL is trained to use the required CMM, and the support personnel funded by ARL from the contractor, DE Technologies, that currently builds parts in parallel, uses the same Model CRYSTA-Apex V7106 system. DE Technologies specializes in warhead fabrication and production and have supported ARL in determining the required specifications, as well as verified that the required Model CRYSTA-Apex V7106 system manufactured by Mitutoyo, meets the Government’s stringent resolution requirements.
Failure to procure this specific model of CMM will result in critical ARL warhead program testing and mission delays.
ARL is currently building components in collaboration with commercial manufacturer DE Technologies, and therefore, experimental continuity is critical to meeting operational requirements.
ARL currently funds DE Technologies’ engineers to consult in design and fabrication of warhead components to meet mission and customer program requirements. ARL has funded DE Technologies (industry SMEs on warhead R&D) who are trained on the required Model CRYSTA-Apex V7106 on a previous contract (Air Force Contract number FA807518D0004, Task Order number FA807521F0017) to work with ARL staff to establish in-house manufacturing capability to expedite operationalization of scientific developments. ARL is working in parallel with industry suppliers who use the same Model CRYSTA-Apex V7106, making component/parts sharing exchange operationally possible. ARL requires a shared effort to produce parts under currently funded customer work (DTRA Viper study, DEVCOM AC DU liner fabrication, LRDCE material development), as well as to start building novel one-off components, but cannot do this without proper CMM verification tools. Thus, both ARL staff and DE Technologies staff are trained on the required CMM equipment and buying a different model machine would require retraining and reverification that the CMM meets minimum Government requirements of warhead part fabrication, which would significantly delay current program deliverables (time and money).
During market research, the technical end user spoke with representatives from Keyence Corporation, and it was determined that the CMM offered did not meet ARL’s resolution requirements and was intended more for field inspection, instead of high-resolution machining/part verification.
Market research determined that Mitutoyo also offers MCOSMOS software, MiCat planner software, A2LA field service, integrated granite Y axis to machine base, and True CNC controller, all in which are critical in this overall procurement to support ARL’s warhead mission requirements. After speaking with Mitutoyo representatives, market research revealed that while Mitutoyo will sell directly to the Government, the company prefers procurement be done through their authorized regional reseller, Willrich Precision Instrument Company. Therefore, it is recommended to solicit this
