1.0 SCOPE

The scope of this Statement of Work (SOW) consists of building and maintaining network infrastructure, developing and maintaining software & hardware solutions, and conducting Distributed Mission Operations (DMO) engineering activities for the DMOC. This acquisition supports various DMO activities including: development of new DMO systems; upgrades to existing DMO systems; engineering analysis and feasibility studies in support of development efforts; Operations and Maintenance (O&M) of system and network infrastructure; implementing video/voice/data communication links between systems and facilities; prototyping simulation systems; establishing interoperability between systems/simulators through multiple networks;

maintaining scenario and terrain database generation systems; and implementing interoperability standards. The SOW also covers the management of the DMOC Battlespace at Kirtland AFB, New Mexico, and all necessary management services, personnel, materials, components, supplies, maintenance, and documentation required to accomplish the full complement of IDE tasks.

1.1 BACKGROUND

1.1.1 The mission of the 705 CTS is to “develop, integrate, and deliver a virtual Air, Space, and Cyberspace environment for Air Force, Joint, and Coalition combat training, test, and experimentation.” This mission requires the 705 CTS to maintain a highly-qualified staff of government and contractor personnel with expertise in training, test, and experimentation development and execution, systems integration and interoperability, and DMO technology development.

1.1.2 The 705 CTS promotes the use of DMO capabilities as a realistic means to connect Command, Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) assets and combat systems to train, test and experiment on modern warfighter TTPs. Furthermore, training and testing transformation initiatives within the DoD, such as Live, Virtual, Constructive Integrated Architecture (LVC-IA) will continue to have a major influence on the DMOC. The DMOC regularly connects to a large number of DMO capable resources to include, but not limited to:

1.1.2.1 Live and Virtual Simulators: A-10A, A-10C, AC-130U, Aegis, AH-64D, AOC, ASOC, B-1B, B-2A, B-52H, C-17A, CRC, DASC, DCGS, F-15C, F-15E, F-16C, F-

1.2 PROGRAM CONCEPT

1.2.1 The DMOC is a DoD national asset available to USAF, Joint, Coalition, and other government agencies. The DMOC serves as the USAF’s center for DMO integration and interoperability. Military experts with operational experience in Army, Navy, Marine and Air Force Command and Control (C2) theater operations, operate the facility supported by contractor personnel. All personnel are available to assist DMOC facility users. The DMOC is primarily used for the training, testing and experimentation of tactical C2 TTPs regarding Theater Air Ground Systems (TAGS). However, the DMOC provides a rich DMO environment that can be utilized in numerous ways. The DMOC is maintained and operated by military and civil service personnel, supplemented by contractors, whom provide technical expertise concerning components of the DMOC in event planning, execution, data collection, data analysis, and overall system support. DMOC military, government service, and contractors are also responsible for ongoing modifications to the DMOC Battlespace networks, systems and simulators to ensure they represent accurate versions of the warfighting systems modeled.

1.2.2 Utilizing the DMOC and associated resources, the 705 CTS performs training, testing, and experimentation with military personnel operating live weapon systems and high fidelity simulations in a realistic virtual environment. DMOC resources include: simulations of airborne systems; surveillance systems; airborne and ground C2 communication systems; Integrated Air Defense Systems (IADS); voice communications systems, data link systems; data loggers;

network analysis and routing tools; intelligence systems; and collaboration tools.

1.2.2.1 The DMOC leverages multiple threat generators and digital terrain databases to provide a realistic virtual environment. The DMOC is currently capable of simulating up to 50,000 simultaneous air and surface entities in any single environment. The DMOC is also involved in developing standards for modeling Information Operations (IO), Electronic Warfare (EW), and DMO standards.

1.2.2.2 The DMOC is linked to a large number of military and contractor simulation facilities through Point-to-Point (P2P) connections, Local Area Networks (LANs), and Wide Area Networks (WANs). The DMOC primarily utilizes Distributed Interactive Simulation (DIS), but also uses High Level Architecture (HLA) and Test and Training Enabling Architecture (TENA) gateways and corresponding network components to interoperate with a variety of LVC simulation facilities and systems. Translators are available to allow exchange of tactical data link messages between actual field equipment and simulation models.

1.2.3 The 705 CTS executes four VIRTUAL FLAG (VF) exercises a year, multiple Warfighter Focused Events (WFEs), test, experiments, and participates in the planning, facilitation and/or execution of DMO events as directed. Current and interested partners or customers include, but are not limited to:
