About this file

This document provides Technical Data Package (TDP) receipt instructions for the Defense Logistics Agency (DLA) Aberdeen Sources Sought Announcement DLA-Aberdeen-26-050 for Joint Battle Command Platform (JBC-P) Installation Kits. Companies requesting access to the TDP must submit their request to DLA.Aberdeen.SourcesSought@dla.mil within seven days of the posting date. All TDP requests are subject to International Traffic in Arms Regulations (ITAR) controls, and requestors must have active status in the Defense Logistics Agency Joint Certification Program (JCP) with an approved DD2345 form.

To obtain the TDP, interested companies must complete and submit a signed Non-Disclosure Agreement (NDA), provide a copy of their DD2345 (JCP certification), and supply a CAGE verification from the System for Award Management (SAM) demonstrating active JCP status. The government will verify JCP status upon receipt of documentation, then upload the TDP to DoD SAFE at https://safe.apps.mil/ and provide access credentials via email. A critical requirement is that the NDA signee and data custodian listed in the JCP Portal must be the same individual; companies should verify and update this information in the JCP Portal before submission. The instruction document emphasizes that all technical documentation—including test plans, test reports, drawings, and specifications—contains ITAR-controlled information that cannot be provided to non-U.S. persons or transferred outside the United States.
