About this file
This is a Contractor Questionnaire accompanying a Sources Sought Announcement for Joint Battle Command-Platform (JBC-P) Installation Kits issued by Defense Logistics Agency-Aberdeen on behalf of the Army Integrated Logistics Supply Center. The government seeks to acquire multiple installation kits designed to support JBC-P, the Army's friendly force tracking system that provides satellite connectivity, secure data encryption, and advanced logistics capabilities. The specific kits required include the MK-3517/V MFoCS HMMWV Universal Kit, MK-3520/V MFoCS HEMTT/HET Kit, MK-3534/V FMTV Universal Kit, and MK-3518/V MFoCS LOG Delta IK (Legacy), each with designated NSNs and part numbers. All kits are build-to-print technical data packages with government purpose rights and export/distribution restrictions, with technical data package (TDP) production information available at level 3 detail.
The questionnaire requires prospective contractors to provide company background, past performance on similar kits, manufacturing and sourcing capabilities across low (under 10 units), moderate (10-50 units), and large (50-100 units) quantity ranges, experience with DoD technical data packages, obsolescence mitigation strategies, and DoD delivery requirement compliance. Contractors must address estimated delivery lead times for 10-100 unit quantities and confirm capability to support an Indefinite Delivery Indefinite Quantity (IDIQ) contract structure, which is the government's preferred vehicle. The government has imposed a Quality Assurance Provisions requirement for any source that has not provided these kits within the last five years, though waivers may be granted for contractors who have supplied similar form/fit/function kits within that timeframe and demonstrate First Article testing and evaluation experience with DoD acceptance requirements.
