STATEMENT OF WORK/ TECHNICAL SPECIFICATIONS

AIRCRAFT TRANSITION SUPPORT: BOEING 737-400 MISSION OPERATIONS

JUSTICE PRISONER AND ALIEN TRANSPORTATION SYSTEM (JPATS)

OKLAHOMA CITY, OKLAHOMA

I. GENERAL

The United States Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) has recently acquired two (2) Boeing 737-400 aircraft, to be operated from the JPATS Oklahoma City operational site beginning on, or about October 1st, 2013.

The aircraft will be commanded by JPATS PIC qualified B737-400 Pilots under Public Aircraft Operations authority (no mandated FAA oversight). JPATS is seeking qualified Instructor Pilots who have recently flown as PIC in B737-400 aircraft who can augment JPATS Pilots while executing USMS missions. Instructor Pilots offered under this contract will act as Transition Support Pilots (TSP) aiding the JPATS PIC as directed by JPATS Chief Pilot. All fight time duty will be performed in observer “jumpseat” position.

Primary function is to observe JPATS flight operations and capture trends, procedural deviances, and highlight flight standard improvements using Crew Resource and Threat Error Management techniques. Objective is to have TSP provide expert knowledge of current B737-400 operational methods and techniques. Ultimate goal is to enhance JPATS Standard Operational Procedures with application of TSP recommendations. Key success measurement is found by providing proven industry standard practices and performance factors not readily available to JPATS under Public Aircraft Operations.

II. TRANSITION SUPPORT PILOT REQUIREMENTS

Contract Observer Pilots who serve as TSP under this contract must meet the following requirements detailed under JPATS Operational Schedule, Fit for Flight Duty, and Flight Experience subparts listed below:

A. JPATS OPERATIONAL SCHEDULE: tempo will be defined over a two-week schedule period utilizing two B737-400 aircraft (designated as A01 & A02). The typical daily mission schedule begins with A01 show time at 0600 and takeoff at 0730; following with A02 crew show at 0730 and launch at 0900. A total of twenty (20) missions will be executed over the two-week period that average from 3-4 legs each day to various destinations. Missions normally return to OKC base location, but could also include overnight at remote stopovers. Mission pairs that include overnight stays will be identified in middle of previous week to allow TSP preparation. Carry of an overnight bag on each daily mission is recommended for contingent of any unscheduled layover.

The contractor shall be reimbursed for actual hours worked (from the time required to show, until the TSP is released for the duty day). Location may be subject to change depending on mission requirements. Some remain-overnight (RON) missions may be required.

Airfare, Meals/Incidentals and Lodging expenses will be paid for by the contractor and reimbursed according to Joint Federal Travel Regulations (JFTR). Incidental Expenses must have prior approval and will be reimbursed based on actual expenses with proper receipt documentation (i.e. rental vehicles, parking, tolls, etc.).

The contractor shall invoice travel expenses in a timely manner by mission number, or on a monthly basis.

The Contractor will be responsible for arranging ground transportation and lodging for all contract TSP to and from remain overnight (RON) sites.

1. TSP will be well prepared for flight as to not cause any delay of a JPATS mission.

2. The Contractor will commit a minimum of three (3) qualified TSP Instructor Pilots over the designated two-week service period. The Contractor may substitute any TSP with an alternate if previously identified and submitted as additional qualified TSP in offered proposal.

a. All proposed changed must be coordinated through JPATS Dispatch and approved by JPATS Chief Pilot prior to mission execution.

b. Government will not be responsible for any additional cost (travel) incurred by substitution of three (3) primary TSPs designated within two-week execution period.

3. An example of a typical two-week service period is depicted under Figure 1.

4. The Government reserves the right to swap A01 with A02 crew pairings based upon schedule fluctuations due to delays causing late mission completion.

a. Typical mission durations are under 12 hours, but could be delayed at stopovers or at OKC Federal Transfer Facility while processing prisoners pushing duty period beyond planned schedule. The crew late mission completion may cause next day schedule conflict! Under this situation, JPATS may change crew show time on the following day or swap the entire crew to the other mission (e.g. JPATS Pilots scheduled for AO1 will execute AO2 mission instead due to late entry into crew rest).

b. TSP will be notified of changes of mission show time to allow a minimum of 10 hours duty rest between missions.

5. Ground Support Duty. Days designated for Ground Support will entail a minimum of 2 hours debrief with JPATS Standards & Training Officer who will discuss mission conduct and capture recommendations during observation period. An additional six (6) hours can be awarded during each Ground support day based on issues discovered by TSP. The following is a list of suggested areas the contractor can offer in proposal to justify extension to 8 hours maximum of enhance duty on those days:

a. Minimum requirement is to debrief mission conduct. Present trends, procedural deviances, and highlight flight standard improvements discovered by using Crew Resource & Threat Error Management techniques.

Did SOP baseline work or cause hindrance to crew focusing on issue not covered by SOP? Was crew able to quickly trap or avoid errors during all segments of mission execution?

b. Enhance JPATS Standard Operational Procedures with application of TSP recommendations. Review JPATS checklist, procedures and make recommendations to improve task management of flight crew, cabin safety crew or interactions of both as a team. References: FCOM, QRH, Performance, Cabin Safety Manual, or other flight manuals under development. Present current B737-400 operational methods and techniques that JPATS can directly benefit from.

c. Specific equipment operational review. May not be identified until on-site review of aircraft systems not normally found on FFS or FTD training devices. Could vary based on JPATS operational needs.

d. Other suggested crew development areas as recommended by TSP team. Tell us what you can bring to table and we can decide upon usability with JPATS operations. Provide proven industry standard practices and performance factors not readily available to JPATS under Public Aircraft Operations.

B. The Contractor must ensure each TSP is fit for JPATS duty. The Contractor must submit documentation that the proposed personnel meet the minimum technical requirements at the time of service execution period.

1. Each TSP must hold a current FAA Class II Medical Certificate.

2. Each TSP must hold a current USA Passport.

3. TSP is able to sit in jump seat position for periods up to five hours during flight (with nominal relief brakes during non-critical flight phases).

4. TSP is able to sustain operational tempo as described under paragraph II.A.

5. Is agreeable to have USMS conduct a National Criminal Information Center background check (see instructions on Form USM-271 under Attachment 1).

6. Must carry Passport, all FAA Certificates (flight & medical) and valid Driver License ID with current address on each JPATS mission.

C. The Contractor shall provide a minimum of three (3) qualified Boeing 737-400 Instructor Pilots who have flight recency within the past six months.

2. Has instructed and evaluated flight events in B737 aircraft or simulator (FFS rated Level C or D). Please report flight time experience as listed under the table below:

7. TSP full flight experience Resume is desirable, but optional if not included with contractor proposal. Please include all large aircraft experience.

D. BACKGROUND SECURITY REQUIREMENTS

1 All personnel employed by the Contractor in support of this procurement occupy positions of special trust and confidence. Because of the sensitive nature of this contract, the Government has a right to expect that the Contractor will employ persons of integrity and trust. The contractor has a continuous duty to report any negative information about a TSP to the United States Marshals Service after the TSP has been approved and is working on the contract.

2 The contractor will interview and assess applicants for qualifications and suitability.

3. The Government will conduct a preliminary security check through established screening technology to verify criminal history, credit worthiness and legal citizenship. This initial security clearance will allow new contract TSP to work in a temporary capacity and have “escorted access” to certain USMS Facilities.

E. PERIOD OF PERFORMANCE. The period of performance for this contract is October 1, 2013 through December 31, 2014.

F. PLACE OF PERFORMANCE. TSP personnel are required to work on-site at the JPATS Oklahoma City facility, 5900 Air Cargo Road, Oklahoma City, OK. 73159.
