SUPPLEMENTAL TERMS AND CONDITIONS
The following supplemental terms and conditions are incorporated herein:
JAR 2852.201-70 CONTRACTING OFFICER’S TECHNICAL REPRESENTATIVE
(COTR) (JAN 1985)
(a) [To be inserted at the time of contract award], is hereby designated to act as Contracting Officer’s Technical Representative (COTR) under this contract. The Government may change the COTR at any time without prior notice to the Contractor by a unilateral modification to the Contract.
(b) The COTR is responsible, as applicable, for: receiving all deliverables, inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work;
evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
(c) The COTR does not have the authority to alter the contractor's obligations under the contract, and/or modify any of the expressed terms, conditions, specifications, or cost of the agreement. If as a result of technical discussions it is desirable to alter/change contractual obligations or the Scope of Work, the Contracting Officer shall issue such changes.

PRICING METHODOLOGY
The Contractor shall provide non-personal services, upon request by JPATS as detailed in the Statement of Work. The Government reserves the right to award without discussion, along with making single award and therefore; each initial offer should contain the offeror's best terms from a cost or price standpoint.
Services are required to be provided in accordance with the Statement of Work (SOW).
The quantity of services to be provided by the Contractor is estimated in Section 2 Schedule of Supplies/Services and should not be construed as guarantees of quantities to be ordered.
These estimates are not a representation to a quoter that the estimated quantities will be required or ordered, or that conditions affecting requirements will remain stable or normal. Contract pricing shall be based on a rate per service. Contract pricing shall include all charges to the Government for performing the services required by this solicitation/contract. Below is the list of contract line item numbers and description. Pricing must be all inclusive (to include but not be limited to travel, lodging, per diem, fringe benefits, federal, state and local taxes) plus all other costs pertinent to the performance of this contract.
Quoters are required to submit a completed copy of the Schedule of Supplies/Services, located in Section 2.

SUPPLEMENTAL TERMS AND CONDITIONS
PERFORMANCE STANDARDS AND PROCESS
Any contract award resulting from the issuance of this request for quote shall be considered as a contractual arrangement and will not be considered a personal appointment. All duties outlined in this Statement of Work shall be performed in accordance with standards and methods generally acceptable within the Contractor's own field of expertise. Payment shall be based on the accomplishment of specific results and the results to be obtained shall be entirely within the Contractor's own unsupervised determination. The Contractor will not be subject to Government supervision, but the Government reserves the right to inspect and evaluate all services provided during the performance under this contract. The Government may conduct surveillance of any services at any time during the performance of this contract. All surveillance observations will be documented by the JPATS Contract Monitor. When an observation indicates defective performance, the Contracting Officer (CO), with the technical support of the Contract Monitor will issue a Monitoring Report to the Contractor. The Contractor shall address any negative comments and propose corrective action to the Contracting Officer within ten (10) calendar days after receiving the report.
