ADDENDUM TO FAR CLAUSE 52.212-2, EVALUATION -- COMMERCIAL

ITEMS

A. BASIS OF AWARD

A.1 The Government anticipates awarding indefinite delivery/requirements type contract with firm fixed unit prices resulting from this solicitation. RFQ solicitation. Award will be made to the Offeror whose quote, conforming to this RFQ, is determined to be in the best interests of the Government.

Quotes will be evaluated in accordance with FAR 13.106-1, which will be based on technical capability and price.

A.2 IAW FAR 52.212-2, basis of award is Low Price, Technically Acceptable.

A.3 Award of the contract resulting from this solicitation will be made to the responsible offeror whose proposal is technically acceptable and the lowest cost or price. The Government reserves the right to determine which proposals show the required capability IAW the evaluation factors. The Government also reserves the right to eliminate from further consideration those proposals which are considered unacceptable and not capable of being made acceptable without major rewrite or revision.

A.4 The Government contemplates contract award without discussions with Offerors. Offeror’s initial proposal should include accurate, estimated price and the best technical terms and conditions.

The Government reserves the right to conduct discussions, if the Contracting Officer determines discussions are necessary.

B. FACTORS TO BE EVALUATION

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 - Technical Capabilities Factor 2 - Past Performance Factor 3 – Price

Relative Order of Importance of Evaluation Factors. Technical Capabilities is significantly more important than Past Performance. When combined, the non-priced factors are more important than Price. However, the Price factor shall become more dominant as technical proposals reach equality.

C. EVALUATION APPROACH

1. FACTOR 1: TECHNICAL CAPABILITIES

Based upon the documentation provided by the Offeror, the Government will evaluate if the proposed Training Center meets all of the specifications listed in the Statement of Work at the time of quote submission. In this regard, evaluation of the qualifications will be performed on a

PASS / FAIL basis. We will weigh the vendor responses to select the best offer from the SOW factors.

II.A JPATS OPERATIONAL SCHEDULE: The contractor can meet conditions under A.1 through A.5 –Y/N

NOTE: list any strengths provided by Contractor under II.A.5.d, suggested crew development areas.

II.B. The Contractor provided support information that each TSP is fit for JPATS Duty under B.1 through B.6 – Y/N

II.C. The Contractor provided support information that each TSP has recent flight experience in B737 Classic, NG and Full Flight Simulator – Y/N

NOTE: note additional large aircraft instructional experience detailed in Resume (if provided).

B.2 Past Performance

The Government will assess the offeror’s likelihood of success in performing the requirements as indicated by that offeror’s record of past performance. The Government will conduct a performance risk assessment based on the quality, relevancy and the currency of the offeror’s past performance.

These requirements include compliance of products, services, documents and related deliverables to specification requirements and standards of good workmanship; maintaining program execution within costs; timeliness of performance for services and product deliverables, including the administrative aspects of performance; the ability to resolve technical problems quickly and effectively; commitment to customer satisfaction and business-like concern for its customers’ interests; and overall customer satisfaction.

Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources. Since the Government may not necessarily interview all of the sources provided by the offerors, it is incumbent upon the offerors to explain the relevance of the data provided. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proving low performance risk rests with the offerors.

B.3 Price Evaluation

The price quote shall be submitted (Page 4 of the Solicitation). The Government will evaluate each Offeror’s price. Total evaluated price shall be the basis for evaluating price for contract award decision purposes. Total evaluated price shall be determined by adding the proposed prices on the CLINs stated in the solicitation. Contractor shall price all line items. In the event the unit price(s) and extended price(s) are ambiguous, the Government shall use the indicated unit price(s) for evaluation and award purposes. The Government reserves the right to make an award on any item of a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the quote. The quote will be evaluated for compliance with the pricing requirements stated herein, as well as for price reasonableness. Price reasonableness shall be established by the competitive nature of this procurement.

For the purposes of the price evaluation, the total evaluated price will be the sum of all CLINs.

Price proposals will be analyzed for reasonableness and completeness. This evaluation will include a comparison of the offeror’s proposed prices, competitor’s prices and the IGCE. A price proposal found to be unrealistically low may reflect a lack of understanding of requirements.
