B.1 GENERAL
The Drug Enforcement Administration (DEA) Adaptive Central Receive (ACRx) Contract is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide the equipment and services required to support the DEA wireless video collection system. All Department of Justice (DOJ) law enforcement agencies (DEA, Federal Bureau of Investigation, Bureau of Alcohol, Tobacco and Firearms, and U.S. Marshals) will be able to order from this contract.
A Task Order is defined as “an order for services placed against an established contract or with Government sources,” FAR 2.101. Task Orders are issued by the aforementioned DOJ law enforcement agencies against this contract.
The Contractor shall provide all management, supervision, labor, manufactured equipment, facilities and materials necessary to perform on a Task Order basis.
Hereafter, the ACR Contract is also referred to as the “IDIQ Master Contract” while Task Orders issued under the IDIQ Master Contract will be referred to as either “Task Order(s),” “TO(s),” or “Order(s).”
B.2 MAXIMUM CONTRACT CEILING AND MINIMUM CONTRACT
GUARANTEE
(a) Maximum. The maximum contract ceiling value of all contracts in this multiple award procurement is established at $446 million dollars.
(b) Minimum. The minimum guaranteed award amount for this Contract is equal to the amount of first issued Task Order. The exercise of the option period does not re-establish the contract minimum.
Should the contract expire or be unilaterally terminated for convenience by the Government without the contractor receiving the minimum guaranteed award amount, the contractor may present a claim to the contracting officer for an amount not to exceed the minimum guaranteed award amount. The minimum guaranteed award amount is not applicable if the contract is terminated for default or is bilaterally cancelled by the parties. The contractor has one year after contract termination or expiration to submit their claim to the contracting officer or waives entitlement.
(c) The Government has no obligation to issue Task Orders (TO) to the Contractor beyond the amount specified in paragraph (b) of this clause.
(d) There is no maximum dollar ceiling for an individual Task Order.
B.3 TRAVEL PRICING
\Contractor personnel may be required to travel to support the requirements of this contract and will be stated in individual TOs. Long distance and local travel may be required in the Contiguous United States (CONUS). Outside the Contiguous United States (OCONUS) travel is not required at this time. For those TOs requiring travel, the Contractor shall include estimated travel requirements in their proposal as required by the CO.
If authorized in the Task Order, travel will be reimbursed at actual cost in accordance with the limitations set forth in FAR Subpart 31.205-46, Travel Costs. Profit shall not be applied to travel costs. To the extent authorized by the Task Order, Contractors may apply indirect costs to travel in accordance with the Contractor’s usual accounting practices consistent with FAR 31.2.
The CO will identify a not-to-exceed travel ceiling under a separate CLIN on the Task Order.

STATEMENT OF WORK
Adaptive Central Receive
1. Background
As a result of multiple radio frequency (RF) spectrum auctions by the Federal Government, the Department of Justice (DOJ)/Drug Enforcement Administration (DEA) must address the challenges of increased operations with less available RF spectrum. The DEA Adaptive Central Receive (ACRx) Project is a shared technology initiative to support law enforcement video surveillance operations. The President’s Council of Advisors on Science and Technology (PCAST), citing severe limitations to the current model of dividing available spectrum into exclusive frequency assignments, recommended to the President that the U.S. Government adopts a policy of sharing spectrum to the maximum extent possible and implementing shared use of the spectrum. This project will build upon previously tested and deployed Federal Bureau of Investigation (FBI)/DEA systems. These systems have features that allow spectrum sharing with other Federal entities.
The DOJ agencies have a requirement to monitor video from stationary and mobile cameras deployed within urban environments. This wireless video capability will support special events, surveillance and security applications. An infrastructure utilizing microwave RF links between permanent fixed sites (located on towers, tall buildings, mountain tops, etc.) and the remote camera locations will be required. The uplink spectrum used for the video payload will be shared with other government users. The downlink spectrum used to control the remote transceivers and camera operations will be dedicated spectrum.
2. Objective
The objective of this acquisition is to procure the equipment and services to support the DOJ and the DEA ACRx wireless video collection system.
The ACRx is a centralized video transmission and collection system designed to maximize coverage area and support a scalable number of IP video surveillance streams. ACRx systems will be installed across the United States and will be shared by the agencies within the DOJ.
The systems will be deployed to cover the larger metropolitan areas of the U.S. The expected coverage of each system will encompass the majority of the metropolitan area while utilizing multiple receive locations ACRx Nodes. The system will minimize the number of nodes needed to support a maximum number of IP video surveillance streams. One, two, three or four nodes per metropolitan area can be expected depending on terrain, building density and geographic area to be covered.
3. Scope
The DOJ has identified a need to establish a system based upon Digital Video Broadcast – Terrestrial (DVB-T) / Coded Orthogonal Frequency Division Multiplexing (COFDM) technology with modifications towards bi-directional IP links and narrowband channels. The scope of this requirement encompasses the system design, manufacture, site selection and physical surveys, installation, testing, ancillary equipment, system acceptance planning, system service improvements, training, and maintenance of turnkey systems.
Point to point or tactical systems shall be included in the scope of this project and must be compatible with the ACRx system.
IP microwave backhaul between sites is included in the scope of this SOW.
Figure 1. ACRx Operational Concept
Figure 2. ACRx High Level Network Overview
4. Tasks or Requirements
4.1 Overall System:
The Contractor shall be responsible for the project management, planning, manufacture, site surveys (including input to the Government regarding any tower and/or rooftop installation), issues, conditions, and/or recommendations), installation, testing, training, and maintenance of ACRx system components (described below) and any other requirements identified through subsequent Task Orders. All Task Orders will be performed within the terms and specifications of this contract. The ACRx system will be based on Digital Video Broadcast (DVB-T) / Coded Orthogonal Frequency Division Multiplexing (COFDM) technology with modifications towards bi-directional links and narrowband channels.
4.1.2 The Network Management System (NMS) identified below in Section 4.6., will control and report to all components attached to the ACRx. Another function of the NMS is to automatically establish and continually maintain an optimized bi-directional communications link for each device based on available spectrum resources and user required video throughput.
At a minimum, the system shall have the ability to automatically adjust frequency, modulation, transmitter output power, and RF bandwidth to meet this requirement. The decisions made by the NMS must be executed with spectral efficiency being the most important factor. This is a primary architecture requirement because of the reduced overall RF spectrum and the shared nature of the government bands.
4.1.3 The system will be based on ETSI Standard EN 300 744. Proposed deviations to the standard will be reviewed and either accepted or rejected by the government on a case by case basis.
4.1.4 The systems at a minimum will include Transceivers, Repeaters, ACRx nodes, Backhaul Radios and a Network Management System (NMS).
4.1.5 The system will operate on Federal Government allocated RF spectrum in the L band (1780-1850MHz), S band (2200-2290MHz), C band (4400-4900MHz) and X Band (7125- 8500MHz).
4.1.5.1 The transceivers shall receive in L Band and transmit in S and C Bands.
4.1.5.2 The repeaters will transmit and receive in L, S or C bands.
4.1.5.3 The Tactical transmitters/receivers will operate in S and C Bands.
4.1.5.4 The radios used for backhaul from the ACRx node sites to the DOJ Office will operate in the X Band and must be capable of approval by the National Telecommunications and Information Administration (NTIA).
4.1.6 The systems will support DVB-T COFDM modulation as defined in ETSI standard EN 300 744EN302 755. In addition to the standard, narrow and non-standard bandwidths are also required to maximize channel capacity. This implementation will be at the vendor’s discretion.
The proposals will be reviewed and either accepted or rejected by the government on a case by case basis.
All combinations of the following options are required:
DVB-T Constellation: QPSK, 16QAM, 64QAM
FEC: ½, 2/3, ¾, 5/6
Guard Interval: ¼, 1/8, 1/16, 1/32 Signal Bandwidth: 1.25, 2.5, 6, 7 and 8 MHZ
4.1.7 The system will support bi-directional uplink/downlink.
4.1.8 The system uplink will be used for video/IP payload, system status, and alarm reporting.
4.1.9 Each individual node service uplink will be scalable to transfer user data from 500kbps to 10 Mbps with a nominal uplink being 2 Mbps.
4.1.10 A minimum of 36 services at 2Mbs each per ACRx Node is required.
4.1.11 The RF spectrum to be used is a shared resource and is non-exclusive to DOJ. The system will be able to work around interference and manage known RF spectrum resources in the S and C Bands.
4.1.12 The Control Channel, used for management commands, will operate within a 2.5 - 8MHz assignment in the L Band. The Control Channel transmitter will be capable of variable RF output power up to 10 Watts. This spectrum will be dedicated to ACRx and is not a shared resource.
4.1.13 The system will be able to remotely update firmware in all deployed transceivers both selectively and collectively.
4.1.14 The system will include the capability to locally emulate the ACRx Node control channel for the purpose of initial configuration of concealment equipment and testing for fault isolation.
4.1.15 The system will incorporate AES-256 and B-crypt encryption. B-crypt will be provided to potential vendors at a later date.
4.2. Transceivers (devices with direct access to and are controlled by the ACRx)
4.2.1 Minimizing size and power consumption, and maximizing heat dissipation are of primary importance for transceivers.
4.2.1.1 The transceivers, including environmental cooling measures, will not exceed 30 cubic inches.
4.2.1.2 Power consumption by the transceivers will not exceed 30 Watts.
4.2.1.3 All programmable features will be configurable from the front panel without the need for a PC.
4.2.2 Transceivers will have SMA female connectors for all antenna connections. The connectors will be clearly marked for intended use.
4.2.3 The transceivers will operate on 9 to 18VDC with appropriate filtering for operating off of automotive 12V power.
