A.2 The System shall receive in the C band allocation, which is 4.4-4.5 GHz and 4.7-4.94 GHz

The solicitation __X__ Has ____ Has Not been amended as a consequence of this answer.

Q.3 Reference RFP Section C 4.1.6. Please confirm exact standard requirement here. All the text and rest of the document calls out DVB-T standards only (EN 300-744), however this sentence also calls out EN 302-755, which is DVB-T2.

Is this a typo or is DVB-T and DVB-T2 operation required? All the rest of the document refers to DVB-T only from what we can see.

A.3 The correct standard is EN 300-744 (DVB-T)

Q.4 Reference RFP Section C.4.5.4, Backhaul radios will have protected mode as a fail-over capability. Please define expected operation of “protected mode.”

A.4 DEA Requires the backhaul radios to be configured as dual outdoor radio units in a cross polarized mode. Protected mode is defined such that if that pair of radios fails, a second pair will continue to stay linked and transmit data.

Q.5 Reference RFP Section C.4.6.7. The NMS will provide the ability to configure the following on each radio on the network: User defined device name, Layer 3 unicast, multicast, or broadcast, Radio IP Address, Layer 4 TCP/UDP, Layer 7 SNMP, Frequency, Transmit power, Modulation type, Error correction, Guard interval, RF bandwidth, Maximum IP throughput.

3, Layer 4, and Layer7.

A.5 Answer: The following services and parameters need to be configurable by the Network

Management System

User defined device name

Radio IP Address

Frequency

Transmit Power

Modulation type

Guard Interval

Error Correction

RF Bandwidth

Maximum IP data throughput

Q.6 Reference RFP Section C4.6.10. The NMS will have the ability to perform backup and restore of network configuration.

Please define what is considered the “network configuration?” Is that just the state of the system in the MS, or the complete network configuration (switches, routers, P2P links, etc.)?

A.6 The NMS will have the ability to perform backup and restoration of its configuration.

The solicitation __X__Has __ _Has Not been amended as a consequence of this answer.

Q.7 Reference RFP Section H.1. Only United States citizens, by birth or naturalized, shall be permitted to perform services for DEA under this contract. All personnel assigned to this contract must be approved in writing by ISR for access to SBU information prior to working on any DEA contract.

Please confirm citizenship requirements for this contract. U.S. Citizens only for site visits/installation or US Citizen only for any work as any part of this contract?

Subcontractors included? How far down does this requirement flow?

A.7 To clarify, only United States citizens by birth or naturalized will be allowed to fill the labor categories as documented in RFP Section B.4 Consideration and Payment. This applies to employees of both the Prime and any Subcontractors. This does not apply to any personnel employed onsite at any manufacturing facility that produces componentry for ACRx systems.

The solicitation ____ Has __X__Has Not been amended as a consequence of this answer.

Q.8 General to RFP. We note this RFP has not been released under FAR Part 12 as a commercial item contract, yet we are confident the government requirements can be fulfilled with a commercial offering. Would the government consider changing this to a FAR Part 12 procurement or adding a provision to permit commercial offerings in an effort to streamline contractual requirements and enable non-CAS covered contractors to submit a proposal?

A.8 The OMB-approved technology inherent to ACRx is not available commercially and is only available for operation in the Federal spectrum. Accordingly, FAR Part 12 is not appropriate for this acquisition

Q.9 Reference Tables B.2,4,6,8,10. Labor Category CLINS. In order to provide more cost effective labor solutions, would the government allow vendors to add additional labor categories and pricing (e.g. Documentation specialist, scheduler, etc.)?

A.9 This requirement centers around the manufacture, deployment, and maintenance of video surveillance hardware via a series of issued task orders. The Government does not require additional labor categories to support this requirement.

The solicitation ____ Has __ X Has Not been amended as a consequence of this answer.

Q.10 Reference RFP Section C Scope - para 1, The scope of this requirement encompasses the system design, manufacture, site selection and physical surveys, installation, testing, ancillary equipment, system acceptance planning, system service improvements, training, and maintenance of turnkey systems.

For the purposes of responding effectively to the task order scenarios and ensuring the offerer is staffed properly upon award, will the offerer be required to identify and qualify

ACRx and transceiver sites, or will the government identify the specific sites to be surveyed within each task order?

A.10 The Government will specify sites under each task order issued under this contract.

Q.11 Reference RFP Section C 4.1.15 The system will incorporate AES-256 and B-crypt encryption. B-crypt will be provided to potential vendors at a later date.

Although additional details on using system encryption will be provided at a later time, can the customer please comment if they are planning B-Crypt only for hashing the password or also to hash the video archive? B-Crypt is considered a slower hashing method so we would need to factor the intended purpose on the design.

A.11 B-Crypt is not used for hashing the password and not used for the video archive. It is used to encrypt the over-the-air transport stream and is a contract requirement.

Q.12 Reference RFP Section C 4.4.9 The ACR Node antennas must have a minimum of 15dB of gain in each operating band and cover 360*.

In order to provide the required 15 dB omnidirectional coverage on all the bands, is there a limitation on the potential antenna size?

A.12 DEA has a requirement for a single radome to support the three frequency bands which will be installed on existing towers where tower space is at a premium. The radome profile and size need to be minimized to have an efficient wind profile, thus reducing the wind loading.

This also permits the greatest access to potential sites so as to not compromise system coverage and compromise DEA’s mission requirements. DEA’s single radome housing requirements are comparable to sizes that cellular providers utilize today.

The solicitation __X__ Has __ _ Has Not been amended as a consequence of this answer.

Q.13 Reference RFP Section C 4.5.4 Backhaul Radios will use a split indoor/outdoor unit configuration.

Can the customer please clarify what the split indoor/outdoor unit configuration means? Do the units support indoor and outdoor at the same time or do they need to have a different configuration for each scenario?

A.13 The indoor piece of equipment will generate the IF frequencies which connects to the outdoor unit. The outdoor unit generates the operating frequency. Power to the outdoor unit is supplied via the IF cable from the indoor unit.

The solicitation ____ Has __X __Has Not been amended as a consequence of this answer.

Q.14 Reference RFP Section C.6. Government Furnished Property para 3, The Government will provide site information to include: electrical power, space allocation, environmental controls, etc.

For the purposes of responding effectively to the task order scenarios and ensuring the offeror is staffed properly upon award, will the offeror be required to identify and qualify

ACRx and transceiver sites, or will the government identify the specific sites to be surveyed within each task order?

A.14 As documented In RFP Sections B1 and C6, the Government will provide all requisite information pertaining to specific sites within each task order.

Q.15 Reference RFP Section C.7 System Encryption Consideration. The systems shall incorporate AES 256 encryption with B-crypt implementation. Additional details to be provided at a later date.

Although additional details on using system encryption will be provided at a later time, can the customer please comment if they are planning B-Crypt only for hashing the password or also to hash the video archive? B-Crypt is considered a slower hashing method so we would need to factor the intended purpose on the design.

A.15 Please refer the Government’s answer previously provided to Q.11.

Q.16 Reference RFP Section C.10 Place of Performance. Work to be performed under this contract shall take place at locations, identified by the Government via individual task orders, throughout the United States and U.S. territories.

Can the customer please clarify if the U.S. territories will be included on the place of performance? Section 10 and Section F.4 seem to conflict with each other.

A.16 All 50 states and U.S territories are potential delivery and installation locations.

Q.17 Reference RFP Section F.4 Place of Performance. The services to be provided under the

IDIQ Master Contract shall be accomplished at the locations identified in the Task Order and will include locations in the Contiguous United States (CONUS). At this time there are no identified Out of CONUS (OCONUS) locations.

The place of performance and/or delivery requirements will be specified in each individual

Task Order.

Can the customer please clarify if the U.S. territories will be included on the place of performance? Section 10 and Section F.4 seem to conflict with each other.

A.17 Please see the Government’s response previously provided to Q.16

Q.18 Reference RFP Section F.5 Deliverables Section C.5.2. Equipment Installation.

Delivered to: Various CONUS sites as specified in individual Task Orders.

Can the customer please clarify if the U.S. territories will be included on the deliverables location or only CONUS?

A.18 Please see the Government’s response previously provided to Q.16

Q.19 Reference RFP Section J Exhibit 3. A. The FAR clause at 52.219-9(d) states that the subcontracting plan shall include (1) goals, expressed in terms of percentages of total planned subcontracting dollars, for the use of small business concerns as subcontractors; and (2) A statement of total dollars planned to be subcontracted for an individual contract plan; or the offeror’s total projected sales, expressed in dollars, and the total value of projected subcontracts to support the sales for a commercial plan.

FAR 19.704(a)(1) requires separate percentage goals for using small business

(including Alaskan Native Corporations (ANCs) and Indian tribes), veteran- owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business (including ANCs and Indian tribes) and women-owned small business concerns as subcontractors; and (3) A statement of the total dollars planned to be subcontracted and a statement of the total dollars planned to be subcontracted to small business (including ANCs and Indian tribes), veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business (including ANCs and Indian tribes) and women-owned small business concerns. Individual plans will reflect contract-specific goals and shall contain separate DJD-17-R-0020 107 statements and goals for the basic contract (period) and separately for each option (period). Note that dollars and percentages to large and total small businesses (all inclusive) must equal the total subcontracted to all categories in both dollars and percentages. EACH CONTRACTOR

IS EXPECTED TO OFFER THE MAXIMUM PRACTICABLE OPPORTUNITIES

TO EACH TYPE OF SMALL BUSINESS CONCERN CONSISTENT WITH THEIR

BEST FAITH EFFORTS AND SUPPORTED BY THEIR REPORTS AND

RECORDS.

If the government is willing to change this to FAR Part 12 procurement, please confirm the government will accept a commercial small business subcontracting plan as provided under FAR 52.219-9 for commercial item contracts as opposed to the individual subcontracting plan contemplated herein.

A.19 Please see the Government’s response previously provided to Q.8.

Q.20 Reference RFP Section L.9.5, Volume V - Price/Cost. In the second paragraph the instructions it states that Excel pivot tables shall not be included in the Offeror's spreadsheets. In subsection 2. it states that the "Total estimated ACRx hardware configuration cost for 1 site (excluding labor costs). The roll-up price shall be broken out by a list of each component and its associated price."

Please clarify if this "broken out list" is in addition to the CLIN pricing required in Section B.4 Consideration and Payment and as required in paragraph one of Section

M.7.1.

A.20 Pivot tables are a powerful tool which allows a table or table to be constructed from an external organized data source and are not acceptable as part of Volume V, Cost/Price

Proposal.

As referenced in the RFP Section B.4 tables, the Total Hardware Configuration Roll-up for One Site (excluding Labor costs) is a single “Cost Per Unit” as identified in the table column header.

Conversely, Offeror’s cost/price proposals submitted under RFP Section L.9.5 are needed at a much greater level of detail, hence the requirement for a deconstruction of the ACRx hardware configuration cost for 1 site into a list of each component and its associated price.

Q.21 Reference RFP Section M Evaluation Factors – General to RFP.

The DEA specifications as written could be viewed as unduly restrictive of competition.

Would the government consider relaxing the requirements in order to facilitate competition and provide the government with a number of viable technical solutions which ultimately may better satisfy the government's requirements?

A.21 The OMB-approved technology inherent to ACRx is not available commercially and is only available for operation in the Federal spectrum. Initial Industry response to our

March 1 st Posting on FBO was substantive indicating that competition will rigorous.

Q.22 Reference RFP Section M Evaluation Factors – General to RFP.

In order to maximize competition and assure the government that they are receiving quality solutions, vendors will need adequate time to prepare their proposal responses.

Given this fact will the government consider allowing a second round of questions and answers while also extending the due date out one month?

A.22 The Contracting Officer (as documented in the FBO Posted Letter to Offerors dated

3/1/2017) has closed the period designated for submission of questions to the

Government. The due date for RFP responses will be extended. Offerors are advised to monitor the FBO posting for updates.

Q.23 Reference RFP Section M Evaluation Factors – General to RFP.

Given the wide variety of physical locations that systems may be required to operate in, and dramatic differences in the availability of RF bandwidth, there is no "one size fits all"

ACRx system design. These technicial constraints coupled with the diverse nature of the mission requires of the various DoJ Agencies lend themselves to a multiple contract award environment where multiple competing technologies could be procured. In an effort to enhance competition and provide users with differing ACRx solutions would the government consider making multiple awards?

A.23 DEA/DOJ has determined that ACRx is the most spectrally efficient approach to meet our operational and regulatory requirements. ACRx accommodates DEA’s mission requirements for Central Receive and has been approved by OMB. Industry response to the FBO posting was substantive. DEA is not considering making multiple awards.

Q.24 Reference RFP Section B,2 (a) multiple M,2,1(1) single.

Can the Gov't please clarify if this contract will be multi award or single award?

A.24 This contract will be a single award.

Q.25 Reference RFP Section M.7.1

Will the Pricing Evaluation Sheet be Government provided?

A.25 RFP Section L.9.5 provides the requested content and organization of Offeror cost/price proposals.

Q.26 Reference RFP Section B.4

Are Offerors limited to the three labor categories listed in B tables (B.2, B.4, B.6, B.8, B.10) or can labor categories be added to reflect the Offeror’s direct labor categories that may be utilized over the life of the contract?

A.26 Offerors are limited to the labor categories listed in the B Tables

The solicitation ____ Has _ X_Has Not been amended as a consequence of this answer.

Q.27 Reference RFP Section L.8.

Would the Government please consider excluding Volume V: Cost/Price from the countable pages? Due to the nature of this information, combined with the font size requirements, offerors will have a substantial number of pages, of which abbreviating/limiting would not be in the best interest of the Government evaluation.

A.27 The total number of pages for all Proposal Volumes will be increased from 160 to 170 pages.

Q.28 Reference RFP Section M.6.3.

Reference Text: "Offerors must provide a requisite level of detail in their response to assure

DEA that they can successfully plan, deploy, and execute the scenario below within cost, schedule, and quality requirements of this solicitation." There are no cost requirements identified in the RFP, other than the Contract Ceiling of $446M. Is it the Government intent to have offeror's describe how their proposed solution aligns with their proposed cost?

(without stating actual dollars)?

A.28 As stated in your cite of RFP Section M.6.3, cost is only one of three considerations of performance under Factor 2 of Program Management. The intent of this factor is to assess how a particular Offeror’s program management competencies are applied to a likely environment featuring multiple, disparate Task Orders. The hypotheticals are meant to demonstrate an Offeror’s approach to “real world” program management which include cost, schedule and quality management..

Q.29 Reference RFP Section B.4

Are the B table labor category CLINS ( B.2, B.4, B.6, B.8, B.10) and associated 2080 hours expected to be executed per contract year or used for price evaluation only?

A.29 Price evaluation only

Q.30 Reference RFP Section H.2

States travel costs incurred by subcontractors may not be subsequently “marked up” by a prime Contractor’s G&A prior to submission to DEA. Can the prime contractor include overhead and FCCM as part of the submission to the DEA?

.A.30 Facilities Capital Cost of Money (FCCM) is allowable and can be legally charged to

Government contracts. Expected FCCM costs, if charged shall be identified as such on

Offeror’s cost/price proposals under the heading of Total Other Direct Costs such as “Fee or Profit.” Offerors shall provide supporting rationale for proposed FCCM costs

(reference FAR 31.205-10(a) and (b).
