STATEMENT OF WORK

IED ELECTRONICS

1.0 INTRODUCTION

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), National Center for Explosives Training and Research (NCETR), located in Huntsville, Alabama, is the home of the Certified Explosives Specialist (CES) program which is responsible for the certific-ation and re-certification of ATF’s approximately 200 journeyman CES’s and Explosives Enforcement Officers (EEO). The CES’s and EEO’s are ATF’s experts in explosives and explosives investigations and undergo continuous training to achieve the highest de-gree of technical competencies within the NCETR mission.

The NCETR’s mission is to provide basic and advanced arson and explosives training and research that leverages lessons learned and best practices to provide focused support to ATF’s core mission of investigating the criminal use of explosives and regulating the ex-plosives industry. This support is aligned with the whole-of-Government counter-improvised explosive device (C-IED) effort.

2.0 BACKGROUND

The CES program requires candidates to complete a rigorous two-year candidacy in order to become certified. Once certified, a CES must successfully complete a one-week recertification course biennially. Each recertification cycle (every two years), the course con-tent is changed in order to provide the most current and up-to-date information related to explosives, destructive devices, and post-blast investigations to the CES cadre. One of the most relevant topics related to destructive devices and post-blast investigation is electronics. Destructive devices can be initiated using a multitude of electronic circuits in an infinite number of configurations.

3.0 SCOPE

In order to attain recertification of its approximately 200 CES personnel, ATF NCETR must provide them training within their two-year recertification cycle. There are four recertification sessions held yearly, resulting in eight sessions for the two-year cycle. ATF NCETR anticipates approximately 25 students in attendance per session.

It is anticipated that this portion of the recertification process will take place during the initial Base Year starting March 8, 2016.

3. Fundamentals of electronic firing systems used in improvised explosive devices (IED’s) around the world.

4. Theoretical and practical generation and reception of radio signals, coding systems used in common IED’s, rationale for use of different coding systems.

5. Description of different RF detection devices used in IED’s in counter-CREW roles and fundamental principles of jamming, in-cluding comparison of different techniques and usefulness in different types of operations (i.e. convoy, EOD, protective details, etc.).

6. Realistic device design and building (for training) based on experience of developing improvised firing systems. The practical exercises of constructing improvised firing systems shall consist of, at a minimum, a modified disposable camera, a modified di-gital timer, a portable mobile radio, PIR sensor, and a wireless doorbell.

7. Principles of microcontroller programming including a demonstration in programming, and an assessment of the rationale for choice of language and hardware.

Contractor employees must personally present two forms of identification in original form prior to access-ing ATF information, information technology systems, and/or facilities. At least one document must be a valid State or Federal gov-ernment-issued picture ID.

In the event a contract employee is found to be non-compliant with the agency specific qualifications, PSB will notify the COR and the CO. The request for investigation will be terminated and the contractor may be requested to submit another name and complete personnel suitability and security package. Additional agency specific qualifications may be implemented without notice to the Con-tractor.

Denial or Disapproval of Access to ATF Information, Information Technology Systems, and/or Facilities

In the event that a Contractor employee is denied or disapproved for access to ATF information, information technology systems, and/ or facilities due to issues found during the background investigation, the Personnel Security Branch will notify the COR and the CO.

The contractor may be requested to submit another name and complete personnel suitability and security package.

Freedom of Information Act Requests

Once a determination has been made by the PSB, a Contractor employee may receive a copy of his/her background investigative file by submitting a written Freedom of Information Act request. The COR will then ap-prise ATF’s PSB of the Contractor’s initial determination, citing the reasons thereof. The PSB, in consultation with the COR or the CO, will make the final determination as to whether or not the Contractor employee will need to undergo a background investigation.

The nature and specific degree of background investigation will be determined by the PSB, depending upon the nature and degree of risk associated with the contract position. When ATF’s PSB determines that the Contractor will require escorted access to ATF facil-ities, and/or ATF construction sites, or will only be provided with access to ATF non-sensitive information, the Contractor employee must undergo a criminal history check. The Physical Security Programs Branch or the respective field division/office is responsible for conducting the criminal history check and making the favorable or unfavorable determination.

Access to Classified National Security Information

In the event the Contractor employee requires access to classified National Security Information (NSI), in order to fulfill contractual requirements, the COR or the CO must contact the PSB. The PSB will assess the requirements and make a determination if access to NSI is required at the Confidential, Secret, or Top Secret level (which may or may not include access to Sensitive Compartmented In-formation. If the PSB determines that access to NSI is required, the contract must be modified to incorporate the requirements of the National Industrial Security Program (NISP).
