About this file
This document is a Vendor Questions and Answers (Q&A) file for a Pharmacy Benefit Management (PBM) Request for Proposal (RFP) issued by the State of Delaware Department of Human Resources. The RFP solicits proposals for comprehensive pharmacy benefit management services covering multiple populations, including commercial and Employer Group Waiver Plan (EGWP) populations. The solicitation allows for multiple contract awards, with vendors able to bid on commercial, EGWP, or both populations. The RFP process includes a specific timeline for questions and answers, with vendors able to submit questions through ProposalTech until August 27, 2025, and the state providing consolidated responses by September 3, 2025.
The Q&A document covers a wide range of detailed inquiries about the PBM services, including technical requirements, reporting standards, account management, data exchange, performance guarantees, and specific operational details. Key points include confirming the state's willingness to review partial bids (commercial or EGWP), clarifying reporting requirements, discussing expatriate member services, and addressing specific template and documentation requirements. The document also reveals that the state's Group Health Insurance Plan (GHIP) is a governmental entity not covered under ERISA, and provides insights into current plan structures, such as a three-tier formulary and specific coverage considerations for weight loss medications and other drug categories.

1 07/25/2025 N/A Are we able to just bid on the commercial population for the State of Delaware?
The State of Delaware RFP does allow for the multiple awards of contracts for the PBM RFP. Additionally, the minimum requirements do ask the vendors to clarify if they are bidding on commercial or EGWP or both.
Please consider this as confirmation that the State will review bids for just commercial, just EGWP or both.
2 07/25/2025 Would it be possible to enable the "Answerable Template" for this RFP within Proposal Tech so we can export the template and import our responses? Thank you for your consideration!
This is not an option at this time.
3 07/29/2025 1. If vendors provide questions related to the pricing strategy by August 7th, is the State willing to respond to those questions by August 15th
Thank you for the question submitted in ProposalTech. As indicated in the timeline on page 2 of the RFP and in the RFP Question and Answer Process on page 17, the RFP has specific parameters on the question and answer process.

Please see below around specific exclusions
