About this file

This is a fire extinguisher inspection specification for the Alabama Department of Human Resources (DHR) Montgomery County facility located at 3030 Mobile Highway. The scope of work encompasses annual inspections, equipment and part replacements, and repairs for approximately twenty (20) ABC 10-pound stored pressure fire extinguishers in accordance with NFPA 10 standards. The supplier shall perform inspections on an annual basis and is responsible for all associated costs including travel and labor. The specification also covers safety and exit light repairs as needed, though annual inspections of these items will be scheduled separately through the local Fire Marshal's Office. A site visit is recommended for potential bidders. The contract term is for fiscal year 2027, with annual service renewal anticipated. Supplier technicians must meet required skill levels and qualifications, maintain a current business license, and comply with all applicable state, city, county, and local codes.

Pricing shall be submitted on three separate line items: Line 1 covers the annual fire extinguisher inspection fee as a unit price per inspection; Line 2 addresses new equipment and parts replacement with unit pricing as a percentage discount off retail list price; and Line 3 covers technician labor rates and travel costs at an hourly rate for authorized repairs and non-standard visits. All invoices must be submitted upon completion of service on a Net 30 payment schedule in arrears and shall include itemized costs with retail list prices, applicable discounts, and actual costs after discount. Importantly, the supplier shall not perform six-year maintenance tests or twelve-year hydrostatic tests; instead, DHR will replace extinguishers requiring these services with fully charged units during the scheduled annual inspection. No services or repairs outside the specification scope shall be performed or compensated. The point of contact is Shelia Rogers at 334-293-3132.
