Evaluation Support Services
NIAID RFP: DHHS-NIHAO2016054
Questions and Answers
Q1. Can we get the Past Performance template (included as Attachment 3 in the RFP on pp. 74-78) as a Word document?
A1. The Past Performance survey (attachment 3) has been added as a separate Word attachment in the notice.
Q2. Would Offerors with current support contracts for other NIAID branches or operating divisions pose a conflict of interest, or apparent conflict of interest, with work performed on behalf of the
SPEB?
A2. We do not see a conflict of interest. An Offeror should review any current contract terms and conditions for specific clauses or limitations.
Q3. Would an SPEB evaluation services contractor be ineligible (due to COI or apparent COI) to participate in future evaluation grants or contracts with other NIAID branches or operating divisions whose programs were the subject of a special analysis or assessment under the proposed IDIQ?
A3. We do not perceive an issue where a Contractor may be ineligible to participate in future contracts or grants with NIAID. Contractor employees will be required to complete a non-disclosure agreement at the start of performance. Steps will be taken by NIAID to minimize any potential conflicts.
Q4. Are the labor categories priced under Section B.2., Prices/Costs are available for use on task order requests?
A4. The categories are the Government’s assumption as to the types and quantities of labor which are likely to be used on any future task orders. An offeror may make changes to the staff titles consistent with their organizational structure or/or propose additional labor categories as needed.
Q5. Is this a single- or multiple award IDIQ?
A5. A single IDIQ contract is anticipated
Q6. The solicitation states on page 14 that the proposal should be submitted in-person at the Fishers
Lane address. However, the FBO document says the proposal is to be submitted to you via email. Could you clarify if we should submit in person, via email, or both by the deadline?
A6. Offerors should submit all questions, proposals, and past performance surveys electronically (in writing) to the contract specialist and address noted in the solicitation. All documents must be received by the due date and time to be considered.
Q7. Do Offers need to request new past performance surveys if surveys were completed under the previous cancelled solicitation DHHS-NIH2016046?
A7. No. Any Past Performance surveys received on behalf of small business Offerors from the previous solicitation DHHS-NIHAO2016046 will be transferred to the current solicitation.
Offerors are encouraged to inquire that all surveys are received by the NIAID Contracts office by the response due date.
