About this file
This document is a Procurement Determination from the Arizona Department of Administration (ADOA) State Procurement Office, involving the Arizona Criminal Justice Commission (ACJC) and MATFORCE as the selected supplier. The procurement is related to the Yavapai County Substance Abuse Coalition and is executed under the authority of Arizona Revised Statutes § 41-2535 and Administrative Code R2-7-D301.
The procurement covers exhibition booth and related services for the Arizona Drug Summit, with MATFORCE as the sole organizer and host. The $15,000 contract, valid for 5 years, provides ACJC with an exhibit table, logo placement on summit materials, verbal acknowledgment during sessions, opportunity to distribute printed materials, and access to engage with attendees. The determination notes that MATFORCE exclusively controls the summit's sponsorship benefits, making competitive quotes impractical. The procurement supports ACJC's public education, outreach, and stakeholder engagement objectives under its Drug, Gang, and Violent Crime Control Program.

RATIONALE
MATFORCE is the sole organizer and host of the Arizona Drug Summit. The services associated with the sponsorship—such as exhibit space, logo placement, acknowledgment during plenary sessions, and distribution of agency materials—are exclusive to this specific event and cannot be obtained from any other source. There is no comparable vendor offering the same opportunity to engage with this targeted, multidisciplinary statewide audience at a single location and time.
Because MATFORCE alone controls access to this summit and its associated sponsorship benefits, it is not practicable to obtain quotes from multiple vendors. This is not a general service that can be competitively sourced; rather, it is a one-time, event-based opportunity that supports ACJC’s mission of public education, outreach, and stakeholder engagement under its Drug, Gang, and Violent Crime Control Program and Statistical Analysis Center.
