Questions regarding WAPA DSW Region’s Solicitation No. DE-SOL-0010682

1) To help estimate the equipment required for this project and to develop an estimate of daily work and ultimate pricing, it would be helpful if you might provide estimates of:

a. The percentage breakdown of work in urban vs. rural areas.

b. Within those rural areas, the percentage of areas that require long walk in access by foot;

where pick-up trucks, chippers and other mechanized equipment will not be utilized.

c. The percentage of days in a month or year that will require utilization of bucket trucks and how much reach will those buck trucks need to have?

d. The percentage of the area where total removal of chips and other materials will be required.

e. Besides a pickup, pull behind chipper, bucket truck, and dump trailer what other equipment should be included in the monthly rate? Would a self-propelled tracked chipper be preferable over a pull behind chipper for some of your requirements?

2) Can you please provide an estimate of the percentage of the work that will be performed in each state?

3) Related to question 2, above: On page 14 of the Solicitation, in Section 52.222-42, four employee classifications are listed that are expected to be utilized in the implementation of the projects to be worked. Because wage rates vary by state, do you want crew pricing broken out by individual state, or a weighted average based upon the % of work within each state?

4) What would be the best town(s) to base these two crews out of to ensure ease of coordination with WAPA’s Vegetation Management Staff?

ANSWERS:

1. a. I cannot give this percentage as the crews are dispatched on an as needed basis.

b. should be minimal. Most rural areas require up-fitted 4x4 or trucks or UTV to obtain access.

c. Most areas require qualified climbers. Some instances (average 4 per year) where larger bucket trucks are needed, WAPA crews may be able to assist.

d. In highly dense residential areas and HOA common areas is where hall-off is required, I'd say approx. 30% of the year.

e. A utv has been utilized where the crews did not want to damage their trucks, at the expense of the contractor.

2. I cannot ascertain that... I would say about 70-80% in Arizona as of right now.

3. Weighted average based upon the % of work within each state. This rate however would need to at least need to meet the minimum wage rate for identified positions in all 3 states.

4. Based from Phoenix.
