DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Archer Substation – KV2A Transformer Replacement, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 12 – Painting (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, and 9 describe the work to be performed.

The work is located approximately 10 miles East of Cheyenne, Wyoming on Interstate 80 as shown on Drawing ARH 0015.

The principal components of the work include the following:

1. SUBSTATION CIVIL:

a. Providing site development.

b. Providing foundations for substation structures and electrical equipment.

c. Providing galvanized steel structures.

d. Providing platforms for electrical equipment.

2. SUBSTATION ELECTRICAL:

a. Installing Government-furnished power transformer and power circuit breakers.

b. Providing disconnecting switch, coupling capacitor voltage transformers, high voltage bus, grounding system, conduit, insulated cables and terminal boxes.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Prepare and submit a Construction Schedule and furnish a Safety and Health Program.

D. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: See Section F, clause 52.211-10.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring and schematic diagrams no sooner than September 1, 2016 and no later than September 16, 2016.

Include these restrictions in the Construction Program.

4. CONSTRUCTION SCHEDULE AND OUTAGE RESTRICTIONS: In addition to the restrictions listed in the standard specifications, the following outage and schedule restrictions shall apply:

a. Contractor shall not work more than 60-hours in 1-calendar week without prior approval from the COR.

b. No concurrent main and transfer bus outages.

c. Testing and repairing the 230-kV bushing on power transformer KV1A shall be completed prior to taking an electrical clearance on power transformer KV2A.

5. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the 230-kV area is 9,098 amps and the X/R ratio is 8.3.

b. A minimum of one (1) 1/0 AWG grounds shall be used in the 230-kV area.

c. The maximum available fault current in the 115-kV area is 14,712 amps and the X/R ratio is 8.6.

d. A minimum of one (1) 1/0 AWG grounds shall be used in the 115-kV area.

e. The maximum available fault current in the 13.8-kV area of transformer KV2A is

27,539 amps and the X/R ratio is 19.6.

f. A minimum of two (2) 1/0 AWG grounds shall be used in the 13.8-kV area of transformer KV2A.

g. Protective Ground Leads: Each protective ground lead shall have a permanent identification tag with unique identification number, certified wire size, and test date. Each protective ground lead shall be tested complete with connectors, in accordance with ASTM F 2249. Protective ground leads shall be retested and recertified annually. A protective ground lead without an identification tag to relate it to the annual certification of that protective ground lead shall not be used. No protective ground lead shall be longer than 36-feet, unless approved by Contracting Officer’s Representative (COR). Test results shall be submitted to the COR for approval prior to use of the grounds. When using the DC test method, the Contractor shall submit testing information in the format shown below in the Personal Protective Grounds Test Report. When using the AC test method, the Contractor shall submit testing information in accordance with the test set manufacturers recommendations.

6. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT:

Typical foundations are shown on Drawing ARH 2302. Western will design these foundations after receipt of the equipment manufacturer informational drawings and data. Western will forward the revised construction drawings for these foundations no later than 45-days prior to the “NLT” delivery date listed in the “Material” section below. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.

E. CONSTRUCTION SCHEDULE:

1. SUBMITTAL TIME: See Section I, clause 52.236-15. Submit a Construction Schedule to the Contracting Officer (CO) within 14-calendar days after date of Notice to Proceed.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Archer Substation.

The power transformer and power circuit breakers will be unloaded by the equipment supplier.

G. RIGHTS-OF-WAY:

Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval. During the contract period, Western reserves the right to use Contractor-obtained access.

H. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant. Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power up to a maximum of approximately 10-kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the substation. The Contractor may furnish power for his operations by other means at no additional cost to Western. Power made available by Western will be delivered as single-phase, 60 Hz, AC, at approximately 120/240 V.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

L. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this project Specifications. Submittals via email shall be in standard PDF or Electronic CAD”*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western award number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Work or PDF format shall be included with each email submittal. All project correspondence and submittals shall be delivered to: RMR-J5600- CS@wapa.gov.

2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or

“Not Approved” status with comments as appropriate to the email address where the submittal originated.

3. PHYSICAL SAMPLE SUBMITTALS: When physical specimens are required to be submitted for approval, (i.e. brick samples, roofing material samples, carpeting, etc.) the Contractor shall deliver such specimens to:

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Replacing and protecting existing gravel surfacing.

b. Providing a soil-applied herbicide where gravel surfacing is placed.

2. Bidding Schedule item “Demolition” includes the following:

a. Completely removing concrete foundations designated on Existing Installation Drawings ARH 2001, ARH 2002, ARH 2003, ARH 2006, ARH 2007, ARH 2008, and ARH 2025.

b. Removed equipment and materials shall become the property of the Contractor, and shall be promptly removed from the right-of-way at the Contractor’s expense.

c. Removed equipment and materials shall not be reused.

3. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations, structures, and trenches.

b. Placing and compacting earth material and backfill.

c. Providing gravel fill under concrete foundations as shown on the Drawings.

d. Disposing of excavated material. Material from excavations not suitable or required for earthwork shall be removed from the substation and access road right-of-way. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.

DIVISION 3 – CONCRETE

A. GENERAL:

1. MATERIAL:

a. Cement: Type IIA cement.

b. Compressive Strength: 4000 psi at 28-days.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

e. Fly Ash: Class F Fly Ash in accordance with ASTM C 618 and Standard 3 – Concrete, if locally available, is required to be incorporated into the concrete mix design. Fly ash shall not affect the specified 28-day minimum compressive strength.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.

3. CURING: Exposed, formed surfaces of concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Concrete foundations” includes the following:

a. Earthwork, formwork, reinforcement, material used in concrete, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures.

c. Concrete foundations for electrical equipment.

d. Casing auger excavations, if required.

e. Trial augering, if required.

f. Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing ARH 2072-2. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.

DIVISION 4 – SUBSTATION METALWORK

A. GENERAL:

1. MEASUREMENT: Measurement for quantities for Bidding Schedule item “Steel structures, welded (galvanized)” will be made on the basis of weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions. Measurement for quantities for Bidding Schedule item “Relocating steel structures” will be made from the estimated weights shown in Drawing ARH 2021, Existing Installation.

a. Steel structure weights, calculated as noted above shall be shown on the

Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the specifications drawings for the structures requiring approval drawings as noted in the Bidding Schedule item “Steel structures, welded (galvanized).

1. Bidding Schedule item “Steel structures, welded (galvanized)” includes providing the following:

a. Two (2) Equipment supports – CCVT (ARH 2610).

b. One (1) Equipment cabinet platform Type I, including gratings for the 230/115-kV

Transformer (KV2A). (ARH 2926).

c. One (1) Equipment cabinet platform Type II including gratings, for the 230-kV Circuit Breaker. (ARH 2926).

All above structures require approval drawings.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized.

2. Bidding Schedule item “Relocating steel structures” includes relocating the following:

a. One (1) Bus pole – Type III. (ARH 2021 Rev. A EI).

b. One (1) Bus pole – Type XV. (ARH 2021 Rev. A EI).

Drawings are included showing typical structural details, including estimated weights.

DIVISION 9 – SUBSTATION ELECTRICAL

A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES”

Standard Equipment Specifications, as shown on project drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal specifications and standards as applicable.

Applicable requirements shall be met under the following service conditions:

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:

a. Unloading and inspecting of Government-furnished items (unless otherwise indicated).

b. Installation of Government-furnished items as shown on the Drawings.

c. Additional equipment and material as necessary to complete the installation.

2. Bidding Schedule for items furnished by the Contractor shall include the following:

a. Providing (furnishing and installing) bid items.

b. Additional equipment and material as necessary to complete the installation.

c. Installing bid items as shown on the Drawings.

d. Associated support structures provided for electrical equipment rated above 7-kV shall be

102-inches in height and hot-dip galvanized, if made of steel (unless otherwise specified).

If tubular steel supports are furnished, they shall be galvanized internally and externally.

e. Installation and painting of electrical equipment and material shall be provided in accordance with Western Construction Standards 9 and 12.

The equipment supplier will unload the power transformer from the truck to temporary cribbing located inside the Archer Substation yard. The Contractor shall relocate the transformer from the temporary cribbing to the newly constructed transformer foundation. If the transformer foundation is not constructed and the transformer is not on the foundation within the short-term temporary storage time frame, the Contractor is responsible for preparing the transformer for long-term storage in accordance with manufacture’s recommendations until final placement, assembly and filing the unit. Report any damage to Western’s COR.

The Contractor shall assemble and install the transformer in accordance with the equipment manufacturer’s instructions, Western’s standards, and under the direction of the manufacturer’s erecting engineer. Western will provide the manufacturer’s erecting engineer for one trip and up to 80-hours of supervision. The Contractor shall inform Western’s onsite representative of the desired date for the arrival of the erecting engineer and oil, and Western will coordinate with the manufacturer. The Contractor is responsible for completing the vacuum filling process.

The spare parts furnished with the transformer may include but are not limited to the following:

a. One (1) bushing of each voltage class used on each transformer.

b. One (1) complete set of gaskets for each transformer.

c. One (1) complete extra relay and contactor of each type and size for each transformer.

d. One (1) cooling fan and motor assembly for cooling unit for each transformer.

e. One (1) complete oil pump and motor assembly for cooling unit for each transformer

(if transformer with forced-oil cooling is furnished).

The Contractor shall deliver the spare parts furnished with the power transformer to Western’s onsite representative after the transformer has been installed.

2. Bidding Schedule items “Power circuit breaker, 230-kV, 3,000 amp (Government-furnished)” and “Power circuit breaker, 115-kV, 3,000 amp (Government-furnished)” include furnishing equipment and material not furnished by Western and installing the following Government-furnished power circuit breakers, including filling the power circuit breakers with SF6 gas:

a. The equipment supplier will unload the power circuit breakers from the truck and Contractor personnel shall inspect the circuit breakers for damage during shipment and immediately report any damage to the COR.

b. Special tools and appliances and spare parts will be furnished with the power circuit breakers that will include, but are not limited to the following (a complete list will be included with the breaker instruction books):

(1) The two (2) sets of special tools and appliances shipping with the breakers will each include one (1) mechanism jacking unit and one SF-6 gas breaker filling connection assembly (including hose, pressure gauge, and the hose end connections to the breaker and SF6 gas cylinder). The Contractor shall deliver the special tools and appliances furnished with the breakers to Western’s onsite representative after the circuit breakers are installed.

5. Bidding Schedule item “Associated electrical equipment and material” includes furnishing and installing the following substation installations as shown on the Drawings:

a. Insulated Conductors: Includes all insulated conductors and cables except 5/c No. 10 AWG and 12/c No.10 AWG control cable. The Contractor shall terminate both ends of all cables.

b. Grounding System: Complete the grounding system as shown on the Drawings. New ground cable risers shall be 7 conductor No. 5 copper-clad steel cable. Splices, crosses tees and other fittings used on the grounding system may be compression type (DMC Power Swage System or equal).

c. Electrical conduit system: Complete the electrical conduit system as shown on the

Drawings. Conduit entering the cable trench with a 90 degree bend is allowed to be Schedule 40 PVC as shown on standard Drawing 31 1006. All other 90 degree bends shall be rigid metal. All conduits shall have sealing compound installed at both ends.

d. Outdoor Bus System: Outdoor strain and jumper buses, rigid buses, splices, elbows, pad-type terminal connectors and other fittings may be compression type (DMC Power’s Bus and Cable Connectors and Swage System or equal). Station post insulators shall use industry standard 3-, 5-, or 7-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081. Insulators shall be ANSI 70 gray.

e. Terminal boxes: Terminal boxes’ internal components arrangements shown on standard

Drawings 31 1085, and 31 1086 are typical and the Contractor shall provide internal components for the Option 1 Type A terminal box configuration. Actual internal arrangements will be determined by the COR.

f. AC Distribution Panels: Modify the AC distribution panels as shown on the Drawings. The panels are designated DHA2A, DW1A, and DW3A.

g. Identification Signs:

(1) Equipment Identification Signs. Signs shall be in accordance with standard Drawing 31 1000. Lettering on the signs shall be as follows:

6. Bidding Schedule items “Furnishing 5/c No. 10 AWG control cable” and “Furnishing 12/c

No. 10 AWG control cable” include furnishing 5/c No. 10 and 12/c No. 10 control cable, respectively for new electrical equipment.

7. Bidding Schedule items “Installing 5/c No. 10 AWG control cable” and “Installing 12/c No.

10 AWG control cable” include installing 5/c No. 10 and 12/c No. 10 control cable, respectively, for new equipment. The Contractor shall install the cables in the conduit and cable trench between the outdoor equipment and control panels according to Drawing ARH T610. All control cables shall be labeled according to Drawing ARH T610 and Standard 9 – Substation Electrical (September 2013), paragraph 9.2.3.4 (10), and shall be able to reach the farthest point inside the service building. At the outdoor equipment cabinets, the control cables shall be able to reach the furthest point in the cabinets. Each cable shall be terminated by the Contractor at the outdoor equipment in accordance with Western drawings. Western will terminate the control cables at the substation service building control panels.

8. Bidding Schedule item “Existing outdoor electrical equipment and material” includes repairing, testing, and removing and disposing of the following existing outdoor electrical equipment and material:

a. Material to be repaired and tested:

(1) One (1) 230-kV porcelain bushing on existing power transformer KV1A. Includes performing dye-penetrant testing of the broken areas of the porcelain for crack propagation and repairing, painting and sealing the broken sheds of the 230-kV Pecor bushing. The bushing shall remain in place and shall not be removed. Individuals completing these repairs shall each have a minimum of 10 years’ experience performing electrical porcelain repairs. The Contractor shall submit their qualification, repair procedure, materials data, and a minimum of three industry references to the COR for approval.

(2) Dye Penetrant Testing: The Contractor shall clean the bushing and perform a dye penetrant test on the entire area of each broken shed to determine if there are any cracks that propagate from the surface into the bushing. Results of these tests shall be photographed and sent to the COR.

(3) Broken Shed Repair: Repairing the broken sheds shall include chemically treating the broken surface to improve attachment, recreating the shed with a material with thermal expansion criteria matching porcelain and securely attached to the bushing in place of the broken shed, and sealing with a fluorourethane insulator coating that matches the color of the porcelain glaze.

b. Material to be Removed and Disposed:

(1) One (1) 230-kV, 167 MVA power transformer designated KV2A. The power transformer contains 15,400 gallons of oil and has a total weight of 347,600 pounds.

The oil in the bushings and power transformer have been tested and contain less than two (2) parts per million (PPM) polychlorinated biphenyl (PCB).

(2) One (1) 230-kV oil-filled power circuit breaker designated JV2A. The power circuit breaker contains 5,175 gallons of oil and has a total weight of 68,550 pounds. The oil in the bushings and power circuit breaker have been tested and contain less than 2 PPM PCB. The oil in the bushing potential device has been tested and contains 2 to 49 PPM PCB.

(3) One (1) 115-kV oil-filled power circuit breaker designated JY2A. The power circuit breaker contains 2,370 gallons of oil and has a total weight of 33,200 pounds. The oil in the bushings and power circuit breaker have been tested and contain less than 2 PPM PCB. The oil in the bushing potential device has been tested and contains 2 to 49 PPM PCB.

(4) One (1) 13.8-kV disconnecting switch designated WW2A.

(5) Substation Control and Power Cables: Control and power cables shall be disconnected from equipment as shown on the Drawings. The portion that is buried underground shall be abandoned and the portion in conduit or trench shall be removed and disposed. Western will disconnect control cables in the service building prior to removal.

(6) Miscellaneous aluminum tubing, aluminum conductor, conduit, and exposed and buried ground cables.

(7) The Contractor shall include any credit to the Government for salvage of the equipment above in this bid item.

During oil deliveries for the transformer the oil supply tanker must be kept in a location at the site that provides for secondary containment in case of accidental spills. Secondary containment shall be provided by the Contractor and may be in the form of placing temporary booms or dirt berms around the vehicle to ensure spills are controlled.
