VT Hanlon contractor questions and answers:

VH 1040 has no reference to the Buss fittings that look to be needed for this area. Dwg. VH 1040 has been revised and include in the amendment

Drawing #1050 references equipment #VW19A (VTs) and RW19A (Resistor) near distribution transformer KZ19A. However, these items are not included in the section F-F detail on drawing #1155, on the Switching Diagrams #0001-1 & 0001-2 nor in the Division 9 Description of Bidding Schedule Items. Which drawings are correct? Dwg 1050 shows #VW19A (VTs) and RW19A (Resistor) and should be removed from the dwg. A revised drawing will not be issued, but will be as-built during construction.

The Switching Diagram lists the numbered surge arresters which are transformer mounted plus two more designated AW19A and AW74A. I cannot locate these two additional arresters in the drawings. Do these two arresters or any other arresters need to be provided and installed in the substation? These surge arresters are specified on dwg VH 1600 and also in the project specifications div. 9 paragraph 9.b.15

Are there drawings available for the foundations for strs. 118/5 & 118/4. If not, what should we assume for the diameter and depth of the foundations that are to be completely removed? Information on the exact foundations installed is not available. However, Drawings for several possible foundation designs are included in the amendment. See dwgs. FT-SF D 2005, FT-SF D 2006, FT-SF D 2007, FT-SF D 2008, FT-SF D 2009

On dwg. VH 2052, details A-A through F-F show pipe sizes of 12” HDPE but show the pipe as 15” CMP on the inv. el. data. Can this drawing be clarified? Dwg. VH 2052 has been corrected is include in the amendment.

Is the contractor installing the strain bus between the Sioux Falls #2 and Letcher dead end towers shown on drawings 1116 and 1117? Note 2 only seems to apply to the outgoing lines leaving the substation. However, the strain bus between the towers is not drawn in and only shown by arrows which leads me to believe that it is not our responsibility. All items not specifically called out as being provided by others are required to be provided by the contractor, including strain bus shown on dwgs. VH 1116 and 1117.

Voltage Transformer #VW70A on the east side of the Shunt Reactor Bank on drawings 1025 and 1160 is not listed in the bidding units/specifications. Can you provide the specifications for this unit and let us know which bidding unit it belongs in? Project specifications div. 9 have been revised to reflect this requirement and is included in the amendment

Bidding schedule Vertical Switchboard Sections shows 19 on spec page 47, and 18 on drawing VH 3400. The project specifications div. 9 have been corrected to reflect 21 switchboards sections and will be included in the amendment.

Prospective Bidders letter states “This solicitation as unrestricted.” Standard Form 1442 states Small Business Set Aside. Please clarify. The size standard listed on the SF 1442 is for informational purposes only. This solicitation is unrestricted.

Steel: Structures listed on VH2600, VH2602, and VH2604 are shown with non-standard shapes. The shapes listed are not available and would have to be custom fabricated at extreme additional cost. Shape 24x12x5/8 is manufactured in Japan; 20x12x1/2, and 20x12x5/8 are readily available and manufactured in USA. Will Western accept the standard shapes described herein in lieu of the shapes listed on the drawings? Westerns research indicates that the shapes specified are available from manufacturers in the USA. Please provide the steel shapes as specified.

Will Western allow a one week extension on the bid? Please view Amendment 0002 for the new bid date.

Please refer to page 24/70 in regards to circuit breaker manufacture. Will WAPA accept bids from a small business that are quoting Hitachi HVB breakers in lieu of Mitsubishi. Also, we have a vacuum breaker @ 69kV that uses dry air instead of SF6 gas as an insulating medium. This equipment is Government furnished, not contractor furnished. See project specifications Division 9, paragraph A.1

The Channel Manager at GE Energy/General Electric is telling me that he needs additional equipment specifications than what is provided on the: bid schedule, project specifications & drawings. Would WAPA be able to post the additional specific equipment requirements for the equipment starting on bid schedule line item # 0028-0041? Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at: https://www.wapa.gov/DoingBusiness/SellingToWestern/Pages/what-western-buys.aspx.

The quantity of BF2 foundations on sheet 2306 indicates that there are (44) foundations. In reviewing the layout drawings, we have found (4) on sheet 2203, (12) on sheet 2204, and (32) on sheet 2205 for a total of (48). Should we go with the drawings and bid for a total of (48) foundations?

That is correct, there are 48 BF2 foundations. The project dwgs. were revised to reflect this quantity.

The foundation drawings for the piers does not designate what the rebar tie lap requirement is. Should we follow the standard 8615 ASTM requirements for rebar? If there are specifications you would like us to use can you please send us them?

Please refer to our standard drawing 01 2004-1 for lap requirements. These drawings and our standard information can be found at:

I saw that you had posted the VT Hanlon Substation project and have already taken some time to read through the documents. I do not see electrical acceptance testing or commissioning called out. Most projects like this have that called out and I am wondering how you may be handling that portion of the project. Should I bid that portion direct or get in touch with the electrical contractors to bid? See Standard 9, paragraph 9.1.2 Acceptance Tests. Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at: https://www.wapa.gov/DoingBusiness/SellingToWestern/Pages/what-western-buys.aspx. See
