United States Department of the Interior Multiple-Award Task Order Contracts (MATOC)/Indefinite-Delivery, Indefinite-Quantity

(IDIQ) contracts for Geotechnical Engineering Services

DESCRIPTION OF WORK

1.0 GENERAL

1.1 GENERAL TASK ORDER REQUIREMENTS

1.1.1 Actual project work will be assigned through individual Task Order solicitations for various Geotechnical engineering services.

1.1.2 The Contracting Officer (CO) or a designated representative will issue a Statement of Work and Task Order Request for Proposal (RFP) letter. The RFP will describe the work to be performed, the deliverable items, and the required time period for completion.

1.1.3 Firms will be evaluated and selected for each Task Order based upon their SF 330 proposal submittals.

1.1.4 Task Order proposal preparation periods may vary depending on fiscal and programmatic need, anywhere from 7 to 30 calendar days would be typical.

1.1.5 The Contractor shall commence work on each Task Order according to their proposed and agreed upon schedule, unless otherwise directed by the CO.

1.1.6 The Contractor may request final payment when all documents and data have been delivered and the Contracting Officer’s Representative (COR) has determined that the documents and data conform to the requirements of the Task Order and the contract.

1.1.7 Upon receipt of an individual RFP describing a specific project, the A-E shall respond within the time frame prescribed in the RFP.

1.1.8 If the A-E is unable or not interested in submitting a proposal, a timely response indicating this is required. Lack of response may result in not being considered for future work under this Contract.

1.1.9 Depending upon the nature of the project, performance specifications along with preliminary drawings may be provided with the RFP. The intent of this information is to provide the A-E with the general outline of the scope of work for the project. These drawings should be considered preliminary in nature and should not be construed as final documents unless otherwise designated as such.

1.1.10 After the scope and fee have been negotiated for a project, the CO will issue a firm fixed price Task Order for the effort.

1.1.11 SF 330, Part I, Section D – Organization Chart and SF 330, Part I, Section E – Key Personnel shall be updated and submitted to CO annually by 9-30-20XX or end of the fiscal year. Any substitutions of Key Personnel shall be approved by the Contracting Officer.

2.0 DEFINITIONS AND ACRONYMS

2.1 A-E, Contractor – Architectural-Engineering firm is the contracting entity selected for the project.

2.2 CO – Contracting Officer is defined as a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the United States of America.

2.3 COR (COTR) – Contracting Officer’s Representative (Contracting Officer’s Technical Representative) is authorized to act within the limits of their authority as delegated by the CO.

2.4 Government shall also be referred to as the Owner, CO, COR, or awarding bureau (i.e. FWS, FS, NPS, etc.)

2.5 Offeror is the A-E submitting a proposal for consideration under this solicitation.

2.6 OPR – Owner’s Project Requirements

2.7 Performance Specifications state what the required results will be with measurable or observable criteria for verifying compliance.

2.8 Schedule is a chronological layout of the work to be performed.

3.0 SCOPE

3.1 A-E SPECIALTIES AND MAJOR PROJECT TYPES (including but not limited to)

3.1.1 Geotechnical engineering of road structures, bridge structures, building and non-building structures and their Foundation Systems. Ability to perform Topographic Surveying Services and Wetland Delineation Surveying Services for developing, preparing, and submitting background base maps for project areas to include but not be limited to background base maps for proposed exploratory drilling, soil sampling, and test pit excavation plans

3.1.2 Development of design parameters and specifications for a variety of non-complex and complex structures and site construction projects and the ability to oversee and effectively manage construction and restoration activities prior to and during construction.

3.1.3 Collection and analysis of data necessary for planning and oversight of building and site construction projects and an understanding of building and site construction projects and their interaction with regional on-site soils and regional geology.

3.1.4 Performing field verification site visit, site assessments, site evaluations, site investigations and in developing, preparing, and submitting Geotechnical Engineering Reports.

3.1.5 Comprehensive geotechnical investigations of project sites in order to characterize the materials and conditions that will be encountered during any construction and operation of the project, their nature, variability, extent and any special requirements to be observed. The investigation should be undertaken in a systematic manner to minimize the likelihood of contract variations arising from unexpected conditions. The detail of the investigation should be commensurate with the potential risks, hazards and complexity of the project. Where changes of soil type are encountered, the investigations should determine the boundaries and depths in sufficient detail to enable the extent of appropriate design units and design treatments to be determined.

3.1.6 Professional interpretation of the results and preparation of a geotechnical reports.

3.1.7 Coordinating and validating utility locations prior to commencing with any investigation.

3.2 DATA COLLECTION

3.2.1 Services in this category include the gathering, analysis and documentation of data required to establish the OPR for project justification, budgeting, and design of a project, and include, but are not limited to:

3.2.1.1 Field Report: At a minimum, the report should consist of a description detailing what was seen or observed, an analysis describing strengths and weaknesses, reflection or evaluation of the observations considering theory and key concepts in the broader context of all disciplines involved and an Appendix containing any supporting information.

3.2.1.2 After the Task Order is awarded and the Notice to Proceed has been issued the A-E key personnel shall meet with Government representatives to discuss and resolve any remaining questions and issues generated from the proposal package.

3.2.1.3 Project identification, including discussions of project location, history, functions, and scope.

3.2.1.4 Physical planning, including the conduct of topographic or engineering surveys, soil investigations, studies of historical, cultural resources and regulatory requirements, flood plain or tidal assessments, and consideration of components that may have or affect lead based paint, asbestos, radon, and PCBs.

3.2.1.5 Preparation of reports and related documents, both draft and final, will be described in each RFP. At a minimum, reports shall include but not are limited to:

• Title Page including Report title, preparer, contract number, and date.

• Executive summary

• Table of contents

• Description of the study and investigations

• Listing of data used and assumptions made

• Summary of results, conclusions, and recommendations.

3.3 CONTRACTOR RESPONSIBILITIES

3.3.1 The services specified in each Task Order could include visits to the project sites;

meetings with Government representatives and other key personnel or consultants; and making presentations. The location for these visits, meetings, and presentations will be specified in the individual Task Orders and could include the Contractor’s office, Government regional or station offices, or any other site as deemed appropriate by the Government for the particular requirement.

3.3.2 The Contractor shall prepay shipping charges on all charts, sketches, drawings, and documents submitted to the CO, or COR.

3.3.3 The Contractor shall closely coordinate the work for which they are responsible under this contract with related work being performed by Government personnel. This shall include contractor documentation of all project meetings with the government.

3.3.4 Furnish qualified, experienced staff to perform work specified in the Task Order.

3.3.5 Furnish all materials, supplies, and equipment unless otherwise stated in the Task Order.

3.3.6 Furnish preliminary studies, sketches, and layout plans, reports, and other accompanying items. The number of copies of the preliminary documents to be furnished to the Government will be set forth in each Task Order. The time for review by the Government of the preliminary documents will also be specified in each Task Order or ten (10) business days when not specified.

3.3.7 Furnish the number of final sets, interims, and copies of the work set forth in the Task Order (including mailing costs) when other than electronic submittals are required.

3.3.8 Assure complete, competent, properly coordinated, and thoroughly checked documents.

3.3.9 Maintain good security practices to prevent disclosure of information about projects under this contract to any individual or firm other than to the CO, except as may be required to obtain quotations for materials and supplies for subcontract work or as required in the RFP.

3.3.10 The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in any services.

3.3.11 Neither the Government’s review, approval, or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance of any of the services furnished under this contract.

3.3.12 The rights and remedies of the Government provided for under this contract are in addition to any other rights and remedies provided by law.

3.3.13 If the Contractor is comprised of more than one legal entity, each such entity shall be jointly and severably liable hereunder.

3.4 PERMITS / CLEARANCES / APPROVALS

3.4.1 The Contractor shall, without additional cost to the Government, obtain the necessary permits, licenses, and approvals from all local, State, and Federal authorities as are necessary for the performance of the services by the Contractor required by the individual task orders issued under this contract. Should it become necessary in the performance of the work to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the Contractor shall secure the consent of the representative or agent prior to effecting entry on such property.

3.4.2 The Contractor may be required to assist the Government in conferring and coordinating with local, state, and Federal government agencies.

3.4.3 If indicated in RFP, the Contractor may be asked to assist with the preparation of necessary permits, licenses, and approvals from all local, state, and Federal authorities.

4.0 DELIVERABLES

4.1 Unless specified differently in a Task Order, the following requirements shall apply to submittals for data collection. Submittal requirements for other levels of project development will be as designated in individual Task Orders. A task order may require the contractor to use project management software such as ‘Submittal Exchange’.

4.2 All reports and/or documents and materials to be delivered under the contract shall be submitted with a letter of transmittal identifying the contract number, document control number, and the descriptive title of the contents. All deliverables shall be packaged and packed for shipment in accordance with standard commercial practices for domestic shipment if applicable.

4.3 SCHEDULE

4.3.1 As part of the proposal package, the A/E shall submit a schedule of the number of calendar days that will be required to produce all work required by the RFP, including all submittal and review periods stated herein.

4.3.2 The Contracting Officer will review the A/E’s schedule and determine if the number of calendar days submitted by the A/E is reasonable for the work required. The Contracting Officer reserves the right to negotiate the time required on any phase of the work with the A/E.

4.3.3 The schedule approved by the CO will form the basis of the delivery time required under the Task Order.

4.3.4 Any potential schedule changes shall be brought to the CO and COR’s attention immediately after identification along with a justification for the change. The CO reserves the right to request and negotiate some form of compensation to the Government for any unduly schedule delays.

5.0 INSPECTION AND ACCEPTANCE

5.1 Deliverables will be reviewed for conformance with SECTION 4.0 DELIVERABLES by the COR and accepted or rejected for resubmittal as appropriate.

6.0 GOVERNMENT RESPONSIBILITIES

6.1 Government will, throughout the performance of the Work, cooperate with the A-E and perform its responsibilities, obligations, and services in a timely manner to facilitate the A-E’s timely and efficient performance of the Work and to not delay or interfere with the A-E’s performance of its obligations under the Contract Documents.

6.2 Government will provide timely reviews and approvals of submissions consistent with the review times set forth in the Task Order and the A-E’s approved schedule.

6.3 Government will typically furnish the following upon request if available:

6.3.1 Support drawings, reports, studies, and other documentation to extent available.

6.3.2 Existing drawings as available.

7.0 AVAILABILITY

7.1 Location of the project will be identified in the RFP, along with associated maps as available.

7.2 Site/location hours will be provided in the RFP. Special arrangements must be made for access for non-business hours.

7.3 A point of contact and contact information will be identified for the facility addressed in the RFP.
