• Established the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance on Federal lands

• For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all Federal revenues from the development of oil, gas, coal, or alternative or renewable energy on Federal lands and waters.

• The fund must be used for priority deferred maintenance projects – not to exceed $1.9 Billion per year for 5 years

Satisfy all Geotechnical requirements including GAOA, disaster recovery, routine deferred maintenance, and new construction

130 contracts will be awarded by 09/30/21

Geotechnical Scope33

Typical work will include:

Geotechnical Engineering of:

•Road structures •Bridge structures •Building and non-building structures and their foundation systems

Topographic and Wetland Delineation surveying services •Background base maps for proposed exploratory drilling, soil sampling, and test pit excavation plans

Collection and analysis of data necessary for planning and oversight of building and site construction projects •Understanding of building and site construction projects and their interaction with regional on-site soils and regional geology

Geotechnical Engineering Reports •Field verification •Site assessments •Site Evaluations

Site Investigation •Characterize the materials and conditions that will be encountered during any construction and operation of the project, their nature, variability, extent, and any special requirements to be considered

Development of design parameters and specifications •Ability to oversee and effectively manage construction and restoration activities prior to and during construction

Select States or US territory: Minimum – (1); Maximum – (5)

Each State or US Territory will have a pool of 3-5 Contractors

Must be a registered/licensed in selected States

Technical Evaluation Factors and Pricing66

Criterion 1 Specialized Experience and Technical Competence

Demonstrate specialized experience in areas specified under “Geotechnical Scope”

Criterion 2 Professional Qualifications

Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract.

Required Disciplines include Foundation/Geotechnical Engineer, Geologist, Project Manager, and Soils Engineer

Criterion 3 Past Performance A performance record must be submitted to the offeror directly from the client only for projects included in the SF 330 submission Part I Section F.

Will be evaluated in terms of relevance, cost control, quality of work, and compliance with performance schedules

Criterion 4 Capacity and Management Capabilities

Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract.

Pricing Labor rates After evaluations, negotiated prior to award.

Chairperson shall review SF330’s of each of the Geotechnical IDIQ Contractors in place of performance

Hold discussions with at least three of the most highly qualified firms regarding concepts and the relative utility of alternative methods of furnishing the required services.

Prepare a selection report for the Contracting Officer recommending, in order of preference, at least three firms that are considered to be the most highly qualified to perform the required services.

After review of recommendations, the Contracting Officer will then issue a Task Order Request for Proposal to the most highly qualified firm to provide a cost proposal.

For each new task order requirement:

Designate an evaluation board Chairperson to develop selection criteria
