Multiple-Award Task Order Contracts (MATOC)/Indefinite-Delivery, Indefinite-Quantity

(IDIQ) contracts for Geotechnical Engineering Services for the continental US and Hawaii in any state or US territory for the Department of Interior (DOI)

Page 32/39 states that Section H – Additional Information has a 10-page limit. However, on the second to last paragraph on Page 38/39, it states that Section H will not exceed two double-sided pages. Please clarify.

Response: Page 38 of 39 is only limiting the number of pages allowed to address any adverse past performance issues. The Section H page limit remains at 10 pages.

The second to last paragraph on page 31/39 states that the labor and categories and rate table does not count toward the page limitation. The first paragraph listed under “Initial

Evaluation of SF330s” on page 33/39 indicates that the labor sheet will be removed from our submission upon arrival. However, page 4/39 indicates that labor rates will be requested from only the highest qualified firm. Can you please clarify if you want the rates included in this submission?

Response: See Amendment 2, 14. DESCRIPTION OF AMENDMENT/MODIFICATION

The table of contents provided on page 32/39 does not include the Quick Entry Data From.

Where would you like that included in the submission?

Response: Please include as part of your proposal package

Can you confirm that the Evaluation Criteria Submission Requirements (Sections L&M) should be addressed in Section H?

Response: Evaluation Criteria Submission Requirements (Sections L&M) should be addressed throughout your proposal submission.

Could you please define “Soil Engineer?” It is sometimes referred to synonymously with a geotechnical engineer, and sometimes it is referred to synonymously with a soil scientist

Response: Roles of the foundation/geotechnical/soils engineer shall be typical for that profession.

Can you please help us get registered? I read that all firms must register to submit but I am having a hard time registering.

Response: To be eligible for contract award a firm must be registered in System for Award

Management (SAM). Failure to register in the SAM Database may render your firm ineligible for award. Registration can be found at www.sam.gov. For questions, you may contact their Help Desk at 866-606-8220.

We are hoping you can provide us with (or send a link to) the definition of several job codes. Specifically, we would like clarification of differences between Function Code 27-

Foundation/Geotechnical Engineer and Function Code 55 - Soils Engineer.

Response: Roles of the foundation/geotechnical/soils engineer shall be typical for that profession.

While the solicitation indicates that proof of registration (firm or individual) is among the documents that will not be counted as one of the 50 pages, where would we then include the registration cards/documents when the appendices listed on page 30 of the Solicitation

Form does not include one dedicated for registration cards/documents. May we add an additional appendix then? Also, can we add documents showing that we have applied for firm and individual registrations in states that we have selected?
