About this file

This is an Exemption from Competition Justification document for the Idaho Transportation Department (ITD) regarding building automation system maintenance and support services. ITD seeks ongoing maintenance, monitoring, and technical support services for its existing Delta building automation system that controls HVAC equipment and integrated building systems. The services required include system operation, diagnosis, modification, support, and preservation of the existing Delta platform without replacement. ITD requires the contractor to provide factory-level technical support, system diagnostics, engineering assistance, software and firmware support, manufacturer-level escalation, and documentation demonstrating current ISO 9001:2015 certification or equivalent quality-management standards.

The justification document supports sole-source procurement from Delta Controls (operating under Delta Intelligent Building Technologies) based on compatibility and transition risk concerns. Switching to an alternative HVAC controls provider would create substantial operational risks, including loss of proprietary programming, incompatibility with installed controllers and field equipment, recreation of graphics and databases, loss of historical operating data, additional commissioning requirements, potential HVAC system downtime, staff retraining needs, and increased lifecycle costs. The document emphasizes that maintaining the existing Delta platform through the current provider reduces risks associated with unsupported software, incompatible updates, and loss of system functionality, while ensuring forward and backward compatibility for future software releases, controller replacements, and system expansions. Delta's platform supports standardized communications technologies including BACnet/SC for integration and expansion capabilities.

Text version

Exemption from Competition Justification ITD requires services that are compatible with its existing Delta building automation environment and that can preserve, maintain, diagnose, modify, and support the existing system without replacing the existing platform.

Delta's building automation solutions are designed to integrate HVAC equipment and building systems through a centralized building automation and control environment, including monitoring and management capabilities.

The current Delta system includes proprietary programming, configuration, control sequences, graphics, databases, communication settings, controllers, field devices, and other system-specific information.

Changing to an unrelated HVAC controls provider would create substantial compatibility and transition risks, including but not limited to:

· Loss or modification of existing control programming and sequences;

· Incompatibility with installed controllers and field equipment;

· Reconfiguration or replacement of existing hardware;

· Recreation of graphics, alarms, trends, schedules, and databases;

· Loss of historical operating information;

· Additional commissioning and testing requirements;

· Increased risk of HVAC system downtime;

· Additional staff training requirements;

· Increased lifecycle costs; and

· Potential interruption to critical ITD facility operations.

Delta will provide continued access to the software and services necessary to operate, maintain, monitor, troubleshoot, and manage ITD's HVAC/building automation systems.

Ongoing maintenance and monitoring are necessary to identify system faults, alarms, equipment abnormalities, communication problems, and other conditions that could affect facility operations. Delta's building automation solutions provide centralized monitoring and management capabilities for HVAC and other building systems.

Maintaining the existing platform through Delta reduces the risk associated with unsupported software, incompatible updates, improper programming changes, and loss of system functionality.

A significant requirement of this system is preservation of forward and backward compatibility.

ITD must be able to maintain existing HVAC controls while also allowing the system to accommodate future software releases, controller replacements, system expansions, and technological improvements as appropriate.

Delta's current building automation information describes support for standardized communications and integration technologies, including BACnet/SC, and identifies capabilities for integration and expansion.

Obtaining maintenance and technical support from the existing technology provider, provides ITD with the best available assurance that future system changes will be evaluated against the installed Delta architecture rather than being developed independently by a third party.

Factory-level technical support is a critical component of the required service.

When troubleshooting complex building automation systems, ITD requires access to technical information, product expertise, software support, firmware information, engineering assistance, system diagnostics, and manufacturer-level escalation.

Delta Intelligent Building Technologies identifies Delta Controls as its building automation brand and states that existing product lines, warranties, and support agreements remain unchanged while the DIBT organization provides expanded support capabilities.

ITD requires the contractor to provide documentation demonstrating the applicable contractor/manufacturer's current ISO 9001:2015 certification or equivalent quality-management documentation.

This requirement is intended to provide ITD with assurance that applicable services are provided under a documented quality-management system and are subject to established quality-control and continuous improvement processes
