About this file
This is a Project Manual for the Connecticut Department of Energy and Environmental Protection (DEEP) for the construction of a standardized cold storage building at the Thomaston Garage facility located at 422 Watertown Road, Thomaston, CT 06787. The project involves the construction of a two-story cold storage building intended for general storage usage by the Western District and Environmental Conservation Law Enforcement divisions. The Project Manual, dated January 9, 2026, with a revised date of June 10, 2026, serves as Volume 1 of 2 and contains procurement and contracting requirements, including the Invitation to Bid, Instructions to Bidders, Bid Proposal Form, Pre-Bid Meeting Agenda, and Certificate of Authority requirements. The manual indicates that bidders must submit required documentation through CTsource, including bid proposals and DAS Contractor Prequalification Forms, though specific deadlines, pre-bid meeting dates, and award dates are not detailed in the provided excerpt.
The document establishes the framework for competitive bidding on this construction project under Project Number DEPA00013203605 under the direction of DEEP Commissioner Katherine S. Dykes. The Project Manual Volume 1 of 2 structure suggests comprehensive bidding documents and technical specifications will be provided across both volumes. Additional details regarding pricing terms, funding sources, specific contract amounts, set-asides for disadvantaged businesses, and other financial requirements are not included in this excerpt of the Project Manual title and table of contents section.
