Limited Source Justification

(1) Identification of the agency and contracting activity:

Requiring Activity: DCAA Fort Belvoir, VA

Contracting Activity: DLA Contracting Services Office - Richmond

(2) Nature and/or description of the action being approved:

Approval to solicit on a limited source basis under the authority of the Multiple Award Schedule Program.

(3) Description of the supplies or services required to meet the agency’s needs (including the estimated value):

Renewal of maintenance and support for existing American power conversion (APC) uninterruptable power supply (UPS) equipment at DCAA’s two data centers located at Fort Belvoir, VA and Millington, TN. This requirement will be for one base year and four option years. The period of performance is estimated to be August 15, 2021 through August 14, 2026. The total estimated cost is .

(4) Authority and supporting rational and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service:

The acquisition is conducted on a limited source basis pursuant to one or more of the following authorities:

FAR 8.405-6(a)(1)(i)(A) - An urgent and compelling need exists, and following the procedures would result in unacceptable delays;

FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

FAR 8.405-6(a)(1)(i)(C) - In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule (FSS) ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures;

X FAR 8.405-6(b)(1) - The particular brand name, product, or feature is essential to the government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

All batteries were replaced under contract SP4703-19-P-0018, CompuDynamic in March 2019. DCAA owns all equipment for emergency power outage situations for the Headquarters Fort Belvoir, VA and Millington, TN local area network (LAN) rooms. Failure to renew this maintenance could be detrimental to the operations of the DCAA wide area network (WAN)/LAN in the event of an equipment failure during a power outage. Maintenance and support renewals are required for DCAA to obtain preventive maintenance visits and product updates to ensure equipment is functioning properly.

Annual preventive maintenance visits will be at DCAA HQ, Fort Belvoir, VA and in Millington, TN.

Technicians will test the equipment to ensure all components are working properly, provide code updates, and repair/replace equipment as needed. The implementation of new equipment would not be in the best interest of the government. DCAA information technology staff are trained on the products and procedures currently in place. The replacement of the APC products with another brand product would require labor and funding that is not available. The APC equipment has been in use for several years and fulfills agency requirements. Without the equipment, the agency would not be able to perform its mission.

(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):

The contracting officer determined the anticipated cost to the government will be fair and reasonable, and that the resulting order represents the best value to the government by comparing proposed prices to historical prices paid for the same or similar supplies/services as well as comparison to the customer’s independent government cost estimate (IGCE).

(6) Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:

The contracting officer reviewed the previous procurement history and conducted online market research using GSA. Based on this research, the contracting officer has determined that several small businesses are capable of providing the required maintenance through award against an existing GSA FSS contract.

(7) Other facts supporting the use of other than full and open competition:

Not applicable.

(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

For the reasons set forth in Paragraph 4, DLA has no plans at this time to compete future contacts for the types of supplies/services covered by this document. This may change in the future depending on DCAA’s hardware replacement lifecycle schedule.
