About this file
This is Addendum No. Two, issued September 18, 2026, by Miami-Dade Aviation Department for Design-Build Services contract DB25AV01 regarding Central & South Terminals Baggage Handling System (BHS) Make-Up Units. The procurement modifies the Sustainable Building/Infrastructure Program requirements from the original Request for Design-Build Services. The overall Design-Build contract duration is 668 calendar days from the Notice to Proceed, with Substantial Completion required within 548 days and Closeout within 120 days. Step 1 proposals were due September 28, 2026, at 2:00 PM local time, with no extension granted. The Design-Builder must coordinate construction activities with Central Terminal Redevelopment Phase 1 while managing active terminal and ramp environments, TSA operations, airlines, and other contractors. A mandatory Technical Committee meeting was scheduled for September 23, 2026, at 1:30 PM at the Stephen P. Clark Center to address technical certification and pre-qualification certification questions.
The primary modification requires Design-Builders to achieve minimum LEED Silver certification or equivalent through the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Rating System or the U.S. Institute for Sustainable Infrastructure (ISI) Envision Rating System. The Design-Builder must engage a LEED Accredited Professional (LEED AP) or Envision Sustainability Professional (ENV SP) to coordinate certification processes and monitor documentation compliance. Prior to any work or procurement activities, the Design-Builder must submit an "Office of Resilience - Initial Project Questionnaire for Buildings and Infrastructure" to the Miami-Dade County Office of Resilience for project-specific requirements. Short-listed firms requiring access to Department of Homeland Security confidential documents must submit executed DHS Non-Disclosure Agreements and related forms directly to Claudia Portocarrero. The addendum addresses ten clarifying questions regarding proposal submission procedures, design schedule allocations, commissioning requirements, Project Integrator qualifications, and document access procedures.

ADDENDUM NO. TWO
DATE: September 18, 2026 DEPARTMENT: Miami-Dade Aviation SPD PROJECT NAME: Design-Build Services for Central & South Terminals Baggage
Handling System (BHS) Make-Up Units
SPD CONTRACT NUMBER: DB25AV01
SUBMITTAL DATE: September 28, 2026 PROCUREMENT OFFICER: Justin Espagnol
This Addendum is issued to clarify and/or modify the previously issued Request for Design-Build Services (RDBS) and is hereby made part of the RDBS. All requirements of the RDBS not modified herein shall remain in full force and effect as originally set forth.
MODIFICATION:
1. Remove the following language in Section 1.19 Sustainable Building/Infrastructure Program of the RDBS:
The Design-Builder shall ensure that all activity as a result of this contract comply with the Sustainable Buildings Program with the Miami-Dade County Office of Resilience. The Consultant shall comply with:
(i) Resolutions No. R-617-17 and R-811-22;
(ii) Sections 2-1 (Board of County Commissioners Rule 5.10) and 9-71 through 9-75 of the Code; and
(iii) Implementing Order (“IO”) No. 8-8; which established a County policy to incorporate, wherever practical, Green Building Practices into the planning, budgeting, design, construction, operations, management, renovation, maintenance and decommissioning of Public Projects. These sections of the Code together with the IO, are referred to as the “Sustainable Buildings Program”.
(iv) While the project does not require formal certification, it must comply with “Maximum Measures” as outlined in the above policies. For this particular project, the selected “Maximum Measure” is the use of Low VOCs paints and sealants, which the selected vendor is required to implement.
And replace it with:
The Design-Builder shall ensure that all activity as a result of this contract comply with the Sustainable Buildings Program with the Miami-Dade County Office of Resilience. The Consultant shall comply with:
(i) Resolutions No. R-617-17 and R-811-22;
(ii) Sections 2-1 (Board of County Commissioners Rule 5.10) and 9-71 through 9-75 of the Code; and
(iii) Implementing Order (“IO”) No. 8-8; , which established a County policy to incorporate, wherever practical, Green Building Practices into the planning, budgeting, design, construction, operations, management, renovation, maintenance and decommissioning of Public Projects. These sections of the Code together with the IO, are referred to as the “Sustainable Buildings Program”.
The primary mechanisms for determining compliance with the Sustainable Buildings Program, shall be determined by completing a formal certification process with the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) Rating System (for buildings), the U.S. Institute for Sustainable Infrastructure (ISI), Envisions Rating System (for infrastructure), and the Section VII Prescriptive Path elements in I.O. 8-8., except as noted elsewhere in I.O. 8-8, or as otherwise directed by the County’s Sustainability Manager. Where certification shall be required to attain, at minimum, a “Silver” rating or higher in the version most recently adopted by USGBC/ISI.
The participation of an experienced LEED Accredited Professional (LEED AP) or Envision Sustainability Professional (ENV SP), as applicable, is required to assist the County in various aspects of the LEED or ENVISION registration, application, and certification process. Their responsibilities include coordinating with all disciplines, collaborating with the project Architect (or other lead design professionals), and providing guidance to the Consultant in designing the application projects to attain the necessary LEED or ENVISION certification points. Additionally, they are responsible for monitoring the Consultant's documentation to ensure compliance with the Consultant's obligations in achieving the targeted certification level.
The Design Builder shall ensure that infrastructure and building public projects coordinate compliance with the Sustainable Buildings Program with the Office of Resilience, including submission of the “Office of Resilience – Initial Project Questionnaire for Buildings and Infrastructure” prior to issuance of any work, procurement solicitations or contracts related to a specific project. The Office of Resilience Sustainability Manager will conduct a thorough assessment of the specific scope of work and provide project-specific requirements and procurement language, as applicable, and shall be integrated into the service order to guarantee adherence to the Sustainable Buildings Program policy.
Projects that involve the planning, design, construction, management, renovation, maintenance and decommissioning of infrastructure or buildings owned, financed, or operated by the County shall comply with the requirements of the County’s Sustainable Buildings Program.
Compliance Requirements Please note that lack of funding, lack of knowledge about following IO 8-8, tight deadlines, being unaware of Sustainable Buildings Program requirements, forgetting to put the requirements in bid documents, being unable to go back and change bid documents without incurring significant change order costs, contractors being unaware of the requirements, belief that the policies do not apply due to the wording of the policies, or any other similar justifications are not accepted in lieu of compliance with Sustainable Buildings Program. The unique characteristics of a project shall not, in any way, exempt it from applying sustainable Green Building Practices to the maximum extent possible.
Nothing in this RDBS is intended to support, implement or advance a net zero policy, require any Proposer, contractor or person to support a net zero policy, or provide a procurement or purchasing preference for a product or vendor on the basis that the procurement or purchase of such product or from such vendor will advance or support a net zero policy as “net zero policy” is defined in section 377.816, F.S., as may be amended from time to time, or in any way violate any applicable provision of section 377.816, F.S..
QUESTIONS AND ANSWERS:
Q1: We request a due date extension in order to provide a detailed and appropriate response to this RFQ.
A1: The County will not extend the Step 1 Submittal Deadline. Per the RDBS, Step 1 proposals remain due on Monday, September 28, 2026, at 2:00 PM Local Time.
Q2: Please clarify the meaning of the "Total Compensation for Services" field within the Design-Build Experience & Qualification Form.
For projects where the submitting firm served as a subconsultant or subcontractor, should this field reflect:
a. The total compensation received by the submitting firm for its individual scope of services; or
b. The total compensation received by the entire project team under the prime contract?
Our assumption is that this field is intended to identify the compensation received by the submitting firm for the services it provided on the referenced project.
A2: “Total Compensation for Services” shall reflect the total compensation received by the team member completing the form for the services it provided on the referenced project. It shall not reflect the entire prime contract amount unless the submitting firm holds the prime contract.
Q3: Please clarify the requirements for completing the "B: Professional Fees" field.
Our understanding is that this field is intended to reflect the total professional design fees for the overall project team, separate from the "Total Compensation for Services" field, which identifies the compensation received by the submitting firm.
However, when a referenced project was performed as a subconsultant, the submitting firm may not have access to the total project professional fee amount and may only know the fee associated with its own contract.
In these instances, how should proposers complete the "B: Professional Fees" field? Is it acceptable to:
- Provide the submitting firm's fee only;
- Provide an estimate of the total professional fees;
- Indicate that the information is unavailable; or
- Leave the field blank?
A3: “B: Professional Fees” shall reflect the total professional design fees for the overall referenced project, if known. If that amount is unavailable to a subconsultant or subcontractor, enter “Not Available” and identify the submitting firm’s own compensation under “Total Compensation for Services.” Do not estimate the overall professional fees or leave the field blank. If the total project cost cannot be calculated because the professional fees are unavailable, enter “Not Available” in that field as well.
Q4: What is the duration of the proposed Design Schedule? What is the duration of the Permitting time and what is the duration of the construction time.
A4: The overall Design/Build Contract duration is 668 calendar days from the effective date of the Notice to Proceed. The contractual milestone allocations are as follows:
• Notice To Proceed to Substantial completion: 548 days
• Closeout: 120 days
The County does not prescribe fixed durations for Design, Permitting, or Construction. Proposers shall allocate durations within the overall contract time consistent with their proposed means and methods, approval periods, permitting agency timelines, and the phasing requirements of the Design Criteria Package (to be issued at Step 2).
Q5: Is there any adjacent work impacting the construction schedule?
A5: Yes. The Design-Builder shall coordinate the Work with Central Terminal Redevelopment Phase 1.
Proposers shall account for performing construction in active terminal and ramp environments, ongoing airport operations, TSA, airlines and tenants, MDAD stakeholders, and other contractors. The Design-Builder shall incorporate the known interfaces, access requirements, operational restrictions, shutdowns, and phasing constraints into its project schedule.
Q6: What building systems will MDAD require for the Commissioning?
A6: Commissioning requirements shall include all systems identified in Technical Certification Category
27.02 – Building Performance Evaluation Services – Commissioning/Retro Commissioning, as applicable to this project. Systems associated with the BHS, MEP, controls, and integrated terminal support infrastructure shall be commissioned per Contract Documents and the Design Criteria Package.
Q7: On page 24 of the RFP, it calls for a Project Integrator- to include an Information Technologies Engineer in the project planning and design process to oversee and coordinate all activities across vendors and service providers to ensure the success of the project consistent with the type, size, scope and complexity of this project.
a. Q. Does the Project Integrator need to hold a technical certification with Miami Dade County?
b. Q. Which systems specifically will the Project Integrator need to coordinate that occur in the area of this project?
A7: a. The Project Integrator is a required specialty individual under Section 2.1 but is not required to hold Miami-Dade County Technical Certification. Only A/E firms performing A/E services must meet technical certification requirements under Section 2.2.
b. The Project Integrator shall coordinate all technology-related systems and interfaces that may affect, or be affected by, the Work, including active MDAD operating systems, BHS controls, communications systems, MDAD IT infrastructure, and other systems serving the Central and South Terminal ramp and screening areas.
The Project Integrator shall ensure that all system interfaces, shutdowns, cutovers, and integrations are thoroughly planned and coordinated with MDAD and other affected stakeholders. This coordination shall include sequencing, operational impacts, required approvals, testing, contingency and recovery procedures, and return-to-service requirements. Shutdown and integration activities shall be clearly and effectively communicated to all affected parties before, during, and after implementation to minimize disruptions to airport operations and confirm successful system integration.
Including but not limited to:
• BHS controls integration
• Communication systems within Central & South Terminal ramp and screening areas
• Interfaces with MDAD IT infrastructure
• BIM coordination and digital project delivery requirements
These responsibilities align with the scope definitions and BIM requirements in Sections 1.3 and 2.1.
Q8: Do covers, section dividers, tables of contents, and completed County forms count toward the stated page maximums? Are bookmarks required in the Step 1 PDF, as they are for the Step 2 technical proposal under §3.6?
A8: No, covers, section dividers, tables of contents, and completed County forms do not count toward the stated page maximums. No, bookmarks are not required for Step 1 submittal.
Q9: During the pre-submittal project briefing, it was brought to our attention that a meeting is scheduled for September 23, 2026, prior to the proposal submission deadline.
We respectfully request clarification regarding the details of this meeting, including the scheduled time, meeting location or virtual meeting information, intended purpose, and any agenda or specific topics that will be addressed.
