3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described in the solicitation package below:
A. PROJECT OVERVIEW
The United States Department of Agriculture, Agricultural Research Service (USDA ARS) has a requirement to construct a new one-story pre-engineered building (PEB) of approximately 3,826 SF and will include offices, a conference room, a break room, and utility spaces. This requirement will also include an option for ashalt paving, striping for a parking lot, and installation of a bioswale. New facility will support a federally owned Watershed Research Unit (WRU) to be located on leased land at the University of California at Davis in Davis, California.
The users of the new WRU building will be ARS scientists and associated staff for the purpose of studying watershed issues. The anticipated scientists may eventually include hydrologists, plant physiologists, economists, and data analysts.
B. SITE DESCRIPTION

The USDA ARS lease will include a site owned by the University of California on the University of California, Davis campus. The site is in a rural part of the campus, located on the west side of Hopkins Road at the intersection of Bee Biology Road. At the project site, there is a gravel road to the west, Hopkins Road to the east, a chain link fence to the south, and an existing L-shaped building northeast of the site currently occupied by the UC Davis Information and Education Technology (IET) department. The IET building was constructed around 1994. The property to the south of the site includes four Pomology field structures. On the proposed WRU site itself there is an existing concrete pad where two small sheds have been removed, and a decommissioned satellite dish. The pad and the satellite dish will be removed within the scope of this project.
There are a number of existing trees on the project site preserving a few “Heritage/Specimen” trees on or near the site will be required. Other miscellaneous trees will be removed as required for the proposed building.
The WRU facility will have an asphalt concrete paved parking lot on both the east and west sides of the proposed building. The west parking lot will connect to the existing north-south gravel road immediately west of the project site. The east parking lot will connect to the existing east-west gravel road immediately south of the project site, connecting to Hopkins Road. Concrete sidewalks will be provided outside of entry and exit doors and to Hopkins Road, with an accessible curb ramp.
A 20’w. x 12’d. concrete apron will be provided outside of the roll-up door to the Instrumentation Shop.
C. TOPOGRAPHIC SURVEY AND SITE UTILITIES
A topographic survey and lease boundary survey of the site has been developed and will be provided with solicitation documents. The topographic survey was coordinated with and includes existing UCD utilities, mainly south and east of the project site. A Site Utility Study identifying existing site utilities that will provide service to the new WRU will be provided with solicitation documents. The site is relatively flat and no wetlands have been identified.
D. BUILDING GRADING AND DRAINAGE

It is anticipated that due to expansive soils in the vicinity over-excavation will be required and engineered fill will be installed under the new building. The new WRU will require a standard reinforced concrete slab on grade and a perimeter drainage system to remove ground water from the immediate area adjacent to the new building. A complete geotechnical report will be provided with solicitation documents.
E. SITE FURNISHINGS
One dumpster pad on the west side of the building will be installed. Waste and recycling collection trucks will be required to access the west parking area.
F. FENCING AND SECURITY
A Six-foot-high chain link fencing and manually operated swing gates shall be provided to separate the parking areas from public entry during non-business hours.
G. LANDSCAPING
A 4-foot wide graveled area around the building perimeter where there is no paving will be installed.
H. SITE DEMOLITION
Includes demo of existing concrete slab where two sheds have been removed and an existing decommissioned satellite dish and associated foundation and electrical devices.
I. SITE CLEARING
Required clearing and grubbing of areas within the scope of work included.
J. STORM WATER QUALITY
This project will collect all of the storm drainage runoff from impervious surfaces and direct it to landscaped bioswales immediately adjacent to the new parking lots. The size of the landscaped bioswales will be approximately 4% of the total impervious surfaces created for this project.
K. STORM DRAINAGE
Area drain and 10” storm drain pipe are within the footprint of the new east parking lot.
This 10” storm drain connects to a storm drain manhole in the gravel road immediately south of the project site. A 30” storm drain pipe from this manhole connects into an existing manhole and storm drain main in Hopkins Road. This project is designed for a 10 year storm event and will tie into the existing storm drain system that connects to the existing storm drain main in Hopkins Road.
L. SANITARY SEWERAGE
There is an existing 8” sanitary sewer main in Hopkins Road, immediately east of the project site. This project will direct the sanitary sewerage from the proposed building into this existing 8” sanitary sewer main.
M. DOMESTIC AND FIRE WATER
There is an existing 8” water main in Hopkins Road, immediately east of the project site.
A new fire hydrant will be required for the project to be installed at the southeast corner of the new building, adjacent to the new east parking lot. Domestic water service will also be able to be served from the existing 8” water main in Hopkins Road.
N. GEOTECHNICAL ASSESSMENT
Soil borings have been taken on the proposed site on March 25, 2019. An analysis of the borings is contained in a geotechnical report which will be provided with solicitation documents.
