About this file
This is a cancellation notice from the West Virginia Department of Health regarding the Rural Health Transformation Program's Request for Proposal (RFP) AFRP RHT2600000004. The RFP was issued to procure a qualified vendor to design, develop, implement, and operationalize a statewide Data Spine system. The Department of Health completed technical and cost scoring evaluations of all submitted proposals as part of the competitive bidding process.
The Department has determined that canceling AFRP RHT2600000004 is in the state's financial interest because the winning bidder maintains an existing contract with the Department of Health that was previously competitively bid by the predecessor agency, the former Department of Health and Human Resources. This existing contract already provides the services and solutions requested through the RFP. Consequently, the Department of Health will procure the needed Data Spine services through the incumbent contractor's existing agreement rather than executing a new contract resulting from this RFP process.

Text version
The West Virginia Department of Health’s Rural Health Transformation Program issued AFRP RHT2600000004 to ensure that it secured the most fiscally advantageous and technologically sound vendor to design, develop, implement, and operationalize a statewide Data Spine. The technical and cost scoring of AFRP RHT2600000004 has been completed. The winning bidder has an existing contract with the Department of Health that was competitively bid by the Department of Health’s predecessor agency, the former Department of Health and Human Resources, that provides the services that were requested by AFRP RHT2600000004. The Department has determined that using this existing contract to procure the needed services is financially advantageous to the state. Therefore, the Department of Health is canceling AFRP RHT2600000004 and will obtain needed services through the existing contract.
