JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Identification of the agency and contracting activity.
A. Agency: Drug Enforcement Administration (DEA)
B. Contracting activity: Office of Acquisition and Relocation Management (FA)

2. Nature and/or description of the action being approved. (e.g., new contract award or modification expanding the scope of an existing contract)
Justification for the use of the Elks Drug Awareness Program (DAP) as the contractor to coordinate a social media project that highlights the costs and consequences of drug use among 13- to 17-year-olds. The Elks will partner with a YouTube acting troupe (Smosh) that targets this age group and currently has approximately 15 million subscribers across its social media platforms.
3. A description of the supplies or services required to meet the agency’s needs, including the estimated value. (inclusive of all options)
DEA's Community Outreach and Prevention Support Section requires services of a company that can launch a national social media-based public education campaign highlighting the fact that drug use among 13- to 17-year-olds has costs and consequences. Smosh will produce a video that highlights the negative physical, social, and legal effects drugs have on a person. The Elks DAP will coordinate an online media ad campaign that will feature a public service announcement (PSA) and digital banner ads, which will air throughout the initial four weeks of the Smosh video's premiere. This will garner approximately 15.5 media impressions across Smosh's various social media platforms, including YouTube, Facebook, and Instagram. In addition to the purchased media time, DEA will serve as a subject matter expert consultant to the Smosh video's content to ensure accuracy of the portrayal of the physical and social consequences of drug use. The media buy also includes insertion of the URL www.justthinktwice.com (DEA's website for teens) in the Smosh video, and across Smosh's social media platforms. These media impressions will provide DEA with a wide-ranging reach to promote the need to prevent prescription opioid misuse among the 13-17 age group.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.
Market research conducted via GSA Advantage. No vendors exist that can air DEA's PSA on preventing prescription opioid misuse among 13- to 17-year-olds across a social media platform in collaboration with Smosh and garner more than 15 million impressions.
9. Any other facts supporting the use of other than full and open competition, such as:
i. Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available.
ii. When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived.
iii. When 6.302-2 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
The agency is unaware of any barriers.
