About this file

This addendum to the Plans and Specifications for the Water Treatment System Rehabilitation project at Schodack Island State Park, issued by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), modifies the original bidding documents for three separate contracts: General Construction (D006633), Electrical (D006634), and Plumbing (D006635). The addendum makes two key additions to the specifications: first, it requires contractors to provide Sodium Hypochlorite 12.5% to fill chlorine tanks for equipment start-up under Specification Section 017300.3.08.A; second, it adds comprehensive disinfection requirements for all potable water process piping, valves, fittings, pumps, and appurtenances under Specification Section 400517. The disinfection procedures must comply with the latest editions of ANSI/AWWA C653 and C651 standards and include flushing with potable water, introduction of chlorinated potable water solution with required disinfectant concentration and contact time, system flushing until chlorine residual matches normal operating levels, dechlorination where required per ANSI/AWWA C655, bacteriological sampling at Engineer-designated locations through ELAP-certified laboratories, and documentation of successful test results before system placement into service.

The contractor is responsible for furnishing all labor, equipment, temporary piping, chemicals, testing, sampling, laboratory services, and documentation necessary to complete the disinfection process as outlined in the addendum. The addendum was approved by Kurt Kress, P.E., Assistant District Manager, on August 5, 2026, and is to be attached to the back of the cover sheet of the specifications provided to bidders. This addendum supersedes or clarifies portions of the original contract documents and is binding upon all bidders and contractors submitting proposals for the three contracts associated with this project.

THIS ADDENDUM TO THE PLANS AND SPECIFICATIONS IS ISSUED TO MODIFY, EXPLAIN OR

CORRECT THE ORIGINAL DRAWINGS AND SPECIFICATIONS AND IS HEREBY MADE A PART OF THE

BIDDING DOCUMENTS. PLEASE ATTACH THIS ADDENDUM TO THE BACK OF THE COVER SHEET OF

THE SPECIFICATIONS IN YOUR POSSESSION.

Additions to Specifications:

1. Add to Specification Section 017300.3.08.A: Provide Sodium Hypochlorite 12.5% to fill chlorine tanks for equipment start-up.

2. Add to Specification Section 400517:

3.7 DISINFECTION OF PROCESS PIPING

A. Following successful completion of installation, inspection, and pressure testing, disinfect all potable water process piping, valves, fittings, pumps, and appurtenances that will convey finished or treated potable water.

B. Perform disinfection in accordance with the latest editions of ANSI/AWWA C653, Disinfection of Water

Treatment Plants, for treatment process piping and equipment. Where piping will function as a finished water transmission main or distribution main, disinfection shall additionally comply with ANSI/AWWA

C651, Disinfecting Water Mains.

C. Prior to disinfection:

1. Flush all piping with potable water to remove dirt, debris, oils, solder flux residue, and other foreign materials.

2. Verify that all pressure testing has been successfully completed.

3. Install temporary connections, sampling ports, and drainage piping as required to complete the disinfection procedure.

D. Introduce a chlorinated potable water solution into the piping system and maintain the required disinfectant concentration and contact time in accordance with ANSI/AWWA C653. Ensure all portions of the piping system, including valves, fittings, and appurtenances, are completely filled with the disinfecting solution throughout the required contact period.

E. Following the required contact time, flush the system with potable water until the chlorine residual is comparable to the normal operating residual of the public water system or as directed by the Engineer.

F. Where required, dechlorinate disinfectant water prior to discharge in accordance with ANSI/AWWA

C655, Field Dechlorination, and all applicable federal, state, and local environmental regulations. Dispose of flushing and disinfection water in a lawful manner.
