About this file

This is Addendum No. 1 to the Plans and Specifications for the Water Treatment System Rehabilitation project at Schodack Island State Park, issued by the New York State Office of Parks, Recreation and Historic Preservation. The addendum modifies the original bidding documents for three separate contracts: D006633 (General Construction), D006634 (Electrical), and D006635 (Plumbing). The project encompasses water treatment equipment replacement, electrical rehabilitation, ventilation improvements, well pump installation, and related work. A pre-bid meeting was held on July 24, 2026, with an attendance sheet included in the addendum. Requests for Information were due by 5:00 PM on July 29, 2026, and sealed bids were due August 11, 2026 at 12:30 PM. The addendum contains corrections to drawings and specifications, including clarifications regarding vent pipe sizing on the 2500-gallon storage tank (corrected from 3" to 4" Schedule 80 PVC), drawing sheet references, and door panel louver specifications. All work must be physically completed within 250 days of NYS Comptroller approval, with water service interruptions permitted only between November 16, 2026 and May 6, 2027, and the water treatment system operational by April 23, 2027.

The Plumbing Contract (D006635) requires a bid bond of $26,600 and includes an allowance of $25,300.00 added to the base bid amount submitted by contractors. The contract specifies separate bonds are required for each of the three contracts. Technical specifications clarify that proposed piping shall be Type K Copper with press-connect fittings acceptable as an alternative to soldered fittings, provided fittings comply with ASME B16.51 and are listed for potable water service; no contract price or time adjustment is permitted for this substitution. The Plumbing Contractor is responsible for equipment demolition and disposal, tank drainage and chemical filling, well pump installation, and plumbing system components per specification sections. MWBE participation goals for D006635 are 5% MBE and 25% WBE, with a 4% SDVOB goal. Under Public Building Law 8(6), responsible MWBE firms submitting bids within ten percent of the lowest bid will be deemed apparent low bidder if the bid amount does not exceed $1,737,918. Bidders must provide Contractor Registry certification, gender-based violence workplace policy certification, and comply with all applicable New York State labor and procurement laws.

The Human Rights Law may also require reasonable accommodation for persons with disabilities and pregnancy-related conditions. A reasonable accommodation is an adjustment to a job or work environment that enables a person with a disability to perform the essential functions of a job in a reasonable manner. The Human Rights
