About this file

The document is an Offeror Attestation of Responsibility for a Department of Veterans Affairs (VA) Recovery Audit Services contract. The successful offeror will be compensated exclusively through funding returned by providers after recovering overpayments, contingent upon completing several critical pre-implementation requirements. These requirements include mobilizing resources, submitting security documentation, developing an Audit Management Plan, creating an electronic records system, establishing a public website and secure data portal, designing system access protocols, and setting up a Customer Service Center for providers.

Key pre-award conditions mandate that the contractor must receive paid claim data from VA, obtain an Authority to Operate (ATO), complete a comprehensive set of preparatory tasks, and make overpayment determinations through auditing before VA will issue a Business Operations Certificate (BOC). The contract is structured as a fixed percentage of recovery, with the contractor assuming all execution costs and being reimbursed only upon successful overpayment recovery. The period of performance includes a one-year base period with potential four additional option periods, with VA intending to award one to three contracts for healthcare claims recovery auditing services.
