Department of Veterans Affairs Memorandum
Date: 8 March 2021
From: Chief, Pharmacy Services
Subj: GVSMVAMC Pharmacy Provision of Pharmaceuticals to CBOCs
Thru: GVSMVAMC Chief of Staff GVSMVAMC Medical Center Director VISN 16 Pharmacy Executive VISN 16 Network Director
VACO PBM (12PBM)
1. Request waiver for the G.V. (Sonny) Montgomery VA Medical Center (GVSMVAMC) Pharmacy to provide medications and vaccines to all affiliated Community Based Outpatient Clinics (CBOC): Greenville, Columbus, Kosciusko, Meridian, McComb, Natchez and Hattiesburg. The VISN 16 Network Contracting Office requests a waiver to be included in all contracts in which the host facility provides pharmaceuticals to contracted CBOCs. The GVSMVAMC has always provided medications and vaccines to the affiliated CBOCs in the past and has made a significant investment to ensure proper medication storage and utilization.
2. GVSMVAMC Pharmacy uses the BD Pyxis ES Medication Management System to control and monitor medication storage and utilization at the CBOCs. The BD Pyxis Medication Management System includes a BD Pyxis MedStation and BD Pyxis ES refrigerator. The VA medical center and the contractor will ensure proper storage of refrigerated medications and vaccines by being fully compliant with: VHA Notice 2021-02, Storage of Vaccines and Medications in Pharmaceutical Grade Purpose-Built Refrigerators and Freezers at VA Medical Facilities, January 20, 2021; GVSMVAMC SOP 119-01, Storage of Refrigerated Vaccines and Medications, September 15, 2020; and GVSMVAMC Pharmacy SOP, TempTrak Temperature Monitoring System, October 1, 2020. In addition, the GVSMVAMC Pharmacy conducts monthly medication storage area inspections at each CBOC to ensure compliance with VA medication storage standards. Lastly, utilizing BD Pyxis ES Medication Management System and VA’s Computerized Patient Record System (CPRS), the Pharmacy has a process in place to monitor for shrinkage and ensure each medication dispensed is associated with a Veteran.
3. The Contracting Officer has added necessary language to the contract to ensure the contractor is responsible for reimbursing the VA medical facility for lost inventory associated with inappropriate storage, handling and monitoring by contracted staff.
4. Thank you for your consideration on this request. If you have any questions or concerns, please contact me directly at kevin.tiller@va.gov
