About this file

This is a Supplemental Technical Specifications document for the City of Clearwater's Chemical Storage and Feed System Improvements Project, a reverse osmosis facility upgrade in Pinellas County, Florida. The project encompasses preparation and protective coating of chemical containment areas for hydrofluorosilicic acid, antiscalant, sodium bisulfite, and caustic; installation of leak detection sensors with conduit and wiring; demolition and replacement of ammonium hydroxide storage infrastructure with temporary and permanent ammonia dosing facilities; furnishing new double-walled HDPE storage tanks, day tanks, chemical piping, valves, fittings, supports, and transfer pumps; installation of new level switches, alarm beacons, and grating; integration of new equipment into the plant's SCADA system; and demolition and replacement of the caustic dosing line with new containment, insulation, injection quill, and injection quill housing in the RO process room. Bids are due July 22, 2026, and the contractor must hold a current Florida state Contractor License/Registration and Pinellas County registration if applicable. The contract documents include detailed specifications organized into 29 pay items covering general conditions and mobilization, O&M manual preparation, video documentation, as-built drawings, equipment installation, integration work, demolition, and a contingency allowance.

Payment methodology employs a combination of lump sum and unit price pricing across the 29 identified pay items. General Conditions and Mobilization costs are distributed incrementally based on contract value earned (25 percent upon 10 percent completion, 50 percent upon 25 percent completion, 75 percent upon 60 percent completion, and 100 percent upon full completion). The contractor must provide a Schedule of Values and itemized cost breakdowns for Engineer review and approval prior to commencing construction. All incidental costs including permits, bonds, insurance, mobilization, demobilization, temporary facilities, testing, cleanup, and record documentation are incorporated into the unit prices or lump sum bids. The contractor is responsible for all material procurement, equipment storage in climate-controlled, weather-protected facilities compliant with manufacturer specifications, and maintaining one year's supply of required lubricants with equipment delivery. Retainage applies to all payments, and the contractor must demonstrate equipment proficiency and long-term storage compliance through manufacturer certifications prior to acceptance.
