About this file
This document is an ADOT Emergency Procurement Authorization (Form R2-7-E302) issued by the Arizona Department of Transportation (ADOT), ASD Procurement Division. The requestor is Megan Walker, Senior Procurement Officer, on behalf of ADOT. The contractor selected for this emergency procurement is Ames Construction Inc (Supplier ID IV0000006533). The authorization was approved by Christine Fruitman, Chief Procurement Officer, on November 7, 2025, following manager and procurement reviews completed on November 6-7, 2025.
The contract (CTR079191) authorizes emergency roadway repairs on US 60, mileposts 241-242, in response to flood damage caused by substantial rainfall in the Globe/Miami area during September 25-26 and October 11-13. The eastbound lane closure has impacted traffic flow and strained ADOT maintenance resources providing 24-hour traffic control. The estimated cost is $2,334,619.75, with a 12-month contract term. The commodity classification is 30121600 (Asphalts). Pricing was determined fair and reasonable based on historical comparison to current contract CTR078009, with the contractor's quote of $0.40 per linear foot for temporary striping justifiably exceeding the previous rate of $0.30 per linear foot due to emergency mobilization requirements and immediate response needs. The procurement determination was authorized pursuant to R2-7-E302 based on the immediate and serious threat to public health and safety requiring expedited repairs to restore full lane capacity and stabilize the roadway.

Rationale: There is an immediate and serious need for material, services or construction that is threatening the health and safety of the population
Provide details of the procurement need and reason for the emergency:
On the weekends of September 25-26 and October 11-13, a substantial amount of rainfall occurred in the Globe/Miami area, resulting in flood damage along the US 60 between mileposts 241 and 242. The eastbound land is currently closed to traffic due to the damages. The land closure has impacted motorists traveling through the area. ADOT Maintenance forces are currently providing 24 hour traffic control operations to manage the traffic flow and ensure safety. The ongoing traffic control is causing a strain on the maintenance resource. Immediate repair work is necessary to restore full lane capacity, stabilize the roadway and relieve the need for continuous traffic control from the Department.

ADOT Emergency Procurement Authorization (03/2025)
Describe the procurement process and strategy to promote competition and details about price fair and reasonable price determination pursuant to R2-7-702 The contractor provided a quote of $0.40 per linear foot for the temporary striping, which is slightly higher than the current contract CTR078009 rate of $0.30 per linear foot. This was used to determine that pricing is fair and reasonable based on historical pricing. The additional cost is fair and reasonable because emergency work has an increased cost to the Contractor as they address things such as rapid mobilization and immediate response requirements. Considering the urgent need to restore safe travel conditions and prevent further roadway damage, the additional cost is determined to be fair and reasonable.
