About this file
This document is a Competition Impractical Authorization form from the Arizona Department of Transportation (ADOT), specifically from the PSD/Procurement Division. The document involves VLS Recovery Services LLC as the supplier, and it was processed and approved by Christine Fruitman, the Chief Procurement Officer, on 10/14/2025.
The contract (CTR078969) is for comprehensive wastewater septic pumping services, including pumping of septic tanks, haul-away and disposal, imaging, and hydrovacing, with an estimated cost of $400,000 for a 12-month term. The pricing is $0.36 per gallon for routine services (a 16.1% increase from 2020) and $0.46 per gallon for emergency services (a 12.2% increase), which is lower than the industry's average cost growth of 19.2% from 2020 to 2025. The justification for the competition impractical authorization is business continuity, with the department noting that these services are critical to maintaining facility restroom functionality and preventing potential environmental issues like groundwater seepage.

Term 12 months
Supplier VLS Recovery Services LLC Supplier ID IV0000065893

Rationale: Compliance with A.R.S. § 41-2533, 41-2534, 41-2538 or 41-2578 is: Impracticable
Provide justification details:
The Department requires these services to perform necessary septic pumping, inspections, and preventive maintenance to the Department’s facilities across the state. Failure to obtain these services could result in restroom facilities being out of order, with no way to remedy the issue. These services will also enable emergency responses when needed, which can prevent environmental issues such as groundwater seepage.
The Department intends to solicit these services at the end of the year, and approval of this will provide the Department with additional time for supplier outreach and to re-evaluate the scope of work and line items, such as the potential inclusion of mobilization.
Fair and reasonable price determined pursuant to A.A.C. R2-7-702:
CTR067483 was previously issued for this service in 2020. The pricing for Routine Wastewater Septic Pumping, Hauling, and Disposal was $0.31 per gallon, and the pricing for Emergency Wastewater Septic Pumping, Hauling, and Disposal was $0.41 per gallon.
The submitted pricing from VLS Recovery Services for Routine Wastewater Septic Pumping, Inspection, Hauling, and Disposal is $0.36 per gallon (a 16.1% increase), and for Emergency Wastewater Septic Pumping, Hauling, and Disposal is $0.46 per gallon (a 12.2% increase) after five years.
The ProcurementIQ market report for Wastewater Treatment and Disposal indicates an average industry cost growth of 19.2% from 2020 to 2025. Based on this analysis, the contractor’s quoted pricing reflects a lower-than-market escalation and is therefore determined to be fair and reasonable in accordance with market prices.
I have determined no statewide contract is available for these goods / services ☒
