Scope of Work
1.0 INTRODUCTION
1.1 The Arizona Department of Environmental Quality (ADEQ) is seeking services to collect, transport, analyze, and report on water quality for Public Water Systems (PWS) throughout the state of Arizona. The desired outcome for this effort is quality compliance sampling of regulated contaminants, sampled at the Entry Point to the Distribution System (EPDS) taps, that are performed according to all laws and the ability to meet all required sampling schedules.
1.2 Contract award is anticipated August 2025. The Contractor will be required to attend a MAP 2026 Contract kick-off meeting with ADEQ on December 15, 2025. Detailed water system contact information and other critical data will be provided to the Contractor subsequent to award of this contract.
2.0 BACKGROUND
2.1 To help small drinking water systems comply with The Safe Drinking Water Act (SDWA), the Arizona State Legislature created “The Monitoring Assistance Program,” (MAP) in 1998. All public water systems (community and non-transient non-community) serving 10,000 (ten thousand) people or less are required to participate in MAP. In addition, any PWS serving more than 10,000 (ten thousand) people may elect to participate in MAP.
This work is financed with proceeds submitted by the PWS that participate in the program.
2.2 Each system is charged a base fee and a fixed amount per service connection annually.
These monies are deposited into a fund which is then used to hire a private contractor to collect, transport, analyze, and report results of compliance samples to the PWS and ADEQ. The program samples for regulated volatile organic chemicals (VOCs), synthetic organic chemicals (SOCs), inorganic chemicals (IOCs), asbestos, radionuclides (RADs), nitrite, nitrate, sodium and nickel. PFAS monitoring will be included in the scope of work once EPA’s final regulation is set and commences in April 2027 (40 CFR 141.900). MAP does not cover distribution system related compliance monitoring (e.g., lead, copper, microbiological, disinfectant residuals and disinfectant by-products). MAP has recently changed its Statute and Rule language to offer increased monitoring stemming from trigger or MCL results, as a voluntary option for MAP participating systems. This will be an additional requirement of this contract. This scope of work is subject to change with any updates or additions to the Arizona Administrative Code (A.A.C.) R18-4-302(a).
2.3 ADEQ is responsible for the administration of this program and the ADEQ MAP Coordinator will work closely with the Contractor to facilitate the MAP program.
2.4 Commonly used acronyms and definitions are referenced in Exhibit A – Acronyms and Definitions.

4.0 SAMPLE COLLECTION REQUIREMENTS
4.1 All sampling shall be done in accordance with A.A.C 18-4-205 and A.A.C. 18-4-206.
4.2 A licensed environmental laboratory as defined by A.R.S. § 36-495.04 shall perform the test.
4.3 Sample requirements for a system may change depending on results of samples taken.
Approximate yearly sample counts are referenced in Exhibit B – Estimated Sample Counts for Calendar Year(s) 2026 - 2028 and Exhibit C – Estimated Sample Counts by County for Calendar Year 2026. A list of county codes contained in water system identification numbers located in Arizona can be provided upon request.
4.4 The sample frequencies are annual, semi-annual (for 2 quarters) and quarterly samples depending on the monitoring schedule for each analyte, PWS and EPDS associated with said PWS. While all the samples must be completed before the calendar year’s end, samples required to be collected on a quarterly schedule are extra sensitive since they have shortened times (i.e., ninety (90) day windows) for completion. PWSs with quarterly sampling frequencies may also require semi-annual and/or annual sampling events.
4.5 Contractor shall collect an adequate quantity of each sample necessary to conduct complete analysis for all of the analytes (contaminants) indicated in the sampling schedule for a water system and each associated EPDS in a given year. Exhibit B – Estimated Sample Counts for Calendar Year(s) 2026 - 2028 and Exhibit C – Estimated Sample Counts by County for Calendar Year 2026, contains the sampling frequency for each analyte group, the number of samples to be collected and time frames. A more updated and accurate sampling schedule will be provided to the contractor in December prior to each sampling year. The Contractor shall not deviate from the schedule without prior written consent from the ADEQ MAP coordinator.
5.0 SAMPLING COLLECTION QUALITY ASSURANCE/QUALITY CONTROL
REQUIREMENTS
5.1 Contractor may be required to submit the quality control measures they will have in place to ensure integrity of the data, by way of a Quality Assurance Program/Project Plan (QAPP). The Contractor may submit their own QAPP, provided that it meets the requirements of EPA’s Directive No: CIO 2105-S-02.0 or ADEQ’s QAPP Review Checklist provided to the Contractor for use upon contract award (EXHIBIT D – QUALITY
ASSURANCE PROGRAM/PROJECT PLAN (QAPP) STANDARDS REVIEW
CHECKLIST). Contractor must also have an individual quality system that complies fully with the American National Standard ANSI/ASQC E4-1994, Specifications and Guidelines https://static.azdeq.gov/comp/dw/rules_40cfr.pdf

5.1.2 If a concern about the integrity of a sample collection arises, the Contractor, ADEQ, and the samplers shall meet/correspond within five (5) business days to resolve any related issues. If the concern of the integrity of the sample collection continues, ADEQ may consider this a material breach of Contract.
5.2 At any time during the contract period, ADEQ may choose up to fifty (50) EPDSs at which the Contractor will take a second identical sample, such samples are sometimes referred to as a “split sample”. The second identical set of samples will be sent to a second laboratory to be determined by ADEQ. The analysis fees for the laboratory designated by ADEQ will be paid by the program directly to the designated laboratory.
5.2.1 For any QA/QC sampling the Contractor will be supplied with the appropriate sample set bottles from the laboratory designated to analyze the split samples. (Sets may consist of IOCs, VOCs, and SOCs, etc.) The Contractor shall draw a second sample (“split”) at the same time the Contractor obtains the scheduled sample, and shall ship the second sample set to the ADEQ designated laboratory, unless other arrangements are made. ADEQ shall reimburse the designated laboratory for the analysis of the split samples and ADEQ shall pay the Contractor for collecting and shipping as one QA/QC second-split sample package in accordance with line item price “QA/QC Split Sample Package” of the Pricing Sheet, Attachment 13.
NOTE: Because the Contractor will already be at the site to take the required sample, there will be no additional trip charge for the second / split sample.
5.3 MAP SAMPLE COLLECTIONS - ADEQ must pre-approve any sampling that will not be performed by the Contractor, subcontractor or samplers under this Contract. Approvals can be sought for samples to be taken by the PWS operator on a limited basis. In addition, approval from ADEQ shall be sought for mail delivery/return of samples or bottles.
6.0 SAMPLING SCHEDULE/SCHEDULING
6.1 The Contractor shall provide a method in which the MAP coordinator has visibility of the scheduled sampling events. It is recommended that a live digital calendar be created and shared with the MAP Coordinator, and kept up to date to show sampling events that have been scheduled. If it becomes necessary to deviate from the original schedule, the MAP Coordinator shall be notified prior to implementing any changes.
6.1.1 ADEQ may direct the Contractor to collect new samples associated with newly established or re-established PWSs or EPDSs. Should this occur, ADEQ will notify the Contractor in writing and the Contractor shall invoice at the rate listed on the Attachment 13: Pricing Sheet.
6.2 The Contractor shall be responsible for contacting the PWS’s owner or owner’s agent to arrange for gaining access to the sample locations, as well as discussing the sampling sites and the contaminants scheduled to be sampled for at the event, as well as the need for the PWS to provide a system representative to escort MAP samplers to the correct

The Contractor shall keep accurate documentation of all communication conducted with the PWS and ensure that sampling record keeping is complete and accurate.
6.2.1 The Contractor’s sample personnel shall provide up to ten (10) business days, when able/practicable (this may not always be possible in the case of confirmation sampling), notice to any water system when arranging for sampling appointments. The Contractor shall always attempt to accommodate the scheduling needs of the PWSs by providing scheduling alternatives. The Contractor’s sampler personnel shall request the phone number where the PWS’s owner, agent and/or operator can be reached on the day of sampling.
6.2.1.1 The PWS has the right to request a copy of the chain of custody. It is the responsibility of the contractor to provide the PWS with this information.
6.2.2 If the Contractor is unable to contact a PWS to collect a required sample(s), the Contractor shall notify the ADEQ MAP Coordinator at least ten (10) business days prior to the sample collection deadline and no later than two (2) business days after the Contractor first became aware of the situation. The Contractor shall keep a contact log to document contact attempts.
6.2.2.1 If the Contractor is unable to schedule a sample collection appointment after no less than two attempts and timely notifies ADEQ, the MAP Coordinator will attempt to arrange access and will notify the Contractor if or when the sample(s) may be collected.
7.0 FAILURE TO MEET APPOINTMENT
7.1 If the PWS representative does not show up to the appointment, the sampler shall determine if the appointment is delayed or canceled. The sampler shall make detailed written notes of whether or not they determine that the appointment has been cancelled, and retain a copy for ADEQ upon request.
7.1.1 If the sampler is able to reschedule the appointment at the sampler’s convenience, and at no additional charge, the sampler shall reschedule and collect the sample(s).
7.1.2 If the sampler determines that a new trip is necessary to collect the sample(s) or ADEQ’s assistance is needed, the sampler shall contact the MAP Coordinator or an ADEQ designee. If the sampler is unable to speak to someone directly, then they shall leave a message.
7.2 All new trips to water systems for which the Contractor seeks to be reimbursed shall require prior approval from ADEQ. If prior approval is not obtained, the Contractor will not be reimbursed.
7.3 If the Contractor timely notifies ADEQ that it cannot gain access to a PWS, via Exhibit E
– On-Site Visitation of PWS Reporting Form, services shall not be deemed incomplete.
However, if ADEQ is able to secure access, the Contractor shall still perform all sampling analysis and reporting activities.

7.4 If ADEQ is unable to assist the sampler in gaining access to a given sampling location, the contractor shall fill out and submit to ADEQ a copy of Exhibit E – On-Site Visitation of PWS Reporting Form. This document will serve as both evidence that the sampler made a reasonable effort to contact the system and provide an explanation as to why the required sample was not collected or document any changes made in the sample collection. In addition, this form shall also be used by the sampler to report to ADEQ any discrepancies that resulted in a non-sampling event.
7.5 Samples shall be collected for each PWS from their respective EPDS locations in accordance with the rules and statutes. Samplers shall enter the first and last name of the on-site PWS representative directing them to the EPDS location(s) on the chain of custody (COC) to document who identified the sampling location in the event that the location ever comes into question. In addition, it is imperative that the sampler take detailed notes to reference details mentioned on the COC. If an issue arises, the sampler always has the option to complete Exhibit E – On-site Visitation of PWS Reporting Form and cease the sampling event, and to ask the MAP Coordinator for assistance.
8.0 SAMPLER PERSONNEL REQUIREMENTS
8.1 Contractor shall provide sufficient sampler personnel to conduct the required services of this contract. Should an issue with samples not being collected and processed timely arise, ADEQ shall have the option of requesting that the Contractor add additional sample personnel. The Contractor shall supply the MAP Coordinator with each MAP sampler’s workload/sampling schedule via the aforementioned shared digital calendar, to seek ADEQ’s input.
8.2 Key Personnel: Contractor shall provide an adequate staff of experienced, licensed/certified, qualified key personnel, capable of and devoted to the successful accomplishment of work to be performed under this contract. Functional areas of responsibility include sample collection, sample transportation, sample analysis, laboratory operations, accounting, invoicing, PWS customer service, reporting, and overall project management.
8.2.1 Contractor shall assign specific individuals as key personnel intended to provide services under this Contract. Once assigned to work under this contract, key personnel shall not be removed or replaced without prior written approval of ADEQ. Should advance approval be impossible due to circumstances beyond the Contractor’s control, written notice shall be provided within two (2) business days.
8.2.2 If Contractor replaces Key Personnel, it shall be personnel of substantially equal or higher abilities and qualifications and shall not affect the commitment to meet all schedules and deliverables.
8.2.3 Contractor shall bear all transitional expenses incurred for any costs associated with removing or replacing Key Personnel who are performing work under this Contract.
Transitional expenses shall include all costs of the preparation of replacements of Key

10.1 Contractor shall ensure that sample analyses are conducted according to all applicable rules and statutes.
10.2 A valid ADHS Laboratory License(s) with the accompanying Environmental Laboratory
Licensure shall be maintained by the Contractor and/or any subcontractors performing analytical services; in addition to the following:
10.2.1 Adhere to the method’s procedures and requirements.
10.2.2 Contractor, and/or any subcontractor, shall provide for, and use, appropriate analysis materials, including bottles, preservatives, etc. to meet the rules and statutes.
10.2.3 Contractor may composite samples as defined by A.A.C. Title 18, Chapter 4, and/or 40
CFR141. 23- 24: SOCs and Asbestos.
10.3 Follow-Up Sampling and Analysis: Follow-up sampling and analysis may be required based on test results of certain contaminants. There are two types of follow-up sampling:
confirmation follow-up sampling, and composites follow-up sampling.
10.3.1 Confirmation Follow-Up Samples: Confirmation follow-up samples are required when test results of contaminants are above the MCL and/or all triggers (refer to Exhibit F – Summary of Reporting Requirements and Related Time Frames and Actions).
10.3.1.1 The Contractor shall collect, transport, and analyze all confirmation samples within the required time frames.
10.3.1.2 The Contractor shall report the test results of all confirmation samples to the PWS and ADEQ within the required time frames.
10.3.1.3 ADEQ shall pay the Contractor for any confirmation sample in accordance with Attachment 13: Pricing Sheet.
10.3.2 Composite Follow-Up Samples: Composite follow-up samples are required when composite test results of certain contaminants are: 1) ≥ 1/5 of the MCL for asbestos, 40 CFR 141.23(a)(4)(i) and 40 CFR 141.62(b); 2) greater than the detection limits for SOC (refer to 40 CFR 141.24(h)(18), Exhibit F – Summary of Reporting Requirements and Related Time Frames and Actions). Contractor shall follow all the applicable composite sample rules, in addition to these citations.

10.3.2.1 ADEQ shall pay the Contractor for any composite follow-up samples (re-samples) in accordance with the Pricing Sheet, Attachment 13 of this Contract. If sufficient original sample(s) used for the composite remains available and are within applicable hold times, Contractor shall first perform individual (discrete) analysis on the remaining aliquots instead of re-sampling. (Reference 40 CFR §141.24(f)(14)). Re-sample would require a new trip, sampling, analysis and reporting only when the original sample volume has first been exhausted. Simply missing hold times or any similar error by the Contractor shall not be reimbursable under the Attachment 13: Pricing Sheet.
10.3.2.2 If the analytical result for composite sample is greater than or equal to trigger and/or greater than or equal to MCL, the Contractor shall first perform a secondary analysis on each remaining individual sample/aliquot that were part of the original composite set to determine which individual EPDS had the issue. This is a rare situation, but one that MAP and the Contractor are sharing the risk of using compositing. It is rarer still historically, that MAP has to pay for additional/re-sampling for composite follow-up. If there are more than fifteen (15) re-samples in the Contract year for composite follow-ups, the Contractor will have to receive MAP pre-approval beyond those fifteen (15), and the Contractor shall make appropriate changes to their composite process to fully accommodate running secondary analysis on each individual component sample/aliquot.
10.3.2.3 The Contractor may need to conduct follow up analysis or sampling on the problematic EPDS(s) in the event that a composite reaches a trigger or MCL. Should this occur, allowances have been provided for this in Attachment 13: Pricing Sheet, on the line item identified as Sampling Trip to the PWS.
10.4 Radionuclide Sampling and Analysis: Radionuclide monitoring requirements have a tiered approach in rule based on analytical results. Therefore, additional analysis may be required for uranium, refer to Exhibit G – Summary of Required Radiochemicals Sampling and Reporting. Testing for gross alpha (contaminant code 4002) is not equivalent to testing for adjusted gross alpha (contaminant code 4000), refer to Exhibit G
– Summary of Required Radiochemicals Sampling and Reporting.
10.4.1 When sampling for gross alpha, radium 226 and radium 228, the Contractor shall collect samples with enough volume to analyze uranium in the event it is required and to determine adjusted gross alpha as required.
10.4.2 The Contractor shall analyze uranium, calculate/determine and report to ADEQ and the system the adjusted gross alpha test results by the appropriate method(s) (subtraction process from gross alpha); only if gross alpha is greater than 15 pCi/L.
10.4.3 When the test result of gross alpha at an EPDS is greater than 15 pCi/L, the same sample shall have adjusted gross alpha (contaminant code 4000) determined and reported along with the uranium test result.
10.4.4 Contractor will not be substituting gross alpha and/or adjusted gross alpha for radium 226.
ADEQ will only allow gross alpha to substitute for uranium within the rules (i.e., gross alpha result is <15pCi/L).

10.4.5 Per 40 CFR 141.26 (a)(1)(ii), all new community water systems or community water systems that use a new source of water must begin to conduct initial monitoring for the new source within the first quarter after initiating use of the source.
10.4.6 The Contractor shall also report the test results of all required gross alpha, radium 226, radium 228, and uranium samples to the PWS and ADEQ within the required time frames.
10.4.7 ADEQ shall pay the Contractor for the analysis cost (not including sampling trips) of any additional required uranium analyses in accordance with the Attachment 13: Pricing Sheet.
10.5 Per- and Polyfluoroalkyl substances (PFAS) Sampling and Analysis: PFAS regulation are new as of 2024 and will go into effect starting in 2027. These regulations require that laboratories can meet a certain PQL as identified in Exhibit H – Regulated PFAS and Acceptable Methods. The Contractor shall ensure that the laboratory used can attain these PQL limits, as well as be able to report down to the Trigger Levels identified in the same Exhibit.
11.0 ACCEPTABLE RESULTS
11.1 Contractor shall ensure that only acceptable results are submitted to ADEQ and the
PWS’s. See Exhibit I - AZ Data Qualifiers 5.0 ADEQ Acceptability Matrix to determine if a specific Arizona Data Qualifier yields acceptable results.
11.2 If analysis does not render an acceptable result, the Contractor shall resample and analyze additional samples to obtain an acceptable result in accordance with the time frame indicated in Exhibit B – Estimated Sample Counts for Calendar Year(s) 2026- 2028 and Exhibit C – Estimated Sample Counts by County for Calendar Year 2026, as well as all other sampling periods covered in this contract.
12.0 REPORTING REQUIREMENTS
12.1 Shared Event Calendar
12.1.1 The Contractor shall share with ADEQ, an up to date digital calendar which identifies scheduled sampling events listed on the annual MAP sample schedule. The format of the calendar can be determined by the Contractor, as long as it is a dynamic live calendar that has the ability to be shared and events/details are viewable by the MAP coordinator. An example would be the use of a shared Google calendar.
12.1.1.1 The calendar events shall show which PWS will be sampled, the time in which the sampler is scheduled to meet the system representative and the name of the system representative (including First and Last name). There should be a manner in which the contractor can show that an event did not go as planned, along with comments as to the nature of the issue.
12.2 Contractor Meetings
12.2.1 The Contractor shall meet with ADEQ at ADEQ’s discretion, or at the request of the
Contractor, during the Contract period. Meetings may be held via teleconference or at a location agreed to by ADEQ and the Contractor. The Contractor performance evaluation

12.3 General Reporting / Invoicing Requirements
12.3.1 For the purpose of invoicing, reporting and similar activities under this Contract, a water quality sample is deemed complete only after acceptable results have been reported, received and accepted by ADEQ, and the public water system has received the report.
The Contractor shall not be paid for unacceptable results.
12.3.2 Invoices shall be submitted to ADEQ no later than the 30th of the month following the quarter in which the samples were collected and analyzed. Invoices shall be submitted by emailing a copy of the invoice to accountspayable@azdeq.gov, as well as to the MAP coordinator. Invoices will be audited and routed for payment within ten (10) business days from the receipt of the invoice.
12.3.3 In the event that any sample(s) has not been reported, received and accepted by ADEQ within the applicable timeline, ADEQ shall require that the Contractor credit the invoice(s) at the rate of 10% per sample for any analytical results not uploaded or submitted to ADEQ, five (5) or more business days past the due date, and 50% discount per sample with data submitted twenty (20) or more business days late.
12.3.4 Sample is often defined as one (1) or more of the nine (9) contaminant groups: Inorganic Contaminants (IOC) – or at times subgroups (IOC_C) & (IOC_N); Volatile Organic Contaminants (VOC); Synthetic Organic Contaminants (SOC); Radionuclides Contaminants (RAD), Per- and Polyfluoroalkyl substances (PFAS), nitrate only (NO3) or nitrite (NO2); and/or Asbestos (ASB). An EPDS may be scheduled for sampling from one
(1) to nine (9) of these contaminant groups.
12.3.5 All annual (all components scheduled for the EPDS) samples are a frequency of one (1) and all annual samples so defined will be sampled on or before November 30th each year.
Drinking Water Analytical results are due by the 10th day of the following month of each of the four (4) calendar quarters; i.e.; Samples taken in Q1 are due no later than April 10th;
Q2 taken due July 10th; Q3 taken due October 10th; and Q4 taken due January 10th. All individual analytes within any/all of the scheduled nine (9) contaminant groups (IOC- and at times subgroups (IOC_C) & (IOC_N), VOC, SOC, RAD, PFAS, Nitrate, ASB, Nitrite) must all be reported via the Compliance Monitoring Data Portal (CMDP) and in ADEQ’s Safe Drinking Water Information System (SDWIS) for an EPDS to be completed.
12.3.5.1 The Contractor shall discount the cost of services invoiced by 10% per sample for any analytical results not uploaded through CMDP and submitted to ADEQ, five (5) or more business days past the reporting due date, and 50% discount per sample with data submitted twenty (20) or more business days past the reporting due date. The Contractor shall apply the discount to the invoice at the time of submission for payment. The discount amount, and an explanation for the discount shall be clearly identified on the invoice.

12.3.6 For the purposes of this Contract, a semi-annual sample is one that is taken twice per year in two (2) different quarters. When a system with an EPDS that has a semi-annual schedule is sampled the Contractor shall advise the sampler to make certain that all the analytes from a given contaminant group are sampled, (i.e. all SOC, VOC or IOC analytes shall be sampled at one time) unless otherwise noted on the annual MAP sampling schedule. Partial contaminant group sampling will result in incomplete sampling.
12.4 Monthly Reporting & Weekly Sampling Progress Reporting
12.4.1 Contractor shall notify the MAP Coordinator within twenty-four (24) hours of any exceedances of the Maximum Contaminant Level (MCL) as defined in A.A.C. R18-4-109.
13.0 SAMPLE REPORTING REQUIREMENTS
13.1 Contractor shall report the test results to ADEQ and the PWSs. Complete data/results shall be sent to both ADEQ and the PWS for each analyte group (i.e.; all SOCs need to be reported together, all IOCs need to be on one report, etc.). Results shall not be sent in sections; further, complete data/result shall be sent to ADEQ and the PWS as it becomes available.
13.2 Contractor shall be required to use the Compliance Monitoring Data Portal (CMDP) to submit all results. If at any time, CMDP capabilities are temporarily suspended, the contractor shall work with the CMDP State Administrator to receive instructions on how to submit data.
13.2.1 If composite samples are utilized, the Contractor shall report these samples to ADEQ using a Sample ID unique to each systems’ reported sample. Formatting will be agreed upon by the MAP coordinator, CMDP State Administrator, and Contractor/Subcontractor.
The state may change reporting procedures for composite samples if CMDP updates occur.
13.2.2 In the case that a composite sample needs to be re-analyzed due to a situation as described in 10.3.2, the Contractor shall only upload the results of the re-analysis. Do not upload the original composite result.
13.2.3 The Contractor/Subcontractor will sign and follow the guidelines set in the CMDP User
Agreement.
13.3 Specimen Number: A unique fifteen (15) character (max) alphanumeric code that identifies a particular sample used to test one contaminant or one category of contaminants.
14.0 EXCEPTION REPORTING REQUIREMENTS
14.1 Contractor shall notify the ADEQ MAP Coordinator of any inability to meet the time frames specified in the detailed sampling plan. Notification shall be within two (2) business days of the date Contractor became aware of the inability to meet the deadline and corrective actions should be identified and submitted with an agreeable timeline required to address the issue.

15.0 ADDITIONAL PUBLIC WATER SYSTEMS
15.1 ADEQ may direct that the Contractor provide for the collection, transportation and analysis to meet rules and statutes mentioned above for additional sampling. These PWSs/EPDS will typically be newly established, or large public water systems, such as those serving more than 10,000 (ten thousand) people that are voluntarily participating in MAP. Systems voluntarily participating in MAP will receive the same sampling under MAP as the mandatory participants.
15.2 ADEQ shall create a monthly report listing all new MAP PWS’s, their associated EPDS, and their respective monitoring schedules, as well as any other additions or deletions from the original annual schedule that have been identified in that time frame. Note: New MAP PWS’s will most likely have an initial monitoring year of the year after the PWS became active, except in the case of Nitrate (NO3) and Radionuclide (RAD) monitoring, which will begin in the same year and following quarter, respectively.
16.0 ADDITIONAL SAMPLING REQUIREMENTS
16.1 Majority of the sampling of this contract requires that sampling and analysis be completed for the entire contaminant group together; however, there are occasions when a single SOC, IOC, RAD or PFAS contaminant needs to be sampled to assist the system in staying in compliance. SOCs contaminants require many different analysis methods. A list of the specific contaminants and methods are listed in Exhibit K – Regulated SOCs and Acceptable Methods and Exhibit H - Regulated PFAS and Acceptable Methods. It is for this reason that MAP is also requesting costs be submitted for the sample collection, transportation, and analysis of regulated individual contaminants.
16.1.1 IOC or PFAS individual contaminant analysis will be based on the need as determined by the requirement for confirmation samples of those contaminants that may exceed the
MCL.
16.2 The Contractor shall accommodate any additional sampling events that are a result of a PWS opting into MAP’s voluntary Triggered Monitoring assistance. These additions will be included in the monthly report and shall be invoiced in accordance with the Pricing Sheet, Attachment 13 of this Contract.
17.0 CONTRACTOR AUDIT
17.1 ADEQ reserves the right to, or have its authorized representative, audit the contractor including but not limited to technical system audits, field sampling event audits, and data quality audits, as defined by EPA's QA/G-7 guidance document. The Contractor is subject to audit by ADEQ to ensure Contractor’s execution of its Quality Assurance Project Plan (QAPP) and compliance with the Standard Operating Procedures (SOPs). ADEQ audits may include on-site audits and review of the Contractor’s compliance with applicable federal regulations governing collection, analysis, validation, and reporting of environmental data. The Contractor’s subcontractors, as authorized under this Contract, are subject to these audits, and are required to resolve any and all audit findings on a schedule agreed to with ADEQ.
