About this file

This is a Competition Impracticable Procurement Authorization form from the Arizona State Procurement Office for the Department of Economic Security / Division of Aging and Adult Services. The document involves the Arizona Caregiver Coalition (ACC), a statewide non-profit organization that supports family caregiver programs. The request was submitted by Nate Hudson, Contracts Manager, and ultimately approved by Yesenia Sandoval, Chief Procurement Officer, on April 9, 2025.

The procurement authorizes a contract for statewide caregiver support programs, including the Caregiver Resource Line, Arizona Caregiver Coalition/Respite Coalition, and a referral & resource system for Home and Community-Based Services. The contract is for a five-year term from July 1, 2025, to June 30, 2030, with an estimated total cost of $2,405,780. The authorization is based on the organization's unique role in developing the Lifespan Respite Grant process, maintaining the statewide caregiver coalition, and leading the Arizona Family Caregiver Action Plan. The procurement is deemed competition impracticable, with a condition to negotiate a fair and reasonable cost, and is approved under the Arizona Administrative Code R2-7-E303.

Text6: Services include the following statewide programs: the Caregiver Resource Line, the Arizona Caregiver Coalition/Respite Coalition, a referral & resource system for Home and Community-Based Services which aim to enhance and improve capacity to deliver respite care.
Text7: Arizona Caregiver Coalition (ACC)
Text8:
Text11: The Arizona Caregiver Coalition was launched as an initiative of the Governor's Advisory Council on Aging to improve the quality of life for family caregivers and their loved ones through collaboration, advocacy, and access to respite care and supportive and educational resources to satisfy the requirements of A.R.S.§ 46-172 and the Federal Lifespan Respite Care Act. Under A.R.S. § 46-172, the state is required to continue to support the growth and maintenance of a statewide respite coalition until July 1, 2030. The statute did not provide funding from the state to carry out the provisions in the law for ADES. To ensure that Arizona met the statutory requirements, the Arizona Department of Economic Security, Division of Aging and Adult Services applied for and was awarded a Lifespan Respite Grant in 2009 from the U.S. Department of Health and Human Services Administration for Community Living, the Administration on Aging.

The 2009 Lifespan Respite Grant launched consumer-directed respite care services in Arizona and initiated a collaborative effort to establish partnerships with the Governor’s Office, ADES Division of Aging and Adult Services, Area Agencies on Aging, and family caregivers. The grant provided funding to develop the groundwork for the Caregiver Resource Line and the voucher program. Since becoming established as a 501(c)(3) nonprofit organization, Arizona Caregiver Coalition (ACC) continues to be the only statewide non-profit organization that supports and provides non-diagnosis-specific programs and services for family caregivers across the lifespan. ACC maintains a website and staffs the Caregiver Resource Line to meet the A.R.S. § 46-172 requirements of providing self-directed respite care services and referrals.

Arizona Caregiver Coalition led the development and implementation of the Arizona Family Caregiver Action Plan 2025 - 2028 and is leading the Arizona Respite Network to promote action items in the National Strategy. Arizona Caregiver Coalition is the state’s convener of researching and gathering information about gaps in respite care services; ACC can meet the goals of the Lifespan Respite Grant, state statute, and focus on the objectives of the National Strategy.

Text12: It is in the state's best interest to continue the established statewide Arizona Caregiver Coalition for a continuum of family caregiver support and respite programs. DAAS and ACC have collaborated to develop a streamlined Lifespan Respite Grant process that houses the infrastructure for service provision and delivery, including administrative operations, policies, and procedures. DAAS will comply with the statute by continuing to directly contract with the Arizona Caregiver Coalition to maintain and grow the statewide Arizona caregiver coalition as required.
