About this file
This document is a solicitation for a Request for Proposal (RFP) from the Arizona Department of Transportation (ADOT) Procurement for the City of Peoria, involving the implementation of an Adaptive Signal Control Technology (ASCT) system. The solicitation is for a contract with a qualified contractor to furnish, install, and implement ASCT at intersections along two corridors: Lake Pleasant Parkway from Loop 303 to 83rd Avenue, and Deer Valley Road from 107th Avenue to 79th Avenue. The document involves ADOT, the City of Peoria, and potential contractors, with CS Construction, Inc. being the offeror in this specific proposal.
The contract involves installing an adaptive traffic signal control system at 28 intersections across two corridors, with the goal of improving traffic safety, travel time efficiency, and reducing congestion. The project requires furnishing and installing video detection equipment, licensing, servers, and performance reporting capabilities, to be integrated with existing city infrastructure. The contract has an eight-month project timeframe from the purchase order issuance, with a maintenance contract period of five years. The system must meet detailed technical specifications, including the ability to dynamically adjust signal timing in real-time, support multiple signal groups, and provide comprehensive performance reporting. The contractor will be responsible for system installation, training, documentation, and ongoing maintenance, with specific requirements for system testing, documentation, and performance monitoring.
