Offeror Response:

Moonshot received its 501c (3) status in Q1 of 2022 and since then the organization has been awarded several Federal and State grants to provide technical assistance to hundreds of communities around the country. Because Moonshot is a non-profit organization, the hourly rates for all the State and Federal contracts are calculated at cost. Moonshot takes the salaries of the employees by Classification Title and divides it by 2,080 hours per year, which is the FTE standard for government contracts. Moonshot also includes a 25% fringe and an indirect cost of 20%. The fringe rate includes employee benefits, payroll taxes, and insurance, and the indirect cost includes all overhead costs and operating expenses such as accounting, IT, and HR. In addition to Moonshot being a non-profit, the organization also has a 100% nimble remote organization, which helps to keep the operating costs competitive. The description of the level of experience by Classification Title as relevant to the work Moonshot seeks to perform for ADEQ is as following:

Principal (Executive Advisor): industry leader with 30+ years of experience in the field. Responsible for the oversight of the delivery of services to target systems. Provides 1:1 support to system managers to improve utility operation and leverages best practices to deliver best outcomes for the systems. Helps to identify potential operational and capital projects to achieve and maintain compliance.

Project Manager I (Senior Utility Advisor): Industry veteran with 20+ of experience in the field. Responsible for conducting compliance diagnostics and delivering expert advice on potential solutions, including treatment optimization.

Analyzes existing data on the system’s operations to develop and implement targeted solutions. Responsible for the direct coordination with ADEQ and for developing technical reports.

Project Engineer I (Utility Advisor): 5-10 years of technical experience in the field. Responsible for data requests and engineering reports. Supports systems in troubleshooting root cause for non-compliance by learning the details of the system’s operations and conducting diagnostics and site visits. Helps to train operators to empower them in the implementation of sustainable solutions.

Environmental Specialist/Scientist I (Utility Analyst): Entry level to 5 years of experience in the field. Responsible for research, community outreach and coordination, data analysis and report development.

Clerical/Administrative (Administrative Support): 10 years of experience in operations and business management.

Responsible for project reporting, billing, A/R management and direct communication and outreach with ADEQ’s administrative departments and contracting, reporting, or billing related questions.
