Moonshot assessed available data from the utility and state, existing groundwater studies, and records from county groundwater withdrawals to understand the feasibility of potential alternative supplies. Given these findings, Moonshot prepared a roadmap with recommended next steps and a timeline for the Public Works Director. To move forward with a Groundwater Feasibility Study, Moonshot prepared and provided sample RFPs for well-drilling services. Additionally, Moonshot provided guidance on applying for State of Virginia funding opportunities. Key personnel included in this proposal are Lydia Rossiter and Reshet Gebremariam.

Moonshot Missions developed comprehensive utility profile reports for the Town of Victoria, providing a detailed overview of wastewater treatment operations, including technical, managerial, and financial aspects of the utility.

These reports assessed the utility’s conditions, identified improvement opportunities, and offered a list of prioritized projects to implement that could enhance performance and compliance.

In addition, Moonshot conducted an energy audit at the Victoria East Wastewater Treatment Plant (WWTP), focusing on identifying energy inefficiencies, particularly in the aeration basins. The audit identified broken air diffusers as a major source of energy inefficiency and recommended their repair or replacement, estimating these actions could significantly reduce energy consumption and costs.

A copper effluent study examined historical copper effluent data and current treatment practices at the East WWTP to address compliance issues and prepare for upcoming VPDES permit renewals. The study analyzed copper
