About this file
This document is a procurement file for a CoStar Subscription contract between the Arizona Department of Transportation (ADOT), specifically the Infrastructure Delivery & Operations (IDO) division, and CoStar Realty Information, Inc. The procurement is being processed through the Arizona Department of Administration State Procurement Office, with Matthew Martinez serving as the Sr. Procurement Specialist leading the acquisition. The contract has a previous contract number ADOT13-049680 and is classified as an ongoing requirement.
The contract is for an online real estate data service to be used by Right of Way Appraisers and Agents for accessing comprehensive commercial real estate information across Arizona. The anticipated expenditure is $51,193.32 annually, with a requested contract term of 60 months. The procurement was determined to be "Competition Impracticable" due to CoStar's extensive existing database collected since November 2018 and the embedded system that would be costly to replace. The service provides statewide property and market values, current availability, market data comparisons, and other relevant real estate information. The contract was approved by the Chief Procurement Officer on 8/26/2025, with funding sourced directly from the state and no federal funding involved.

Rationale: Compliance with A.R.S. § 41-2533, 41-2534, 41-2538 or 41-2578 is: Impracticable
Provide justification details:
The procurement need exists because this service is used daily by Right of Way Appraisers and Right of Way Agents for real-time commercial real estate information. This information can include property and market values for existing and new development of all land and building types’ statewide, current availability, market data comparisons of sales and listings statewide, along with other relevant real estate data in order to complete appraisals and appraisal reviews. Mandatory state contracts were explored, but none were identified to facilitate the requested services.
The competition is impracticable because Costar’s database contains extensive information collected since November 2018.
LoopNet was conducting business as CoStar and has an embedded system that would cost to replace the information.
The proposed procurement is advantageous to the state because this information is used to complete appraisals and appraisal reviews. This information explains market values, new development of all land, building types statewide, current availability, and market data comparisons of sales.
The procurement process included reviewing the Department needs and confirming that the Department requirements could be fulfilled by the recommended supplier. Additionally, research was conducted on past years purchases to ensure that the current request aligned with the previous year’s scope of works.
The strategy to promote competition included researching for other suppliers that could potentially provide this service. At this time, it would not be cost effective to replace the current database.
